Support project Public Comment As homeowners in Ocean Forest Lakes, my husband and I support the proposed development at 6634 Carolina Beach Road, with the understanding that it will meet a critical need for more housing opportunities for the residents of New Hanover County. While I'm sure most if not all of our fellow OFL residents that you will hear from are opposed to the project, we 2 don't believe in the widespread sentiment across our community that bemoans all development and disregards the many thousands of households who struggle every day with the rising cost of housing. We don't buy into the "I got mine" attitude that leaves no room for others to also enjoy the quality of life that we have, to live near the beach and the river, to be able to walk your child to school. We appreciate that this development works to close the gap in needed rental units for our community, and is located on CB Road instead of River Road, providing a wider birth from our river and wetlands than other development in our area that we have not supported. We are excited to know that our neighbors, including members of our local workforce, young families, and seniors, will have a housing option that meets their needs in this new project if approved, and we are disappointed that more of our neighborhood's residents don't see the value in offering others the stability and opportunity that only a home can provide. Thank you for your consideration and for doing the challenging, often thankless work of balancing the many needs of our community with the many wants of its residents. It was stated by Cindee Wolf that no traffic study was needed because this project would produce less than 100 trips per day. Could we please get some clarification on this from the WNPO and or the planning department? Cindee is looking to add 64 units to this area. Simple math tells us that if there are only 50 units traveling once per day in and out of this development then we have 100 trips per day. With 64 units being proposed at this time we are well above the hundred trip per day mark And this project should not be approved without an updated road study. Why is a traffic study not required? The last traffic study was done over the winter during Covid. We request that the DOT require an updated road study prior to any rezoning consideration of this plot. Turning lane: The safety risks the turning lane creates can not be overstated and you may hear more on this later, but I wanted to make a few specific points. First, there is not another turning lane like this anywhere in our area and I challenge anyone to find one. At the last meeting, the WNPO stated that there is a turn lane like this one around college and New Center, Drive. This is absolutely incorrect. The speed limit in that area is 45 mph. There are five lanes of traffic ,there are six stoplights slowing the traffic, and all of the deceleration lanes are a lot longer. Our acceleration and deceleration lane is in a 55 mph zone that does not have a traffic light on one end or the other to mitigate the flow or speed of traffic. Nobody has mentioned the north to south U turn lane that will be right at the beginning of the turning lane, creating even more of a hazard. We were told the DOT recommended this turning lane. I have never heard or been aware of the DOT participating in a concept plan/drawing by a developer. We have a right to either see this recommendation in writing or, at a minimum, it is provided to the commissioners prior to any approval. The DOT is already way too busy trying to maintain the roads we currently have along with their own expansion projects. And we all know they are behind on those projects. The Planning board said they couldn’t fix new Hanover county’s traffic problems when they made their recommendation. We are not asking them or anyone else right now to fix them. We are asking that, not only do you not add to our current problems, but not add such a dangerous option. There are options this board could take to not make this such a dangerous area for our community and those traveling the highway. One is to not allow rezoning and have so many cars entering and exiting the highway from this particular location. Second, another U-turn going, westbound from this plot of land , needs to be added . Diversity of housing: It was mentioned last year that the county needed a diversity of housing. First and foremost, diversity of housing does not equate to affordability of housing. In the last several years, a diversity of housing has been created in new Hanover county. Literally thousand of apartments, condos, townhomes and single family homes, both small and large. In our immediate area alone we have multiple developments going on. Just 1 mile north at 5322 Carolina beach road, 165 apartments and 35 townhomes are approved with another 62 townhomes proposed next to it. A half mile to the south two at the intersection of CB rd and Myrtle grove, two more developments were approved. Along with those, we 2 have the developments on river road. Just two miles away there are low maintenance, single story homes at “The Haven” currently being built, along with the 274 apartments that are near completion across the street from them. Between our neighborhood and Carolina beach there are at least a dozen other large tracks of land up for sale that will most likely be developed. And we haven’t even mentioned the 200+ long term rentals being built in CB. Cindee had mentioned at the planning board that it is not feasible to build single family developments along main corridors. This is simply not true. Less than a quarter mile to the south of us , Cypress village, was just recently built. Adam’s landing on CB road was built in the past couple years. There are currently two developments actively being built right on CB road at the intersection of sanders and CB and in monkey junction. This development that Cindee Wolf is proposing is only for profit by someone living in the state of New York. They do not understand our area , the plot of land they are trying to develop, and how it affects our area that funnels down to Carolina Beach and all the issues that this creates . Especially, with emergency evacuation situations. This development is not what is right for this property. Please say no to rezoning. Please get a new traffic study. Lastly, according to Wilmington apartment association states that vacant rates for apartments have been up 13%. That’s quite a large number of vacancies considering the amount at apartments we currently have and the hundreds of apartments approved in by this board in 2023-2024 . Even the regional economist at UNCW, Mouhcine Guettabi, states that vacant rates in our are up. Please Please Please do not allow the rezoning of this property and have the DOT perform a new road study of our area. . Oppose project Public Comment Respectfully submitting my comments in opposition to the rezoning proposal for 64 apartments at 6634 Carolina Beach Road. 

 As anyone in public health can attest, and we can probably all agree, easy access to multi-use paths and nature is essential for vibrant, livable communities. Walkability is crucial for physical health and mental well-being, as this study highlights: https://ajph.aphapublications.org/doi/full/10.2105/AJPH.93.9.1546 4 Part of our traffic problem is, suburbia has made many of us car- dependent, even in small counties like New Hanover. While there have been great steps in the right direction in some areas, much work remains (and financing for that work.) Isolating multifam ily residential complexes away from commercial centers, transit and jobs is not the best direction to go. Adding another 100+ cars and people living along Carolina Beach Road will exacerbate the worst aspects of suburbia and traffic. I detest cars for social reasons, as discussed in the above study, but of course I also see the need. Cindy Wolf argued that our stance against the proposed 64 units, due to car dependency, was disingenuous because we also need cars. Well, are we looking to quadruple our traffic problems? No. We need true mixed-use developments interconnected with our neighborhoods. Even if/when a multi-use path were built here (which is at best 15-20 years away), this location would have no appeal for me as a renter, along this high speed busy corridor. However, it’s ideal for a true mixed-use complex that attracts people already living nearby, reducing traffic elsewhere in the county—a win-win situation. This 64-unit multi-family housing complex is a lose-lose. High-density multifamily structures should be closer to designated growth nodes outlined in the Comprehensive Plan— near transit, jobs, amenities, and commerce centers. We can avoid adding more cars if we plan correctly now. Leave this area as R-15 or something less dense. If it must be residential, consider ownership options instead of rentals. Regarding housing diversity, how about the missing middle: quads, duplexes, townhomes, and tiny houses? These are transitional housing options and are underrepresented in this part of the county. No one is saying don’t build, they’re saying don’t build high density. No one bought homes in the surrounding neighborhoods expecting one day to live beside a multi-family housing complex, since it’s zoned R-15. We expect our elected leaders to prevent developers from running roughshod over what’s in the long-term best interest of our entire community. Vote it down. I was so excited to get away from apartment complex living and I wanted to be in a suburb neighborhood. Hearing that the residential lot next door is trying to become a multi unit lot for another apartment complex in New Hanover was devastating. They argue there is no apartment complex in southern New Hanover but River Lights is filled with new apartments, and even Carolina Beach has a new apartment complex going in. We do not need more, and we wanted and expected peace 11 when we bought in this neighborhood. I know a lot of people have also expressed concern about the influx of traffic as our exit and entrance lane will also be linked to their exit and entrance lane. I feel that it will cause more accidents and traffic (the police already stopp traffic for the 2 churches next door and across the street). I strongly oppose the want to turn the lot into a multi unit apartment complex because we all bought with the expectation of a suburban neighborhood where we can be away from the noise and crowds of an apartment. Oppose project Public Comment These apartments that have been proposed will cause more dangers than just traffic. 1- the safety of school age kids waiting on a bus Carolina Beach Rd. ( a 55mph zoned area) . 2- leaving Glen Author right now is often difficult to get on to Carolina Beach Rd. With an additional 20 ( or so feet ) for acceleration/ deceleration is not enough room for entering 2 different neighborhoods. The current turning lane already block the view of anyone leaving Glen Author when someone is in 15 the turning lane. With 64 additional homes that will mean getting out will be even more risky as cars will be jockeying to get out on to Carolina Beach Rd. Within 50-100 feet of each other while traffic can be heavy in this area. 3- with 64 additional homes this could mean about 100-120 additional cars leaving and entering this area. I am in strong opposition because of the following reasons: Traffic-Carolina Beach Road is already at or beyond design capacity. Hurricane evacuation will be an extreme challenge. Daily traffic will become dangerous with the proposed Weaving Pattern. Flood Control- The area will be essentially clear-cut, and storm runoff will flood the Lord's Creek neighborhood in the event of a Hurricane. Lack of Infrastructure-There are no sidewalks nor bus system. 17 School systems are already overloaded. This development will only add to the overcrowding. The density of housing is too high and the location is too far from the Mixed Use Growth Hub at Monkey Junction and Carolina Beach Rd. If we are committed to decreasing our dependence on only one mode of travel, the car, then you would not approve this project. If we are committed to diversity of housing then why are we only building apartments? The apartment market is already over saturated, so more apartments is not the answer. Some of the apartments in the immediate area around this location are more affordable 21 than the HUD high home limit 2024. there is a downward trend in the monthly rental rates due to too many apartments for the level of demand. What is needed is affordable housing for purchase. Newcomers to NHC and young families want more housing options. The Bowen report indicates the deficits in the future will be more for purchase than housing for lease. Oppose project Public Comment In the recent planning board meeting regarding the Palm Groves Rezoning request, board members acknowledge that this project will further aggravate the current traffic congestion problems and make the area around the development less safe. While the board acknowledges the concerns of the citizens regarding the decrease in the quality of life for the existing community residents, they believe developer should be rewarded for doing it’s best to mitigate concerns. 23 Mr. Avery noted that congestion in Greenville, NC and Los Angeles has become untenable and Wilmington is getting to that point, but he said we should not stop development just because of congestion. We just have to deal with it. Why should we continue to add to existing problems without a solution? Mr. Tarrant also said congestion is problematic, but we don’t know how or have the ability to solve the problem and just have to deal with it. In order to find solutions, we need to continue to add people and create more issues in order to get services to reduce the congestion problem. Again, why are we going to add to a problem we know exists instead of devising solutions first? Mr. James of the WMPO acknowledged that the proposed deceleration and acceleration lanes requires drivers to adhere to the principles necessary to execute the weave maneuver used in the this form of traffic control. He also stated that before drivers attempt the maneuver, they should make sure the area is clear of traffic and new drivers should make sure it is extra clear. This indicates the we are purposely putting in a traffic control that is less than safe. Why are we purposely making New Hanover roads less safe? While this form of control has been put in place elsewhere, it does not mean it should be used. Mr. Matthews suggested the apartment residents will not cut through the Lords Creek, Woodlake and Ocean Forest to use River Road. Cutting through will also increase the stress on the Woodlake and Ocean Forest roads that area privately funded. This is a dangerous place for medium high density multifamily. You want to add some 100+ people smack up against one of the busiest and fastest moving corridors in NHC. The walkability of this location is ZERO. Absolutely no way anyone 36 is walking along Carolina Beach Road, even if there was a multi-use path. I can't comprehend how Planning Staff has okayed this density in this location. Residents will be isolated from everything they need on a daily basis, unless they drive. The ingress/egress of this location is in direct conflict with the 800+/- homes of Lord's Creek, Woodlake and Ocean Forest Lakes. I'd like to point out, the Planning staff map of the location indicates a u-turn lane where there is none. See attached. I'd also like to know if the revisions of the Comprehensive Plan have been considered by planning staff for this location/project. It doesn't appear so, since it's just now on your agenda for the residential infill portion. I've attached a screenshot for consideration of why this rezoning should NOT be approved for higher density; unless you have a car, one more added expense for an apartment dweller, it is not located in close proximity to commercial centers, public transit, schools or public spaces and there are no planned roadway improvements happening on this end of the county. Also, if this is approved and of course something will be one day, please consider a 20' untouched buffer space between uses. Parking lots and this barren stretch of stormwater retention pond should not be considered a visual buffer. Not when she's proposing 3 story units along the southern edge that abuts Lord's Creek neighbors. In one of the meetings, perhaps it was the Planning Board meeting, Ms Wolf mentioned "creative grading" would be needed for this location. I'd be curious what that means. Considering this is located at the top of Lord's Creek, and there is an actual creek and it drains into wetlands which as we know, protect us from storm surge. Al this impervious surface and removal of trees is very concerning. I'm sure it's been mentioned elsewhere but we had tremendous flooding issues in this area with Florence and that wasn't considered a "100 year storm" was it? The storms. They will come. Let's hope we all remember how to behave ourselves and help our neighbors. That might be a little harder to do that when it's multifamily housing. I didn't buy this property, which abuts this rezoning, with any idea that it would EVER be higher density than R-15. I understand the need for more housing, but let's make it appropriate and in keeping with the surrounding areas. I applaud the concept of adding a multi-use path to extend from Sanders Road to Snow's Cut but realistically, unless NHC has an angel donor swoop in, we won't see that for at least another decade or two, if ever. 37 This county has seen a bigger increase in over 65 population than any other demographic. Do you really think this location and this sort of complex is where we want to live? Ms. Wolf said it herself; "No one wants to live on Carolina Beach Road." She's right. Yet she and the owner persist in this rezoning; with zero change from the last concept plan. You voted it down last year. Please do that again. They haven't changed anything. Might I suggest the owners rethink this project? Either leave it R-15 or perhaps something truly mixed-use that contains its own commercial appeal like shops, offices, child or elder care facilities. Living spaces could occupy the upper levels. That sounds like an ideal plan for this space, coming from someone who's lived here off and on since the '70's and seen the changes. Walkability is going to be more important going forward, not less. I hope you consider that for the long-term plan of our beautiful spot so we don't turn it into an unlivable mish mash of mess along Carolina Beach Road. Please deny this rezoning. Oppose project Public Comment I vehemently oppose this unnecessary and DANGEROUS project proposed by the land owner who does not even live in Wilmington and will not have to deal with the after effects. Traffic and safety are the main concern. The road which these apartments may be built on is incredibly busy — getting busier by the year — and frequently sees car wrecks of varying degrees. There are no side walks or safe bike paths for renters, so they will all be reliant on cars. There is no option for a stop 76 light to be built along with the apartments either, so there are zero life-saving measures that come with this project’s completion. With drivers often exceeding the 55mph speed limit, there WILL be wreck-related fatalities if these apartments are built — I am sure of it. With many people taking the absolutely necessary U-turns to get back to Lords Creek, and residents trying to pull into the neighborhood as someone speeds out of their apartment complex, this is a recipe for disaster. I don’t think I’m being hyperbolic when I say there are children’s lives at risk. With the THREE schools operating in Veterans Park, this is another added traffic concern, especially for new drivers. Not to mention that the EIGHT beautiful churches surrounding this area (all within spitting distance from the Lords Creek entrance) will suffer greatly due to the increased traffic. It will deter people from attending services and potentially add to the chaos on a day that should be spent worshipping — not worrying. Plus, there are already ample options for apartment living in this area, including Veterans Park complexes, townhomes/apartments all up and down River Road, and those currently being built a short distance away by the Publix on Carolina Beach. These are all incredibly close to these proposed complexes; so there is no unmet need in this area as the land owner suggests. Additionally, the land is swampy and marshy, meaning there will be continual issues with the property that will likely deter renters and cause other major issues. This is simply a bad project to invest in from a financial perspective. From a personal perspective, I believe I speak for everyone in Lords Creek and the close by neighborhoods when I say that I purchased my home in Lords Creek because it’s quiet, safe, and tucked away. It is my haven and the place I go for peace. I don’t say this lightly: If these apartments are built, it will drive out residents and cause a major (negative) shift in the dynamic of this area. All in all, I cannot stress enough how deeply unsettling it is to see someone like the land owner who has very little regard for the people already living here — but again, he will not have to deal with the negative consequences of his project. We will. He will sit back comfortably and profit off the chaos and potential deaths of his real estate venture. This is an incredibly unsustainable project with more issues associated than solutions. This is about greed. Truly, I hope everyone on the board sees how unsafe, unnecessary, and unsatisfying this project would truly be for Wilmington, Carolina beach, and the residents of Lords Creek (many who have lived 77 here since the neighborhoods creation). I have faith the board will make the right decision (as they did last year!) and vote against this project which will be a failure both short-term and long-term. Greed is not a good enough reason. We as a community need to take care of one another, not invest in the livelihood of a NYC resident with little concern for the area or its people. We already have traffic issues and there are already ample apartment options in this part of town. The ones who will truly suffer are the home-owning, tax-paying residents who will inevitably feel as though their needs and perspectives are not valued in Wilmington. I have faith the board will see the danger and detriment this project will cause and vote NO to the Palm Grove apartments as they did last year.
