1 TECHNICAL REVIEW COMMITTEE AGENDA February 5th, 2025 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, February 5, 2025 at 2:00 p.m. to discuss the below items. PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. Item 1: SITECN-24-000057 - 1830 Flightline Drive – New Hangar at ILM International Airport- Request by Travis Pence, AIA with the Wilson Group for a new 18,068 sq ft hangar at the ILM International Airport. The site is located at 1830 Flightline Drive, and is 1.93 acres, zoned Airport Commerce (AC). The engineer is Christopher Birkmeyer with WK Dickson. The case planner is Ryan Beil, (rbeil@nhcgov.com, 910-798-7444). Item 2: SITECN-25-000058 – Warehouse Expansion at ILM Airport – 1700 Hall Drive Request by Bethany Cypher with Pierce Hardy Limited Partnership (bethany.cypher@84lumber.com) for a warehousing use expansion of 55,250 sq ft. The site is located at 1700 Hall Drive at the ILM International Airport, and is 9 acres total, zoned Airport Commerce, AC. The engineer is M. Robin Austin with McKim & Creed (raustin@mckimcreed.com). Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving site plan approval. Planning, Ryan Beil 910-798-7444 1. General Comments a. Zoning is AC b. Use is airport hangar/storage, uses permitted by right c. Per the elevations it appears there is some office use in this building, please confirm if this is the case and how much of the building will be used for office space 2. UDO Section 5.1, Parking and Loading a. There is no parking minimum b. Please be aware that parking provided will need to be landscaped 3. UDO Section 5.2, Traffic, Access and Connectivity a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. 4. UDO Section 5.3, Tree Retention a. Please confirm there are no trees being removed on site New Hangar at ILM International Airport– 1830 Flightline Dr – TRC Review Page | 2 5. UDO Section 5.4, Landscaping and Buffering a. Parking lot landscaping i. UDO section 5.4.5 requires parking lot landscaping equal to 8% of the parking. ii. While the County has not historically required trees in projects in the ILM airport due to height restrictions, we have allowed shrubs in landscape islands to count towards the parking lot landscaping requirements. iii. Please confirm the total square footage of parking lot area so the required landscaping square footage can be calculated b. Street yard plantings i. Street yard for airport commerce district requires 25sq ft per linear foot of street frontage, calculations show street frontage for this project is 205’ * 25=5125 sq ft of street yard. Similarly to parking lot landscaping, we do not require trees in the airport, however we do require shrubs. ii. UDO section 5.4.6 states that every 600 sq ft of street yard, 6 shrubs are required in the street yard area. 5125 sq ft/600= 8.54 II 8.54*6=51 shrubs in the street yard area c. Foundation plantings i. Sq footage is based on 12% of the building frontage facing any parking lots or internal drive aisles up to 12’. Site plan shows building face is 120’. 120*12=1440 sq ft of foundation plantings required. 6. UDO Section 5.5, Lighting a. Please note that a lighting plan is not required for TRC approval, but will be required prior to issuance of construction plan approvals. b. Is any lighting proposed for the site? 7. UDO Section 5.6, Signs a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. 8. UDO Section 5.7, Conservation Resources a.
