Code of Ethics
In accordance with the New Hanover County Board of Commissioners Resolution Adopting a Code of
Ethics, adopted on January 5, 2015, and updated on January 9, 2023, it is the duty of all County boards
and committees to respect and abide by the New Hanover County Code of Ethics in the performance of
their duties.
More specifically all Airport Authority members should:
1.obey all applicable laws;
2.uphold the integrity and independence of the Authority;
3.avoid impropriety;
4.faithfully perform the duties of the office; and,
5.conduct the affairs of the Authority in an open and public manner.
It is further the duty of every Authority member to avoid both conflicts of interest and appearances of
conflicts. Does any member have any known conflict of interest or appearance of conflict with respect to
any matters coming before the Authority today? If so, please identify the conflict or appearance of
conflict and refrain from any undue participation in the particular matter involved.

Action Items:
Approve 30-year lease with 2400 Premises ILM SPE (GID) for an additional 5.5 acres of airside
property for the construction of additional ramp space subject to final legal and administrative review.

Approve 30-year lease with VCKH Magnolia for 8.11 acres of airside property for the construction of
general aviation hangars subject to final legal and administrative review. Exhibit A
Approve 30-year lease with Flightline Road LLC for approximately 1.3 acres for the construction of a
general aviation hangar subject to final legal and administrative review. Exhibit B
Approve amendments to 2400 Premises ILM SPE airside and landside leases to allow Additional
Improvements (as defined in the leases) on either parcel to count toward the minimum amount
required to extend each lease.

$2,226,000 to Owner Contingency for the following project elements:
i.Temporary Parking Lot $141,910
ii.West Ticket Counter Baggage Belt Approx. $1.825M
iii.Landscape Lighting & Concrete Approx. $90,000
iv.Dolan Drive Fence Approx. $30K
v.Electric Vehicle Chargers - $139k
b.Recommend approval of two contracts for Southern Environmental Group, Inc, for environmental services as
related to business park wetland impacts below:
i.Ramp Ditch Permit: $8,500
ii.Ramp Individual Permit: $27,000
c.Recommend approval of a contract NTE (To Be Determined Prior to Meeting) to a contractor selected by
informal bid process to perform renovations of 1930 Trask Dr. (Future Avelo Maintenance Base)
