Full Build: Extend the outside westbound right turn lane of the dual rights on Scotts Hill Medical Drive back to Seneca Drive to provide full storage. 3rd REVISED Approval w/ conditions of the NHRMC Scotts Hill TIA (New Hanover & Pender) Page 2 of 4 US 17 and NB to SB U-turn south of Scotts Hill Loop Road South (Future signalized U-turn) Phase 1: Extend the existing northbound U-turn lane on US 17 to provide 350 feet of storage, appropriate deceleration and taper. Full Build: Construct a second northbound U-turn lane on US 17 with 350 feet of storage, appropriate deceleration and taper, to provide dual U-turns. Both phases: Modify the signal plan to accommodate above improvements. Full Build: Extend the northbound U-turn lane on US 17 to provide 500 feet of storage, appropriate deceleration and taper. Modify the signal plan to accommodate the improvement. US 17 and SR 1571 (Scotts Hill Loop Road) South (Signalized RCI) Phase 1: Provide dual westbound right-turn lanes with one continuous lane and an added lane with 450 feet of storage, 50 feet of full width storage deceleration and 100 feet of taper. Full Build: Extend the existing southbound left turn lane on US 17 to maximize the storage back to SR 1572 (Sidbury Rd). US 17 and SR 1572 (Sidbury Road) (Signalized RCI) • No improvements are required. SR 1571 (Scotts Hill Loop Road) and Pandion Drive (Stop-controlled intersection) • No improvements are required. Pandion Drive and Scotts Hill Medical Drive (Stop-controlled intersection) • No improvements are required. Scotts Hill Medical Drive and Seneca Drive (Stop-controlled intersection) Phase 1: o Construct an eastbound left turn lane on Scotts Hill Medical Drive with 175 feet of storage, 25 feet of full width deceleration, and 75 feet of taper. o It is recommended to install a RIGHT TURN ONLY sign (R3-5b) with a supplemental times of day plaque (R10-20aP: MON-FRI 7AM-9AM) to restrict left and through movements during the AM peak hour. Full Build: No improvements are required. Scotts Hill Medical Drive and Roundabout Access (Unsignalized roundabout) Phase 1: No improvements are required. The approved TIA dated January 11, 2023, showed two site driveways on Scotts Hill Loop Road (south). The client would like to construct only Site Access 1 and not Site Access 2. Feedback received from NCDOT indicates that the requirement for this access scenario is to provide a right-turn lane with 100 feet of full storage and a 100-foot taper. NCDOT has indicated concern with the proximity of Site Access 1 to the signal at US 17. 2.0 TIA Recommendations The distance between the northbound US 17 signal and Site Access 1 is approximately 490 feet from the edge of the US 17 roadway to the centerline of the driveway, or 516 feet centerline to centerline. As measured by the Synchro/SimTraffic model, the link distance is defined as the distance from center point to center point and was represented in the TIA as 560 feet. Synchro automatically reduces the link distance by 80 feet for queuing analyses to account for the space inside intersections, which allows for a queue of up to 480 feet to fit between the two intersections. Background developments have been tasked with constructing a second right turn lane on Scotts Hill Loop Road at US 17 with 350 feet of storage. With this scenario, Site Access 1 would intersect Scotts Hill Loop Road just behind the assumed 100-foot taper for these turn lanes. The results of the queuing analysis in the TIA with the dual westbound right-turn lanes at US 17 are shown in Table 1. Because the AM peak hour is worse than the PM peak hour, only the AM will be studied in this memorandum. Synchro reports the length for the lane with the highest queue. Table 1 – 2027 Future Build with Improvements Queue AM PM Synchro, 95th percentile 167 122 SimTraffic, Maximum 483/449 134/117 Page 2 08/03/2023 NHRMC DAVENPORT Project No. 212008 2 Figure 1 – Excerpt of Recommendations Figure from TIA 3.0 WMPO Approval Letter The March 9, 2023, Approval Letter stated conditions for the development of the proposed NHRMC Scotts Hill Hospital Development, with relevant excerpts as follows: US 17 and SR 1571 (Scotts Hill Loop Road) South (Signalized RCI)  Extend the existing southbound left turn lane on US 17 to maximize the storage back to SR 1572 (Sidbury Road).  Provide dual westbound right-turn lanes with one continuous lane and an added lane with 450 feet of storage, 50 feet of full width storage, and 100 feet of taper. SR 1571 (Scotts Hill Loop Road) and Site Access 1 (Proposed stop-controlled intersection)  Construct an eastbound right turn taper of 100 feet on Scotts Hill Loop Road.  Construct site access with one ingress and one egress lane, and an internal protected stem length of 100 feet, measured from the right-of-way line.  Provide stop control for northbound approach. SR 1571 (Scotts Hill Loop Road) and Site Access 2 (Proposed stop-controlled intersection)  Construct site access with one ingress and one egress lane, and an internal protected stem length of 50 feet, measured from the right-of-way line.  Provide stop control for northbound approach. With these improvements in place, Site Access 1 would intersect Scotts Hill Loop Road within the full-width storage area for the westbound right-turn lanes. 4.0 Analysis The analysis was updated for the AM peak period to include the Approval Letter’s required westbound 450 feet of storage, 50 feet of full-width deceleration, and 100 feet of taper. The model link distance was updated to 516 feet link distance to match the centerline to centerline measured distance between intersections. (The taper does not show visually that it splits the intersection due to model constraints.) Additionally, driveway volumes at Site Access 2 were shifted to Site Access 1. The results of the updated analysis show AM peak hour queues that are the same in Synchro and that decrease in SimTraffic, as shown in Table 2. Page 3 08/03/2023 NHRMC DAVENPORT Project No. 212008 3 Table 2 – 2027 Future Build with Improvements with 500-foot lane Queue AM PM Synchro, 95th percentile 167 Not analyzed SimTraffic, Maximum 410/395 Not analyzed The maximum westbound queue on Scotts Hill Loop Road at US 17 is anticipated to be no more than 410 feet with the improvement in place. 5.0 Conclusion The required improvements provide 500 feet of full-width storage for the second westbound right turn lane on Scotts Hill Loop Road approaching US 17. Site Access 1, currently a construction entrance, is located approximately 490 feet east of the stop bar, which makes it intersect Scotts Hill Loop Road within the storage/taper area. The longer queues occur in the AM peak hour, so this analysis was updated to reflect a single site access on Scotts Hill Loop Road. The results show that the westbound queues would be contained between US 17 and Site Access 1. Sufficient storage is provided in the required right-turn lanes so that site traffic exiting Site Access 1 is not prevented from entering the dual rights and will not impede eastbound Scotts Hill Loop Road traffic. In conclusion, the existing location of Site Access 1 should be adequate with the required improvements. Based on your revised analysis with the required storage for the additional westbound dual right-turn lane on SR 1571 (Scotts Hill Loop Road) at US 17 (as shown in the attached TIA approval letter dated 3/9/2023),, then the queueing along Scotts Hill Loop Road is less than what the TIA indicated. Therefore, we are in agreement that the proposed location of Site Access 1 will not be within the functional area of the signalized intersection. As noted, with the removal of the additional access on Scotts Hill Loop Road (Site Access 2 in the TIA approval letter), the turn lane requirement for Site Access 1 will be 100 feet of full-width storage and a 100-foot taper. As the project has developed, construction of the site is anticipated to begin with 60,000 square feet of MOB and is scheduled for completion in November 2024 with occupancy in 2025. Since an approval letter has already been issued by the WMPO, this memorandum outlines the required improvements that are proposed to be completed prior to Phase I occupancy. No changes are requested for the 2027 Full Build. The approved TIA dated January 11, 2023, showed two site driveways on Scotts Hill Loop Road (south). On August 2, 2023, a technical memorandum was provided to the WMPO requesting the elimination of Site Access 2; the request was approved August 8, 2023. This technical memorandum assumes only a single access on Scotts Hill Loop Road (south). 2.0 Site Plan A revised conceptual site plan is included with this technical memorandum as Figure 1. It has been updated to show the relative location of the MOB and Hospital. Though a conceptual plan was provided in the TIA, the current site plan refines that with more defined distances and locations. 3.0 Land Use, Trip Generation, and Future Volumes In the approved TIA, the land use was analyzed for Full Build conditions for a 180,000-square-foot hospital with 60,000 square feet of medical office space to support hospital operations. This technical memorandum requests the phasing on the development with the MOB as Phase I. The trip generation table (Table 1) has been updated to reflect the two phases. Forty percent of AM traffic and 47 percent of PM traffic is due to the MOB. The site trips generated by the MOB are shown in Figure 2. To generate the new 2025 figures, all approved growth and distribution values were used. The 2025 future no build volumes are shown in Figure 3 with the 2025 future build volumes for Phase I shown in Figure 4 as the future no build plus the Phase I site trips. NHRMC requests the following improvements, as included in the letter, be considered adequate as part of the Phase I MOB. These improvements are shown in Figure 5. The remaining improvements would be implemented prior to 2027 Full Build of the hospital.
