ASSEMBLY
The Parks Advisory Board held its regular meeting on Tuesday, November 5, 2024, at the Airlie Cottage.
Present: Jordan Nason, Carol Hunter, Ryan Bisplinghoff, Maryanne Lavoie, Gayle Tabor, Caleb Rash, and
Josie Barnhart
Staff: Andy Johnson, Latashia Smith, Tara Duckworth, and Tanya Gurganious
WELCOME AND APPROVAL OF MINUTES
The meeting was called to order by Ryan Bisplinghoff. Ryan asked if everyone had a chance to review the
minutes and if there were any changes. Hearing no changes, the following motion was presented:
MOTION: Ryan Bisplinghoff MOVED; SECONDED by Carol Hunter, that the minutes of the October
meeting be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY.
1. Top of Mind Topics. Jordan Nason followed up on the changes to Trails End floating dock.
He spoke with someone at CAMA and found that the widening of the ramp would be allowed
under a separate permit. The boat ramp belongs to North Carolina Wildlife and the county
would have to go through them for any changes. Tara mentioned that she could add it to
the list of capital projects but that is a totally separate project than what is going on now.
Maryann Lavoie spoke about Pages Creek and the waiting list and the number of open
raising fees, subleases, and more storage. Tanya explained the kayak storage process and
mentioned that all spaces are paid for, but this year renters have not stored them as in years
past. Tara mentioned that Pages Creek is very tidal and people could be using their kayaks
in different places at certain times of the year. It was ultimately decided that there is no
room to build more storage and raising fees would need a vote from the commissioners.
Tara asked the board for a recommendation of a fee they think would be feasible to present
to the commissioners. Doubling the fee would be too steep without a need such as building
more storage.
2. Staff Updates. Tanya discussed the issues some pickleball players have experienced with
other pickleball players while waiting for courts. There have been issues at Arrowhead Park
as well as Northern Regional Park. Tanya asked the board for suggestions on how to handle
the issues. Carol was at a tournament and spoke with a few people and found out the
person who caused the most recent issue was an out of town guest of local citizen. Carol
passed around handouts of signage in different towns for pickleball. She felt better signage
is needed in a different area at Arrowhead Park where it is more visible to players. Carol also
suggested having one of the members of Cape Fear Pickleball Club at the courts to assist
with court time. Ryan thought we could call them Parks & Gardens ambassadors and have
them in an official New Hanover County Parks & Gardens t-shirt. This is common practice at

Wrightsville Beach courts. Tara suggested starting with the new and better signage before
starting with ambassadors. Also a new and larger paddle rack is needed due to the number
of people waiting for court time.
Smith Creek and Northern Regional Park expansions will be out for bid soon. Trails End Pier

replacement will begin on November 11. Laney tennis courts will be resurfaced next week.
Ogden will follow. Echo Farms clay tennis court expansion is still in the permitting process

and hope to bid by the 1 of the year.

Airlie preview night is November 13from 6:30 p.m. until 8 p.m. Tara will send out an email
invite to the board.
Next Meeting. The next board meeting will take place at the Airlie Cottage on Tuesday, December 3, 2024,
at 8:30 a.m. There will not be a meeting in January due to the proximity of the holiday.
ADJOURNMENT
MOTION: Ryan Bisplinghoff MOVED; SECONDED by Josie Barnhart, that the meeting be adjourned. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
There being no further business, the meeting adjourned at 9:33 a.m.
