PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. Item 1: 1830 Flightline Drive – New Hangar at ILM International Airport- SITECN-24-000057 Request by Travis Pence, AIA with the Wilson Group for a new 18,068 sq ft hangar at the ILM International Airport. The site is located at 1830 Flightline Drive, and is 1.93 acres, zoned Airport Commerce (AC). The engineer is Christopher Birkmeyer with WK Dickson. The case planner is Ryan Beil, (rbeil@nhcgov.com, 910-798-7444). Item 2: Sketch Plan Review – 6134 Carolina Beach Road- Store Expansion Sketch plan review of this site- the proposal is to remove the gas station, fuel stations, canopy and tanks, and to expand the existing shopping center building to the south. 1 To:Travis Pence, AIA, The Wilson Group From:Ryan Beil, Development Review Planner Date:1/22/2025 PID#:R04200-001-025-000 Egov#SITECN-24-000057 Subject: 1830 Flightline Dr, Wilmington NC, 28405– New Hangar at ILM International Airport - TRC Review The following comments have been received for the January 22, 2025, TRC meeting. Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving site plan approval. Planning, Ryan Beil 910-798-7444 1. General Comments a. Zoning is AC b. Use is airport hangar/storage, uses permitted by right c. Per the elevations it appears there is some office use in this building, please confirm if this is the case and how much of the building will be used for office space 15,600 SF Hangar, 2,400 SF Business, 18,000 SF Total - Business (Office) is 13% of total SF 2. UDO Section 5.1, Parking and Loading a. There is no parking minimum b. Please be aware that parking provided will need to be landscaped A Landscape plan is included in this project. See note 6 on drawing C4. 3. UDO Section 5.2, Traffic, Access and Connectivity a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. OK. There is no need for an NCDOT driveway permit because Flightline Drive is Private. UDO Section 5.3, Tree Retention a. UDO Section 5.4, Landscaping and Buffering The landscape plan conforms to Section 5.4.5 of the UDO. a. Parking lot landscaping i. UDO section 5.4.5 requires parking lot landscaping equal to 8% of the parking. ii. While the County has not historically required trees in projects in the ILM airport due to height restrictions, we have allowed shrubs in landscape islands to count towards the parking lot landscaping requirements. iii. Please confirm the total square footage of parking lot area so the required landscaping square footage can be calculated b. Street yard plantings i. Street yard for airport commerce district requires 25sq ft per linear foot of street frontage, calculations show street frontage for this project is 205’ * 25=5125 sq ft of street yard. Similarly to parking lot landscaping, we do not require trees in the airport, however we do require shrubs. ii. UDO section 5.4.6 states that every 600 sq ft of street yard, 6 shrubs are required in the street yard area. 5125 sq ft/600= 8.54 II 8.54*6=51 shrubs in the street yard area c. Foundation plantings i. Sq footage is based on 12% of the building frontage facing any parking lots or internal drive aisles up to 12’. Site plan shows building face is 120’. 120*12=1440 sq ft of foundation plantings required. 6. UDO Section 5.5, Lighting a. Please note that a lighting plan is not required for TRC approval, but will be required prior to issuance of construction plan approvals. Lighting plans have been provided, see drawings EL101 and E-602. b. Is any lighting proposed for the site? Currently no site lighting is provided. Site lighting will be handled by Duke Energy. Building mounted lighting is provided around the perimeter of the building and apron areas. 7. UDO Section 5.6, Signs a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. Understood. The only site signage will be the address on the side of the building. 8. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Map, there are no Conservation Resources on this site. Understood. Sprinkler and Fire Alarm plans required permitting and review Fire Alarm Drawings have been provided, see drawings F-001 and F-101. A Section 501 Survey required - Emergency Responder Radio Coverage Design for First Responders Radio Coverage has been provided, see drawings EP101, EP401, E-602, F-001 and F-101. 4. A fire hydrant is required within 100 feet of the FDC Project complies. There is an existing fire hydrant within 100-feet of the building at Flightline Drive. 5. Please follow Chapter 33 - Safety During Construction & Demolition Will comply. NHC Soil & Water Conservation, Bryan Dadson 910-798-7138 1. Comments forthcoming. NHC Engineering, Galen Jamison 910-798-7072 1. If funding for this project comes from the Airport, an erosion control permit issued by NC DEQ will be required. Should the funding be private, then erosion control permitting will be issued by New Hanover County (NHC) Engineering. If NHC issues the land disturbing permit, please digitally submit the permit application documentation with requisite review fees for County issued permit directly to gjamison@nhcgov.com. Application and forms can be found at https://www.nhcgov.com/249/Sediment-Erosion-Control The funding is private and a NHC Land Disturbance application will be submitted prior to construction. 2. Please contact the State for the stormwater permit modification requirements. The stormwater permit modification has already been approved through NCDEQ. 3. Is the entire drainage area covered in the State stormwater? If so, then pre-post storm attenuation requirements of NHC will not be required. The entire project area is within the State Stormwater permit. Site stormwater analysis has been submitted to NHC Stormwater. 4. All stormwater conveyance (inlets, pipes, culverts, ditches, etc) measures are subject to the NHC stormwater ordinance. Please submit to NHC Engineering for a stormwater permit for storm conveyance measures as the design is completed. Please digitally submit the permit applications documentation with requisite review fees to the COAST online permit portal (https://newhanovercountync-energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at https://www.nhcgov.com/251/Stormwater however the application form is not required as the information will be gathered by the COAST portal. We will submit the stormwater design through the portal. NHC Environmental Health, Dustin Fenske 910-798-6732 1. Site plan shows potential connection to existing public water and sewer. Correct, there is a metered service tap with backflow, and two sewer connections through existing sewer cleanouts. NHC Addressing, McCabe Watson 910-798-7068 1. Please contact me for address assignments following TRC approval. Address has been assigned as 1820 Flightline Road. This has been incorporated into the plans. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA TRC Comments provided are preliminary comments only. 2. Utility Plan review required by CFPUA. 3. CFPUA is moving toward becoming paperless. When ready to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-3/Engineering-Plan- Review-103. CFPUA water and available; if existing services are not used, they will need to properly be abandoned per CFPUA policies. We have added a note and specification references to the CFPUA standard specification for Demolition. 5. Meter Sizing Form will be required. OK. They are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. General Comments: NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT Online Portal.https://connect.ncdot.gov/municipalities/Utilities/Pages/help.aspx NCDOT Driveway Permit: An NCDOT Driveway Permit is not required as the proposed driveway does not connect to a state-maintained road. Confirmed NCDOT Encroachment Agreement: An NCDOT Encroachment Agreement is required for any utility connections or installations within the NCDOT right-of-way (form 16.6). An encroachment agreement will be submitted for the gas service coming from across Trask Drive. An NCDOT Encroachment Agreement is required for any sidewalk or multi-use paths installed within the NCDOT right-of-way (form 16.6). There are no sidewalks or multi-use paths proposed on this project. Site Plan Comments: Drainage/Stormwater Conveyance: ξ If the drainage does not naturally flow to the NCDOT right of way the historic drainage pattern should be maintained. The drainage patterns are unchanged. However the impervious area within the drainage area increases the flow to the existing ditch within NCDOT R/W. The plans and drainage analysis have been sent to NCDOT for review. Include/update the NCDOT Standard Drawings (2024) that are applicable to the development.
