Welcome and Introductions
The meeting was called to order by Stan Harts, LEPC Chair, at 11:02 AM. LEPC Members present
introduced themselves.
Review and Approval of September 11, 2024, LEPC Meeting Minutes
The minutes of the September 11, 2024 meeting were provided. Jason Fuller moved the minutes be
approved with one correction; Phil Misklow seconded the motion. The minutes were approved by
unanimous consent.
Discussion Topics
“WHY ME” LEPC Spotlight – City of Wilmington Fire Department (BC John Stephenson) special
operations. Special operations consists of four teams: hazmat, tech rescue, marine dive rescue, and
drone response. An overview of each team’s capabilities and reach was provided. Each team can deploy
in levels. Missions may be assigned as local or state. The teams are not continuously manned, and it
takes time to ramp up and staff. CALL EARLY IF YOU THINK YOU NEED ASSISTANCE.
Conference December 18, 2024 – 2nd annual hazmat conference at the Skyline Building. A tentative
agenda has been provided. The goal is 125 attendees. Several speakers are confirmed. Grant funds
cover all costs including food, parking, and speaker costs. Suggestions were requested for hardcopy
training resources. The invitation email can be forwarded to co-workers and contacts.
Hurricane Helene – NHC staff responded to western NC. Important lessons learned include: be prepared
for anything, utilities may be lost for MONTHS not just days/weeks, it doesn’t take a named storm to do
damage, response needs to be coordinated through the EOC to make sure people/resources can be
applied appropriately, and sign up to assist early and be in the system ready to deploy quickly.
Coordinate directly with Volunteer Organizations Active in Disaster, have a point of contact, and do not
send up donations blind. Unscheduled donations are turned away because staffing is unavailable to
manage them.
Subcommittee Reports –
1. Executive Committee (Stan Harts) – Reminded LEPC of the conference on December 18th.
Work needs to continue on resource list and business EOC.
2. Emergency Planning/Response (Rhonda Olson) – Nothing to report.
3. Community Education/Public Awareness (Phil Misklow) – Nothing to report.
Member Announcements
• NHC EM – Review your Tier II report for corrections. Nearly every agency needs to update their
Fire Station. Tier II reporting will be starting back up in January, as well as renewal for LEPC.
Huge thanks to Debra Nagle for all of her service assisting the LEPC.
• UNCW – A tabletop is being planned focusing on lithium-ion batteries February 12 from 8 - 12.
LEPC members willing to participate as observers are welcome.
2025 Officer Elections
Voting was made available through QR code. Subcommittee chairs have not been part of the elections.
Starting in January, subcommittee chair elections may return to conform to our existing bylaws.
Next Meeting
The next LEPC meeting is scheduled for 11:00 AM on January 8, 2025, tentatively in the NHC EOC.
Adjournment
Phil Misklow made a motion to adjourn, which was seconded by Jason Fuller. The meeting adjourned at
12:04 PM.
