Welcome and Introductions
The meeting was called to order by Phil Misklow, LEPC Vice Chair, at 11:02 AM. LEPC Members present
introduced themselves.
Review and Approval of May 8, 2024, LEPC Meeting Minutes
The minutes of the May 8, 2024 meeting were passed out. Jason Fuller moved the minutes be
approved; Allen Hancock seconded the motion. The minutes were approved by unanimous consent.
Discussion Topics
“WHY ME” LEPC Spotlight – Presentation provided by David Pouleris (Pipe View Technology)
summarizing background information on the services they provide and how it relates to flooding issues.
Mike Thompson provided a presentation on American Red Cross capabilities and ability to be part of the
Emergency Operations Center providing emergency disaster support.
Hurricane Season Reminders – Reviewed slides presented by NWS regarding 2024 Hurricane Season
overview. Cautioned group to remember storms are more than their wind ratings. Be aware of
messaging challenges and traps. If necessary, NHC can provide re-access letters if the county is closed to
travel.
Resource Tracker - New Hanover County LEPC Resource Sharing Inventory – a way for LEPC members to
help each other with available resources. The drafted Microsoft Form is intended to collect information
on points of contact and agency types able to provide support for specified types of disasters or
emergencies and potential resources available. The inventory is a way to know who to ask but does not
formalize the actual sharing of resources.
E-Plan Updates – This is the reporting method for facility stored hazmat. The state representative has
confirmed information can be imported from year to year unless it is found there is a high rate of error,
then all information will be cleared, and it will have to be re-entered. LEPC has confirmed with the
state, if there is access to hazard response plans digitally for NHC EM and first responders, a hard copy
does not have to be filed. If it is preferred by member organizations, then submittal of a digital copy
submitted through ePlan is acceptable. Note - The state currently only accepts digital versions.
Subcommittee Reports –
1. Executive Committee (Stan Harts) – Elections are coming up toward the end of the year.
The executive committee is looking for ways to engage more industry partners and has
focused on getting the training ready for next week.
2. Emergency Planning/Response (Rhonda Olson) – We will have a live anhydrous ammonia
release exercise July 16th and 17th. Sign-ups are available on the table. Invitations will be
emailed out again to help drive sign-ups.
3. Community Education/Public Awareness (Phil Misklow) – Stepan Corp. is sponsoring
printing for the LEPC introduction letters and brochures.

• NHC EM – Terri recently started with NHC EM as a new planner. Welcome Terri!
Next Meeting
The next LEPC meeting is scheduled for 11:00 AM on September 11, 2024, at the New Hanover County
EOC. Forward suggestions for topics or meal sponsorship to the Executive Committee.
