The following comments have been received for the July 3rd, 2024, TRC meeting. Additional comments
may be made upon further review of subsequent revisions.
Please note following the TRC meeting, a revised preliminary plan addressing each of the below items
must be resubmitted prior to receiving preliminary plan approval.

1. General Comments –
a. The scope of work is listed as ‘warehousing’ and ‘manufacturing.’ Please detail the
specifics of the proposed manufacturing and how much of the site is dedicated to
warehousing vs manufacturing. Also, please detail if there will be associated outdoor
storage.
b. The scope of this TRC review is for buildings 4 & 7.
c. The proposed site plan is for two structures, each of which are to be 152,880 square feet.
Please detail what these structures are to serve as.
d. Please detail the existing total and the percentage increase of impervious ground cover
proposed.

2. UDO Section 5.1 Parking and Loading
a. Parking for warehousing is prescribed 1.5 units per 1,000 square feet of development.
At a total of 305,760 square feet of proposed development, a total of 459 spaces are
required for parking.
b. Please provide the details of the proposed Alternative Parking Plan in accordance with
UOD Section 5.1.3.
c. Please detail type of manufacturing proposed and the square footage dedicated to it to
detail minimum parking requirements necessary.
d. Please detail loading berth quantity, locations, and dimensions.
3. UDO Section 5.2 Traffic, Access, and Connectivity
a. Please show sight triangles at site access, preferably on landscape plan so we can ensure
there are no plantings in the triangle.
4. UDO Section 5.3 Tree Retention
a. The plot sampling methodology used is not exactly what is recommended in our
manual, but it does sample at least 10% of the area which is recommended by the
manual.
b. This is something that I think we can iron out, but we’ll need to have a discussion about
this, either during TRC or offline.
c. Please note that properties along the US Hwy 421 corridor are not required to mitigate
Significant & Specimen Trees within the development envelope of a project as long as
existing tree coverage outside the development envelope is retained in accordance with
Table 5.3.7.E in the UDO.
d. It appears that the majority of the site is planned to be developed, but there may be
some areas in which trees can be retained, potentially in the northwestern portion of
the site.
5. UDO Section 5.4 Landscaping and Buffering
a. Please provide a landscape plan that meets the specific requirements established in the
UDO Section 5.4.2 General Standards.
b. Please include street yard, foundation plantings and parking lot landscaping.
c. Please confirm that the landscaping plantings will meet the 15 trees planted or
retained/acre requirement.
6. UDO Section 5.5 Exterior Lighting
a. Please detail if there is to be any expansion or alteration of the lighted outdoor area.
b. Please note that except for street lighting, all exterior lighting and indoor lighting visible
from outside shall be designed and located so that the maximum illumination measured

in foot candles at ground level at a lot line shall not exceed the standards in Table
5.5.4.B: Maximum Illumination Levels.
7. The height of exterior light fixtures shall not exceed 25 feet.
8. UDO Section 5.6 Signs
a. Please note that all signs are subject to Section 5.6 of the UDO.
b. Please submit for sign permits prior to installation.
9. UDO Section 5.7 Conservation Resources
a. Per the New Hanover County resource map, there are no detailed conservation resources
on this site.

2. Fire finals required on all permits.
3. Portable fire extinguishers required per NFPA 10.
4. Fire Sprinkler Permits required.
5. A fire hydrant shall be placed within 100 feet of the FDC for each building.
6. Add a fire hydrant at the rear left/ southern corner of Building 7.
7. Will there be a looped system with the Final Build Out? Highly recommended.
8. Separate fire pumps shall be placed at each building if required.
9. Fire Alarm permits required.
10. Multiple KNOX boxes required at each door, front & back.
11. Section 510 testing is required per the NC Fire Code.
12. An Engineered Fire Flow Analysis is required.
13. No gates allowed unless approved by this office and the TRC.

1. A land disturbing and a stormwater permit issued by the County are required for this project.
Please digitally submit the permit applications documentation with requisite review fees for
County issued permit directly to gjamison@nhcgov.com. Application and forms can be found at

2. Please clarify Access Road B location and the TIA requirements for phase 1. It does not appear
that the one ingress and two egress lanes are indicated in the plans.
3. Please contact the State for the stormwater permit modification requirements. It is assumed a
high-density permit will be required.

General Comments:
NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT

NCDOT Driveway Permit:
An NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and
15 of the Policy on Street and Driveway Access to North Carolina Highways to include
access locations within 500’ of the proposed access on both sides of the State Road.
Submit to the local NCDOT District Engineer’s Office.
x Refer to the NCDOT checklist (included) for required documents and site plan
information.
NCDOT Encroachment Agreement:
An NCDOT Encroachment Agreement is required for any utility connections or
installations within the NCDOT right-of-way (form 16.6).
x It is recommended that you reach out to the NCDOT District Office prior to
submitting plans to avoid a redesign of the proposed utilities.

US 421 Industrial Park development in New Hanover County, NC.
Dear Mr. Smith:
The WMPO, NCDOT, and New Hanover County staff have reviewed the US 421 Industrial Park development
TIA (sealed September 11, 2023). Based on the information provided and conversations held to date, it is our
understanding that this development will be built in two (2) phases and consist of the following land uses:
Phase 1 (build year 2024):
o ITE Land Use Code 130 – 500,000 SF Industrial Park
Full Build (build year 2033)
o ITE Land Use Code 130 – 3,000,000 SF Industrial Park
Based on review of the analysis provided in the TIA report, the following improvements are the responsibility of
the developer:
US 421 and I-140 EB Ramps (Existing Signalized Intersection)
Phase 1
x No improvements are required.
Full Build
x Extend the existing eastbound I-140 Off-Ramp right turn lane to provide 300 feet of storage, and
desirable full-width deceleration and taper.
x Extend the northbound right turn lane on US 421 to provide 675 feet of storage, and desirable full-
width deceleration and taper.

desirable full-width deceleration and taper.
x Extend the existing southbound right turn lane on US 421 to provide 300 feet of full-width storage,
extended back to the existing South Atlantic Services driveway access.

x Install a traffic signal and incorporate it into the existing closed loop system.
US 421 and Access B (Proposed Signalized Intersection)
Phase 1
x Install a traffic signal and incorporate it into the existing closed loop system.
x Construct Access B with one ingress lane and two egress lanes, configured as a left turn lane and a
thru-right lane.
x Provide an internal protected stem of 250 ft as measured from the right-of-way line.
x Construct a northbound right turn lane on US 421 with 100 feet of storage, and desirable full-
width deceleration and taper.
Full Build
x Reconfigure Access B as a left turn lane and a left-thru-right lane.
x Extend the northbound right turn lane on US 421 to provide 200 feet of storage, and desirable
full-width deceleration and taper.
If changes are made to the proposed site driveways and/or use, the current trip distribution may need to be
modified and would require a revised Traffic Impact Analysis to be submitted for review by the NCDOT, WMPO,
and New Hanover County, in which instance this approval would become null and void.

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
licensed Professional Engineer.
