Charlotte, NC 28262 RE: Approval with conditions for the Traffic Impact Analysis (TIA) associated with the 3705 N US Highway 421 C-Store commercial development in New Hanover County, NC Dear Mr. Smith, The WMPO has coordinated the review of the 3705 N US Highway 421 C-Store TIA (sealed October 1,
2024) by NCDOT and New Hanover County Staff. Based on the information provided and conversations held to
date, it is our understanding that the proposed development will be built in 2026 and consist of the following:
ITE Land Use Code 710 – 13,000 SF of General Office Building
ITE Land Use Code 945 – 4,813 SF of Convenience Store/Gas Station – 19 VFP
The following improvements are required for this development:
US 421 and Mid Atlantic Roofing Northern Driveway / Existing Access A
o Construct a southbound right turn lane on US 421 with 100 feet of storage and appropriate full-width deceleration and taper.
o Restripe the existing two-way-left-turn-lane (TWLTL) to establish an exclusive northbound left turn lane on US 421 with 50 feet of full-width storage.
o Reconstruct Existing Access A (eastbound approach) with one ingress lane and one egress lane.
o Provide an internal protected stem length of 100 feet, as measured from the right-of-way line.
o Provide stop controls for the eastbound approach. US 421 and Mid Atlantic Roofing Southern Driveway / Existing Access B
o Construct a southbound right turn lane on US 421 with full-width storage extended back to Existing Access A.
o Restripe the existing TWLTL to establish an exclusive northbound left turn lane on US 421 with 100 feet of full-width storage.
o Reconstruct Existing Access B (eastbound approach) with one ingress lane and two egress lanes, striped as an exclusive left turn lane and right turn lane each with 75 feet of storage.

o Provide an internal protected stem length of 75 feet, as measured from the right-of-way line.
o Provide stop controls for the eastbound approach. If changes are made to the proposed site driveways and/or land uses, the current trip distribution may need to
be modified and would require a revised Traffic Impact Analysis to be submitted for review by the NCDOT,
WMPO, and New Hanover County, in which instance this approval would become null and void.
The applicant is required to obtain all applicable New Hanover County and NCDOT permits for access to the
road network. A copy of this TIA approval shall be included with any NCDOT driveway permit application. All
applicable NCDOT and New Hanover County technical standards and policies shall apply.
