Please find the comments listed below with our response provided in bold. Planning, Zach Dickerson 910-798-7450 1. General Comments a. Zoning is R-15- this is a proposed Performance Residential Development. i. R-15 permits a maximum of 2.5 du/acre ii. Total site acreage with recombination is 13.68 acres, for a maximum of 34 du. b. Performance Residential Subdivisions require a 20’ periphery setback. The one on the initial 30 lot plan shown here would be helpful to show on the updated one. Example screenshot below: i. Dimension included on plans. 2. UDO Section 5.1, Parking and Loading a. Just noting for paperwork purposes: single-Family Detached dwellings require 2 parking spaces per du. 3. UDO Section 5.3, Tree Retention a. Please submit for a tree removal permit for the trees to be removed for the ROW. i. Tree removal plans and application included with the resubmittal. 4. UDO Section 5.4, Landscaping and Buffering a. Per UDO Section 5.4.1.A, Single family lots less than 2 acres are not required to meet landscaping requirements. b. If there is any landscaping planned by the developer for some of the common/open space, please show that on the plan. i. No landscaping is required or planned at this time. 5. UDO Section 5.5, Lighting a. Is any new lighting proposed for this development? b. Please note a lighting plan is not required at time of TRC approval. Information about the exterior lighting for the site that demonstrates compliance with the standards in this section shall be submitted in conjunction with an application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first, approved no later than at time of construction plan approval. 1. As discussed, single-family developments are not subject to the County’s lighting standards. 6. UDO Section 5.6, Signs a. If there are any new signs proposed for this development, please apply for sign permits prior to installation. i. Applicable permits will be obtained separately from this application. 7. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Overlay map, there are no Conservation Resources on this site. i. Noted. 8. UDO Article 6, Subdivision Design and Improvements. a. Per Article 6’s Section on Street Connectivity Standards, the street network for any subdivision shall achieve a connectivity ratio of not less than 1.4. b. It does not appear that the link:node ratio is less than 1.4, per the snip below. I counted 4 links and 5 nodes per the definitions laid out in the UDO. This would leave a ratio of 1.25. c. We can discuss how to iron this out, perhaps with the WMPO and NCDOT. i. As discussed, the layout qualifies for an exemption to the link/node ratio due to existing adjacent development. NHC Fire Services, Sunnie Batson Paramounte: All fire comments have been received and are acknowledged. 1. The complete TRC/Site plans comments by fire during review shall be submitted along with the building plans for review to New Hanover County Fire Marshal’s Office. This shall include the complete set of civil plans. Failure to submit the comments or complete set of civil plans will result in a resubmittal for review for verification of compliance. a. Noted. 2. Any building with a generator or aboveground storage tank (AST) shall include an engineered plan complying with the NCFC Chapter 23, 57 and NFPA 30 showing all applicable distances as required from those specific requirements. a. Noted. 3. Any plan involving an underground storage tank (UST) shall include an engineered plan complying with the NCFC Chapter 23, 57 and NFPA 30 for Underground Storage Tank Cover requirements. This plan shall also show all vent lines. a. Noted. 4. Per NCFC 503.6, submit for review the details and manufacturer information for the gate across the fire department access road. Include both the UL and ASTM Listing in the documentation attachments for approval. a. No vehicular gates are proposed within the development. 5. Per NCFC 507.1, Provide an Engineered fire flow analysis report in accordance with the fire code and Appendix B to include pertinent information. This report shall be submitted by a P.E. and include the stamp of the submitting individual on the report. a. Noted. 6. Accessibility: The cul-de-sac diameter and all road widths shown on submitted plans meet code requirements. a. Noted. 7. Water Supply (Chapter 5 and Appendix C) :Hydrant spacing meets code requirements on the submitted plans. a. Noted. NHC Engineering, Galen Jamison 1. A land disturbing and a stormwater permit issued by the County are required for this project. Please submit the permit applications documentation with requisite review fees for County issued permit directly to gjamison@nhcgov.com. Application and forms can be found at https://www.nhcgov.com/251/Stormwater and https://www.nhcgov.com/249/Sediment-Erosion-Control. a. Noted. 2. It will be requested the existing drainage ditch to the east be placed in a public drainage easement sized in accordance with NHC Stormwater Manual. The County will work with the adjacent property owner to obtain the remaining width. Note, should the applicant elect to maintain the conveyance measures themselves, the POA covenants shall indicate the operation and maintenance roles and responsibilities for the conveyance measure, although this is not the County’s preference a. Noted. 3. The offsite drainage conveyed in the existing southern ditch coming from the west that will be routed through the site shall be placed in a public drainage easement sized in accordance with NHC Stormwater Manual. Construction within this offsite drainage conveyance measure that will be maintained by the county will need to be observed during construction by Stormwater Services and a turnover meeting scheduled once the system is ready to be conveyed to the county. Please add a plan note to ensure county construction observation and a turnover meeting occurs. a. Noted. 4. Please contact the State for their stormwater permit requirements. a. A NCDOT Encroachment Agreement is required for any utility connections or installations within NCDOT right-of-way. 4. Site Plan Comments: a. Sight Triangles and Sight Distance: i. Show and label the 10’ X 70’ NCDOT sight triangles. 1. Plans revised accordingly. b. No obstructions shall be placed within the NCDOT sight triangles. Show and label the appropriate sight distances. i. No obstructions shall be placed within the stopping sight distance. 1. Plans revised accordingly. ii. Reference table 3-1 below for design requirements. c. No gates are allowed within 100’ from the right-of-way. i. No gates are proposed. d. Label the radius for the driveway connection. i. Make sure to accommodate the largest proposed vehicle. 1. Plans revised accordingly. e. Label the internal protection stem length for the proposed driveway connection. i. Measured from the right-of-way line. 1. The exact driveway locations for the lots are unknown at this time. The adjacent lots are approximately 82-85’ from the right-of-way. WMPO, Scott James 1. Private roads are to be built to NCDOT standards. Please change Roadway Cross Section from (1.5” SF9.5 B Surface and 6” B25.0B) to current NCDOT Subdivision Roads Minimum Construction Standards, based upon the subgrade soil type. [NCDOT Subdivision Roads Minimum Construction Standards, p. 23, dated January 2010.] a. Plans revised accordingly. 2. Please label the distance of Road A adjacent to Lot #15. a. Please show the access drive apron for the pump station. If there are gates or fences around the pump station, please show the gates, fences and direction of motion on the site plans. The fences and gates shall not block access to the sidewalks or travel lanes. a. The pump station is no longer proposed for the development. Army Corps of Engineers, Brad Shaver 1. Myrtle Sound has been issued a jurisdictional determination that included non- jurisdictional wetlands and a jurisdictional stream channel.
