These are preliminary comments and are based on the plans as submitted for the proposed site. They are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. General Comments: NCDOT Driveway Permits, and Encroachments are submitted through the NCDOT Online Portal.https://connect.ncdot.gov/municipalities/Utilities/Pages/help.aspx NCDOT Driveway Permit: HDS: Driveway permit and plans to be submitted to NCDOT An NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State Road. Submit to the local NCDOT District Engineer’s Office. • Refer to the NCDOT checklist (included) for required documents and site plan information. NCDOT Encroachment Agreement: HDS: Driveway permit and plans to be submitted to NCDOT An NCDOT Encroachment Agreement is required for any utility connections or installations within the NCDOT right-of-way (form 16.6). • It is recommended that you reach out to the NCDOT District Office prior to submitting plans to avoid a redesign of the proposed utilities. • Refer to the NCDOT UAM Manual and the NCDOT encroachment checklist for required documents and site plan information. Update the standard drawing to NCDOT Standard Drawings (2024) that are applicable to the development. The driveway will need to be paved from the edge of pavement to r/w line (minimum). HDS: Driveway will be paved. Sight Triangles and Sight Distance: • Show and label the 10’ X 70’ NCDOT sight triangles. o No obstructions shall be placed within the NCDOT sight triangles. HDS: Site distance triangle added to plans • Show and label the stopping sight distance. o No obstructions shall be placed within the stopping sight distance. o Reference table 3-1 below for design requirements. Show and label any gates with distances to the right of way line. Label the radii for the driveway proposed driveway/driveways. Label the internal protection stem length for the proposed driveway connection. HDS: Site distance triangle note added to plans, there are no proposed gates, radii, and stem have been labeled. • Measured from the right-of-way line. • The stem protection looks less than desirable. You can coordinate with the district office with any questions 910-398-9100. MEMORANDUM To: New Hanover County Technical Review Committee Date: 9/3/2024 Subject: 6910 Sidbury Road, Faith Community Church Comments: • NCDOT TIP project R-3300A, southern portion of the Hampstead Bypass, and a WMPO 2045 MTP project RW-166, Sidbury Road/Hampstead Bypass Interchange, will occur within 3 miles of the site location. R-3300A is scheduled for construction in 2026. • Please clarify proposed land uses for schools or daycare for this project or future expansion. NCDOT Projects: N/A, none within direct proximity of the site location. WMPO 2045 Projects: RW-23, SR-1572/Sidbury Road Widening, is aligned to occur at the site location. The project extents span the entirety of SR-1572/Sidbury Road from SR-1318/Blue Clay Road to US-17. New Hanover County: 2024 Bicycle & Pedestrian Priorities Plan Amendment proposed project: SR-1572/Sidbury Road 10’ paved multi-use path from US-117/N College Rd to US-17. TIA: Based on the 11th edition ITE Trip Generation Manual, a TIA may be required due to the Sunday peak hour traffic which exceeds 100 trips. Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Zach Dickerson 910-798-7450 1. General Comments a. The site plan states that this property is zoned (CZD) B-1, but my records show that it is R-15. i. Where did the (CZD) B-1 come from? Just want to make sure we are on the same page. ii. Page 3 notes that the zoning is just B-1. iii. Page 6 notes the zoning as R-15, which reflects our records. b. Use: Religious Assembly, R-15 permitted by-right. HDS: Zoning has been corrected on plans. 2. UDO Section 5.1, Parking and Loading a. Parking for religious assembly is based on number of seats in largest assembly area. HDS: Added parking calculation based on seat numbers. b. One space is required for every 5 seats in the largest assembly area. HDS: Added parking calculation based on seat numbers. c. Please confirm number of seats in both the proposed church and future expansion, and please confirm whether the future expansion will house the assembly area? HDS: The seat calculation has been added to the plans for the current building. As of June 17, 2024, any development requiring 25 or more parking spaces is required to run conduit for Electric Vehicle Parking. i. This is required for 20% of parking spaces, capping at 15 spaces. HDS: Added (EV) parking spaces and note to run conduit. ii. 136 parking spaces are shown on the site plan, 20% is 27 but cap is 15. HDS: Revised parking to 107 spaces. HDS:EV Parking Spaces added to plans. 3. UDO Section 5.2, Traffic, Access and Connectivity a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. HDS: Noted. NCDOT driveway permit will be submitted for approval. 4. UDO Section 5.3, Tree Retention a. For the trees that are planned for removal on the site, please submit for a Tree Removal Permit. HDS: Tree removal permit attached. Please see NHC Mitigation calculations. b. It would be helpful for the processing of that permit if on the tree table shown on page 4, there is a column showing the trees that are planned to be removed. i. Is this what the graying/highlight is intended for? It appears so, just want to confirm. If so, that works too. HDS: The grayed out trees are trees to be removed. 5. UDO Section 5.4, Landscaping and Buffering a. Please submit a landscape plan with the site plan, including transitional buffers, foundation plantings, parking lot landscaping, and street yard. HDS: Landscaping plan attached. b. The trees retained on the northern portion of the site adjacent to Sidbury Road can be used towards the street yard requirements. HDS: Noted. c. Please refer to Section 5.4 of the UDO for specific standards for landscaping. 6. UDO Section 5.5, Lighting a. Please note that a lighting plan is not required for TRC approval, but will be required prior to issuance of construction plan approvals. b. Is any lighting proposed for the site? HDS: No proposed lighting at this time. 7. UDO Section 5.6, Signs a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. HDS: Note added. Sign should be permitted separately. Faith Community Methodist Church – 6910 Sidbury Road – TRC Review Page | 4 8. UDO Section 5.7, Conservation Resources a. New Hanover County Conservation Resource Overlay Map indicates that the entire site contains the Pocosin Conservation Resource. Because the site is greater than 5 acres, this triggers the Conservation Resource Standards, laid out below: i. Per Table 5.7.3.A.5, Pocosin requires the total amount of the resource on the site to be multiplied by the Conservation Space Factor of 0.5. ii. For the total site acreage of 8.9 acres, this calculation comes to 4.45 acres of conservation space required on the site. The wetlands noted on the site can be set aside towards this requirement and will remain as conservation space, but this needs to be noted on the site plan and the calculations shown on the site plan. HDS: Calculation added to plans. b. It appears that a portion of the future expansion and some of the parking will be located in wetlands on the site. Have you spoken with the Army Corps of Engineers about this? i. See comments later in this comment sheet from the Army Corps on wetland permits. HDS: Wetland Fill permit is being applied for. Noted on plans. NHC Fire Services, Ray Griswold 910-798-7448 1. Fire Finals required 2. A fire hydrant shall be placed at one of the entrances on the CFPUA water line. HDS: Fire hydrant added to site plan. 3. If the building is to be sprinklered then a fire hydrant shall be within a 100 foot of the FDC HDS: Fire hydrant added to site plan. 4. The 12,500 squre foot structure will require a Section 510 testing - _ Emergency First Responder Radio Coverage HDS: Noted 5. Upon construction any Fire Alarm / Fire sprinkler permitting will be required HDS: Noted 6. A fire flow analysis shall be conducted HDS: Noted 7. A land disturbing issued by the County is required for this project. Please digitally submit the permit application documentation with requisite review fees for County issued permit directly to gjamison@nhcgov.com. Application and forms can be found at https://www.nhcgov.com/249/Sediment-Erosion-Control. HDS: Erosion Control permit application and plans will be submitted. 2. A County stormwater permit issued by the County is required for this project. Please indicate in plan view the anticipated location and size of the stormwater control measure (SCM). Please digitally submit the permit applications documentation with requisite review fees to the COAST online permit portal (https://newhanovercountync- energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at https://www.nhcgov.com/251/Stormwater however the application form is not required as the Faith Community Methodist Church – 6910 Sidbury Road – TRC Review Page | 6 information will be gathered by the COAST portal. HDS: County and state stormwater will be applied for. Low density permit. 3. Please contact the State for the stormwater permit modification requirements. HDS: Noted 4. It is assumed an underground stormwater control measure (SCM) is proposed as there was no space allocated for an SCM on the site plan. Please include the approximate size with the TRC submission. HDS: The stormwater plan is to sheet flow run off as a low density project. Faith Community Methodist Church – 6910 Sidbury Road – TRC Review Page | 7 5. A drainage easement sized in accordance with Section 2.6.5 of the NHC Stormwater Design Manual will be requested for the existing ditch located along the eastern boundary of the property. HDS: Ditch easement should not encroach onto the property near Sidbury Road Will confirm the full run of the ditch. NHC Environmental Health, Dustin Fenske 910-798-6732 1. Site plan reflects potential connection to CFPUA Sewer. Site must connect to CFPUA sewer or appropriate septic system applications submitted and permits must be obtained. This may be done through NHC Environmental Health or by a Private Consultant through private option permitting. Due to the poor soils in this area it is highly suggested that a Private Soil Scientist evaluate the property if public sewer cannot be obtained. Design for the 680 seat church will incur a septic system flow of between 1360 GPD-3400 GPD. This will require a substantial amount of drain field area. HDS: Future plans to connect to CFPUA sewer. 2. Site plan notes indicate connection to CFPUA public water. HDS: Future plans to connect to CFPUA sewer. NHC Addressing, Katherine May 910-798-7443 1.
