PROJECT DESCRIPTION:
THE INTENT OF THIS PROJECT IS TO REDEVELOP THE EXISTING NORTH GATE ENTRANCE, PARKING LOT AND ADD A
DEDICATED TRUCK LANE TO IMPROVE THE TRAFFIC CONDITIONS ENTERING AND EXITING THE SITE. THE PROJECT
IS LOCATED AT GE AEROSPACE IN NEW HANOVER COUNTY, NORTH CAROLINA. AS THE MAIN ENTRANCE FOR GE
AEROSPACE, A COMPLIANCE REQUIREMENT DRIVEN BY THE SEPARATION OF LAND FOR TWO SEPARATE
OPERATING BUSINESSES.
PROPOSED LIMITS OF DISTURBANCE (LOD): 1.29 ACRES
STORMWATER RUNOFF FROM THE SITE DISCHARGES TO AN EXISTING NPDES PERMITTED OUTFALL 15 (NPDES
PERMIT NCS000617) PRIOR TO DISCHARGING TO PRINCE GEORGE CREEK (STREAM INDEX: 18-74-53, WATER
SURFACE CLASSIFICATION C, SW), WHICH IS LOCATED WITHIN THE CAPE FEAR RIVER BASIN.
GENERAL NOTES:
1.ALL WORK AND MATERIALS SHALL COMPLY WITH ALL GE AEROSPACE, NEW HANOVER COUNTY STANDARDS,
STATE AND FEDERAL REGULATIONS AND CODES AND O.S.H.A. STANDARDS.
2.THE CONTRACTOR SHALL ASSUME SOLE AND COMPLETE RESPONSIBILITY FOR JOB SITE CONDITIONS
DURING THE COURSE OF CONSTRUCTION OF THIS PROJECT, INCLUDING SAFETY OF ALL PERSONS AND
PROPERTY; THIS REQUIREMENT SHALL APPLY CONTINUOUSLY AND IS NOT LIMITED TO NORMAL WORKING
HOURS.
3.CONTRACTOR IS RESPONSIBLE FOR PLACING BARRICADES, USING FLAGMEN, ETC. AS NECESSARY TO
ENSURE SAFETY TO THE PUBLIC AND TO MAINTAIN 24-7 ACCESS TO THE SITE DURING CONSTRUCTION.
4.THE CONTRACTOR SHALL MAINTAIN AN ON-GOING DUST CONTROL PROGRAM, INCLUDING WATERING OF
DISTURBED AREAS AS NEEDED, IN ORDER TO CONFORM WITH THE LATEST STATE AND FEDERAL AIR
POLLUTION REGULATIONS.
5.CONTRACTOR SHALL SCHEDULE WORK AND MATERIAL DELIVERIES SO THAT STORED MATERIAL QUANTITIES
ON THE JOB SITE SHALL BE MINIMIZED.
6.ALL TRENCHES SHALL BE PROPERLY BACKFILLED AT THE END OF EACH WORKDAY.THE CONTRACTOR SHALL
BE RESPONSIBLE FOR THE DAILY REMOVAL OF ALL CONSTRUCTION MATERIALS SPILLED ON PAVED
STREETS, ONSITE, AND OFFSITE.
7.THE CONTRACTOR SHALL AT ALL TIMES DURING CONSTRUCTION, PROTECT FROM DAMAGING EXISTING
IMPROVEMENTS ON AND AROUND THE SITE, INCLUDING, BUT NOT LIMITED TO, ASPHALT PAVEMENTS,
OVERHEAD POWER LINES AND OTHER UTILITIES WITHIN THE PROJECT AREA.
8.ALL EROSION CONTROL MEASURES SHALL BE CONSTRUCTED IN ACCORDANCE WITH NORTH CAROLINA
DEPARTMENT OF ENVIRONMENTAL QUALITY (NCDEQ) REGULATIONS.
9.CONTRACTOR TO VERIFY THE LOCATION OF ALL EXISTING UTILITIES PRIOR TO BEGINNING CONSTRUCTION.
ANY UTILITIES DAMAGED DURING CONSTRUCTION SHALL BE REPAIRED IMMEDIATELY WITH NO ADDITIONAL
COST TO THE OWNER. CONTRACTOR TO CALL NC 811 OR THEIR SUCCESSORS AT 1-800-632-4949 PRIOR TO
EXCAVATION. CONTRACTOR SHALL NOTIFY GE AEROSPACE AND ENGINEER IMMEDIATELY IN THE EVENT ANY
UNDERGROUND OBSTACLE REQUIRING DEVIATION FROM THE PLAN IS ENCOUNTERED.
10.CONTRACTOR SHALL EXERCISE CAUTION IN WORKING AROUND OVERHEAD LINES, AS LINES MAY BE
ENERGIZED DURING CONSTRUCTION.
11.CONTRACTOR SHALL PROVIDE PROPER SECONDARY CONTAINMENT FOR ANY FUEL STORED ON-SITE.
CONSTRUCTION EQUIPMENT SHALL BE PLACED ON PROPER AND ADEQUATE CONTAINMENT WHEN NOT IN
USE.
12.SURPLUS EXCAVATED SOIL MATERIAL TO BE REMOVED FROM SITE AND DISPOSED OF BY CONTRACTOR IN
ACCORDANCE WITH APPLICABLE RULES AND REGULATORY REQUIREMENTS.
13.TEMPORARY STORAGE OF CONTAMINATED SOIL SHALL BE ON 10-MIL THICK PLASTIC AND BERMED TO
PREVENT RUNOFF. A PLASTIC COVER OF AT LEAST 10-MIL SHALL BE USED TO ELIMINATE THE GENERATION
OF LEACHATE.
14.ALL DISTURBED AREAS SHALL BE SMOOTHLY GRADED TO PROMOTE POSITIVE DRAINAGE AND STABILIZED
WITH TOPSOIL, SEED, AND MULCH. IF SETTLEMENT OCCURS, TOPSOIL, SEEDING, AND MULCH SHALL BE
REPEATED UNTIL SETTLEMENT SUBSIDES. (SEE EROSION AND SEDIMENT CONTROL DETAILS AND
SPECIFICATIONS.)
15.THE CONTRACTOR SHALL VERIFY HORIZONTAL AND VERTICAL SURVEY CONTROL PRIOR TO STAKING OUT
CONSTRUCTION. ANY DISCREPANCIES SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER AND GE
AEROSPACE PRIOR TO PROCEEDING WITH WORK.
16.ANY PROPERTY LINE MONUMENTATION DISTURBED DURING CONSTRUCTION SHALL BE REPLACED SOLELY
AT THE CONTRACTOR'S EXPENSE.
17.THERE ARE NO KNOWN WETLANDS PRESENT WITHIN THE PROJECT LOD AND NO WETLAND IMPACTS ARE
PROPOSED.
DEMOLITION NOTES:
1.DEMOLITION (DEMO) SHALL REFER TO THE COMPLETE REMOVAL OF THE SPECIFIED ITEM AND ALL
COMPONENTS APPURTENANT TO IT (E.G.FOOTERS, REBAR, TIE-BACKS, CONDUIT,WIRING, PAVEMENT BASE
STONE LAYER, AND SO FORTH).
2.CONTRACTOR SHALL SCHEDULE A PRE-CONSTRUCTION MEETING WITH GE AEROSPACE, AND ENGINEER OF
RECORD PRIOR TO BEGINNING ON SITE ACTIVITIES AND WEEKLY DURING THE SCHEDULED CONSTRUCTION
PERIOD.
3.THE CONTRACTOR SHALL VISIT THE SITE TO BECOME FAMILIARIZED WITH FIELD CONDITIONS.
4.THE CONTRACTOR IS RESPONSIBLE FOR THE PROPER DISPOSAL OF ALL DEMOLISHED DEBRIS ASSOCIATED
WITH THE PROJECT.
5.THE CONTRACTOR IS RESPONSIBLE FOR CONTROLLING DUST GENERATED BY THE WORK, INCLUDING BUT
NOT LIMITED TO DEMOLITION AND CONSTRUCTION ACTIVITIES, SITE VEHICULAR TRAFFIC AND RELATED
OPERATIONS.
6.THE CONTRACTOR IS RESPONSIBLE FOR HAVING ALL EXISTING UTILITIES LOCATED PRIOR TO BEGINNING
ANY DEMOLITION. CONTRACTOR SHALL CONTACT NC 811 AT LEAST 72 HOURS PRIOR TO BEGINNING
CONSTRUCTION OR EXCAVATION TO HAVE EXISTING UTILITIES LOCATED.
7.EXISTING UTILITIES AND STRUCTURES SHOWN, BOTH UNDERGROUND AND ABOVE GROUND, ARE BASED ON
FIELD SURVEY AND THE BEST AVAILABLE DATA PROVIDED BY GE AEROSPACE. THE CONTRACTOR SHALL
VERIFY FIELD CONDITIONS PRIOR TO BEGINNING RELATED CONSTRUCTION. ANY DISCREPANCIES SHALL BE
REPORTED TO GE AEROSPACE AND ENGINEER IMMEDIATELY.
8.THE CONTRACTOR IS RESPONSIBLE FOR THE COORDINATION OF DISCONNECTING AND ABANDONING ALL
EXISTING UTILITIES WITH THE OWNER UNLESS OTHERWISE NOTED. ALL EXISTING UTILITIES AND
ASSOCIATED PIPING, ETC. NOT IN USE ON THE SITE SHALL BE PROPERLY ABANDONED OR REMOVED AS
REQUIRED. COORDINATE WITH THE OWNER.
9.THE CONTRACTOR IS RESPONSIBLE FOR THE PROTECTION OF ANY EXISTING UTILITIES THAT REMAIN IN
SERVICE DURING DEMOLITION. CONTRACTOR SHALL PROTECT UNDERGROUND FIBER OPTIC AND FIBER
BOXES THROUGHOUT THE CONSTRUCTION PROCESS.
10.CONTRACTOR IS RESPONSIBLE FOR REPAIRS OF DAMAGE TO ANY EXISTING IMPROVEMENTS, AT HIS
EXPENSE, DURING CONSTRUCTION, SUCH AS, BUT NOT LIMITED TO, DRAINAGE, UTILITIES (FIBER),
PAVEMENT, STRIPING, CURB, ETC. REPAIRS SHALL BE EQUAL TO OR BETTER THAN EXISTING CONDITIONS
11.NO EARTH DISTURBING ACTIVITIES CAN COMMENCE UNTIL THE EROSION AND SEDIMENT CONTROL PERMIT
IS ISSUED AND ALL PERIMETER EROSION CONTROL MEASURES ARE IN PLACE IN ACCORDANCE WITH THE
EROSION CONTROL SEQUENCE SHOWN IN THESE PLANS.
12.CONTRACTOR SHALL COORDINATE OVERHEAD POWER RELOCATION AND ASSOCIATED POLES WITH GE
AEROSPACE AND DUKE ENERGY.
13.WHEN THE DEMOLITION OF CONCRETE OR ASPHALT REQUIRES A SAW CUT, CONCRETE DUST LADEN WATER
(SLURRY) DEVELOPED BY THIS PROCESS MUST BE CONTAINED AND PREVENTED FROM ENTERING ANY
EXISTING OR PROPOSED DRAINAGE SYSTEMS. REFER TO THE EROSION AND SEDIMENT CONTROL PLANS
AND DETAILS FOR PROTECTION METHODS.
GENERAL EROSION CONTROL NOTES:
1.CONSTRUCTION ACTIVITIES THAT HAVE AN EROSION AND SEDIMENT CONTROL PLAN APPROVED ON OR
AFTER APRIL 1, 2019 ARE REQUIRED TO FILL OUT AND SUBMIT AN ELECTRONIC NOTICE OF INTENT (E-NOI)
FORM. ALL CONSTRUCTION ACTIVITIES ARE REQUIRED TO FOLLOW THE NEW NCG01 PERMIT REGARDLESS
OF WHEN THEY WERE APPROVED.
2.EROSION AND SEDIMENT CONTROL (E&SC) PERMIT AND A CERTIFICATE OF COVERAGE (COC) MUST BE
OBTAINED BEFORE ANY LAND DISTURBING ACTIVITIES OCCUR. THE COC CAN BE OBTAINED BY FILLING OUT
THE ELECTRONIC NOTICE OF INTENT (E-NOI) FORM AT DEQ.NC.GOV/NCGOI. PLEASE NOTE, THE E-NOI FORM
MAY ONLY BE FILLED OUT ONCE THE PLANS HAVE BEEN APPROVED. A COPY OF THE E&SC PERMIT, THE COC,
AND A HARD COPY OF THE PLAN MUST BE KEPT ON SITE IN A PERMITS BOX, AND ACCESSIBLE DURING
INSPECTION.
3.ANY GRADING BEYOND THE DENUDED LIMITS SHOWN ON THE PLAN IS A VIOLATION OF THE STATE EROSION
CONTROL ORDINANCE AND IS SUBJECT TO A FINE.
4.GRADING MORE THAN ONE ACRE WITHOUT AN APPROVED EROSION CONTROL PLAN IS A VIOLATION OF
STATE LAW AND IS SUBJECT TO A FINE.
5.ADDITIONAL MEASURES TO CONTROL EROSION AND SEDIMENT MAY BE REQUIRED BY A REPRESENTATIVE
OF NEW HANOVER COUNTY OR GE AEROSPACE.
6.SLOPES SHALL BE GRADED NO STEEPER THAN 3:1.
7.ALL EROSION CONTROL DEVICES SHALL BE PROPERLY MAINTAINED DURING WORK UNTIL THE COMPLETION
OF ACTIVITIES AND DISTURBED AREAS HAVE BEEN STABILIZED. TEMPORARY EROSION CONTROL DEVICES
SHALL BE REMOVED ONCE WORK IS COMPLETE AND THE SITE IS STABILIZED.
8.SEDIMENT AND EROSION CONTROL DEVICES SHALL BE INSPECTED EVERY SEVEN CALENDAR DAYS AND
AFTER EACH RAINFALL OCCURRENCE THAT EXCEEDS ONE-HALF (0.5") INCH IN A 24-HOUR PERIOD. DAMAGED
OR INEFFECTIVE DEVICES SHALL BE REPAIRED OR REPLACED, AS NECESSARY, AS SOON AS PRACTICAL.
9.STABILIZATION MEASURES SHALL BE INITIATED AS SOON AS PRACTICABLE IN PORTIONS OF THE SITE WHERE
ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY CEASED, BUT IN NO CASE MORE THAN SEVEN DAYS FOR
PERIMETER AREAS, SLOPES STEEPER THAN 3H : 1V, AND SLOPES BETWEEN 3H : 1V AND 4H : 1V HAVING A
LENGTH GREATER HAN 50 FEET; NO MORE THAN 14 DAYS FOR OTHER AREAS AFTER WORK HAS CEASED.
10.WHEN THE PROJECT IS COMPLETE, THE PERMITTEE SHALL CONTACT NCDEQ DIVISION OF ENERGY,
MINERALS, AND LAND RESOURCES (DEMLR) TO CLOSE OUT THE E&SC PLAN. AFTER DEMLR INFORMS THE
PERMITTEE OF THE PROJECT CLOSE OUT, VIA INSPECTION REPORT, THE PERMITTEE SHALL VISIT
DEQ.NC.GOV/NCGOI TO SUBMIT AN ELECTRONIC NOTICE OF TERMINATION (E-NOT). A $120 ANNUAL GENERAL
PERMIT FEE WILL BE CHARGED UNTIL THE E-NOT HAS BEEN FILLED OUT.
STANDARDS:
ALL EROSION AND SEDIMENTATION CONTROLS SHALL BE IN ACCORDANCE WITH THE NORTH CAROLINA
SEDIMENTATION POLLUTION CONTROL ACT OF 1973. CONSTRUCTION DETAILS AND SPECIFICATIONS WITHIN THIS
PLAN WERE DERIVED FROM THE EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN MANUAL DATED MAY,
2013, PREPARED BY THE NORTH CAROLINA SEDIMENTATION CONTROL COMMISSION, NORTH CAROLINA
DEPARTMENT OF ENVIRONMENTAL QUALITY (NCDEQ) AND NORTH CAROLINA AGRICULTURAL EXTENSION SERVICE
(NCAES).
CONSTRUCTION AND EROSION CONTROL SEQUENCE:
CONSTRUCTION AND EROSION CONTROL STAGE 1:
1.OBTAIN ALL NECESSARY PERMIT APPROVALS PRIOR TO ANY LAND DISTURBANCE ACTIVITY.
2.SCHEDULE A PRE-CONSTRUCTION MEETING AT LEAST 48 HOURS PRIOR TO THE START OF ANY
CONSTRUCTION ACTIVITIES WITH NEW HANOVER COUNTY EROSION CONTROL INSPECTOR, GE AEROSPACE
AND ENGINEER OF RECORD PRIOR TO THE COMMENCEMENT OF LAND DISTURBING ACTIVITY.
3.THE CONTRACTOR SHALL CLEARLY DEMARCATE THE LIMITS OF DISTURBANCE WITH STAKES, RIBBONS, OR
OTHER APPROPRIATE VISUAL MARKING DEVICES. THE LIMITS OF DISTURBANCE SHALL BE MAINTAINED FOR
THE DURATION OF THE PROJECT. NO LAND DISTURBANCE SHALL OCCUR OUTSIDE THE LIMITS OF
DISTURBANCE INDICATED ON THE DRAWINGS.
4.INSTALL TEMPORARY CONSTRUCTION ENTRANCES, SILT FENCE, TREE PROTECTION FENCING AND INLET
PROTECTION AS SHOWN IN THE DRAWINGS.
5.COMMENCE DEMOLITION. ANY FENCE NOTED AS DEMOLITION MUST HAVE THE NEW FENCE INSTALLED
DURING THE SAME WORKING DAY. IN NO CASE WILL THE SITE BE LEFT UNSECURED WITHOUT THE NEW
FENCING INSTALLED.
6.COMMENCE GRADING OPERATIONS FOR DEDICATED TRUCK LANE.
7.UPON COMPLETION OF GRADING OPERATIONS, CONTRACTOR SHALL PAVE THE TRUCK LANE.
CONSTRUCTION AND EROSION CONTROL STAGE 2:
1.MAINTAIN EROSION CONTROL MEASURES FROM STAGE 1 INTO STAGE 2 AS SHOWN.
2.INSTALL 12" RCP PIPE COLLAR AND EXTEND STORM AS SHOWN IN THE DRAWINGS.
3.COMMENCE GRADING OPERATIONS OF THE PARKING LOT AND INSTALL PROPOSED PAVEMENT, STRIPING
AND WHEEL STOPS.
4.REMOVE EXISTING GUARD SHAKE, AND RELOCATE EXISTING KEY CARD READER.
5.PERFORM A MILL AND OVERLAY ON THOMAS EDISON AS SHOWN IN THE DRAWINGS.
6.ESTABLISH PERMANENT GROUND COVER AND STABILIZE DISTURBED AREAS.
CONSTRUCTION AND EROSION CONTROL STAGE 3:
1.AFTER SITE IS PERMANENTLY STABILIZED, CONTACT THE EROSION CONTROL INSPECTOR PRIOR TO
REMOVAL OR MODIFICATION OF EROSION CONTROL DEVICES.
2.REMOVE ALL TEMPORARY EROSION CONTROL MEASURES AND PROVIDE PERMANENT SEEDING WHERE
TEMPORARY MEASURES HAVE BEEN REMOVED AND GROUND COVER IS NOT ADEQUATE.
3.CONTACT DEMLR FOR A CLOSE OUT INSPECTION ONCE ALL EROSION CONTROL MEASURES HAVE BEEN
REMOVED AND THE SITE HAS BEEN PERMANENTLY STABILIZED. CONTRACTOR DEMOBILIZES FROM SITE.
4.WHEN THE PROJECT IS COMPLETE, THE PERMITTEES SHALL CONTACT DEMLR TO CLOSE OUT THE E&SC

(E-NOT). A $120 ANNUAL GENERAL PERMIT FEE WILL BE CHARGED UNTIL THE E-NOT HAS BEEN FILLED OUT.
EROSION CONTROL MAINTENANCE NOTES:
1.ALL SEDIMENT AND EROSION CONTROL DEVICES SHALL BE INSPECTED AND REPAIRED, AS NECESSARY,
EVERY SEVEN (7) DAYS AND WITHIN 24 HOURS OF EVERY ONE-HALF (0.5) INCH OR GREATER RAINFALL.
2.ALL EROSION CONTROL DEVICES SHALL BE PROPERLY MAINTAINED DURING ALL PHASES OF CONSTRUCTION
UNTIL THE COMPLETION OF ALL CONSTRUCTION ACTIVITIES AND ALL DISTURBED AREAS HAVE BEEN
STABILIZED. ADDITIONAL CONTROL DEVICES MAY BE REQUIRED DURING CONSTRUCTION IN ORDER TO
CONTROL EROSION AND/OR OFFSITE SEDIMENTATION. ALL TEMPORARY CONTROL DEVICES SHALL BE
REMOVED ONCE CONSTRUCTION IS COMPLETE AND THE SITE IS STABILIZED.
3.SEDIMENT SHALL BE REMOVED FROM BEHIND THE SILT FENCE WHEN IT BECOMES ABOUT 0.5 FEET DEEP.
THE SEDIMENT FENCE WILL BE REPAIRED OR REPLACED AS NECESSARY TO MAINTAIN A BARRIER.
4.ALL AREAS WILL BE FERTILIZED, RESEEDED AS NECESSARY, AND MULCHED ACCORDING TO SPECIFICATIONS
IN THE VEGETATIVE PLAN TO MAINTAIN A VIGOROUS, DENSE VEGETATIVE COVER.
5.STONE CONSTRUCTION ENTRANCE TO BE CLEANED WHEN SEDIMENT ACCUMULATIONS ARE VISIBLE OR
SEDIMENT IS TRACKED ON TO THE PAVEMENT. STONE WILL BE PERIODICALLY TOP DRESSED WITH 2 INCHES
OF #4 STONE TO MAINTAIN 6 INCH DEPTH. THE CONTRACTOR SHALL DAILY REMOVE MUD/SOIL FROM
PAVEMENT, AS REQUIRED.
6.INSPECT INLETS AT LEAST WEEKLY AND AFTER EACH SIGNIFICANT (0.5 INCH OR GREATER) RAINFALL EVENT.
CLEAR THE MESH WIRE OF ANY DEBRIS OR OTHER OBJECTS TO PROVIDE ADEQUATE FLOW FOR
SUBSEQUENT RAINS. TAKE CARE NOT TO DAMAGE OR UNDERCUT THE WIRE MESH DURING SEDIMENT
REMOVAL. REPLACE STONE AS NEEDED. INLET PROTECTION SHOULD BE CLEANED OUT WHEN IT IS HALF
FULL.
7.INSPECT SILT FENCE ONCE A WEEK AND AFTER EACH RAINFALL. MAKE ANY REQUIRED REPAIRS
IMMEDIATELY. SHOULD THE FABRIC OF A SEDIMENT FENCE COLLAPSE, TEAR, DECOMPOSE, OR BECOME
INEFFECTIVE, REPLACE IT IMMEDIATELY. SEDIMENT SHALL BE REMOVED FROM BEHIND THE SILT FENCE
WHEN IT BECOMES ABOUT 0.5 FEET DEEP. THE SEDIMENT FENCE WILL BE REPAIRED OR REPLACED AS
NECESSARY TO MAINTAIN A BARRIER.
8.INSPECT RIPRAP OUTLET STRUCTURES WEEKLY AND AFTER SIGNIFICANT (0.5 INCH OR GREATER) RAINFALL
EVENTS TO SEE IF ANY EROSION AROUND OR BELOW THE RIPRAP HAS TAKEN PLACE, OF IF STONES HAVE
BEEN DISLODGED. IMMEDIATELY MAKE ALL NEEDED REPAIRS TO PREVENT FURTHER DAMAGE. REPAIR OR
REPLACE RIPRAP AS REQUIRED TO MAINTAIN EFFECTIVENESS. CONTROL WEED AND BRUSH GROWTH AS
NEEDED.
STORM DRAINAGE NOTES:
1.ALL DISTURBED AREAS SHALL BE SMOOTHLY GRADED TO PROMOTE POSITIVE DRAINAGE.
2.ALL AREAS ARE TO BE GRADED SO THAT NO AREAS OF STANDING WATER OCCUR.
3.ALL SELECT AND BORROW MATERIAL SHALL MEET CRITERIA SET FORTH BY SECTIONS 1016 AND 1018 OF THE
NORTH CAROLINA DEPARTMENT OF TRANSPORTATION'S STANDARDS AND SPECIFICATIONS FOR ROADS AND
STRUCTURES.
4.EXISTING PAVING, CONCRETE, AND OTHER UNSUITABLE MATERIALS INCLUDING UNDERCUT EXCAVATION
SHALL NOT BE USED AS FILL MATERIAL AND SHALL BE DISPOSED OF OUTSIDE THE PROJECT LIMITS AT THE
CONTRACTOR'S EXPENSE. THE CONTRACTOR IS RESPONSIBLE FOR ALL PERMITTING AND FEES FOR
DISPOSAL.
5.THE CONTRACTOR IS SOLELY RESPONSIBLE FOR OBTAINING OFF-SITE SPOIL AREAS FOR DISPOSAL OF
EXCESS AND/OR UNSUITABLE MATERIALS AS NECESSARY. OFF-SITE SPOIL AREAS MUST BE SUBMITTED TO
THE ENGINEER AND APPLICABLE REGULATORY AGENCIES PRIOR TO UTILIZATION BY THE CONTRACTOR. NO
AREAS DESIGNATED AS WETLANDS WILL BE PERMITTED FOR USE AS A DISPOSAL SITE. THE CONTRACTOR
SHALL SUBMIT DOCUMENTATION TO THE ENGINEER THAT NO WETLANDS WILL BE IMPACTED AS STOCKPILE
AND DISPOSAL AREAS. THE ENGINEER WILL NOT CONSIDER ANY DELAYS OR MONETARY CLAIMS OF ANY
NATURE RESULTING FROM THE CONTRACTOR'S FAILURE OR DIFFICULTY IN FINDING NECESSARY DISPOSAL
SITES TO MEET THE TIME FRAMES AND CAPACITIES REQUIRED. THE CONTRACTOR SHALL BE RESPONSIBLE
FOR ALL PLANS, PERMITS, EROSION AND SEDIMENT CONTROL MEASURES, ETC. REQUIRED BY THE
APPROPRIATE REGULATORY AGENCIES FOR UTILIZING OFF-SITE SPOIL AREAS. THE CONTRACTOR SHALL
CERTIFY TO THE ENGINEER THAT ALL REQUIRED PERMITS HAVE BEEN OBTAINED PRIOR TO UTILIZING THE
OFF-SITE SPOIL AREAS. ALL COSTS FOR PROCURING AND UTILIZING THE OFF-SITE SPOIL AREAS ARE TO BE
INCIDENTAL TO THE BASE BID.
6.APPROVED COVERS TO PREVENT MATERIAL FROM LEAVING THE TRUCKS MUST BE INSTALLED OVER ALL
LOADED TRUCKS HAULING BORROW, EXCAVATED MATERIAL AND/OR FINE AGGREGATES TO OR FROM THE
PROJECT SITES. ANY MATERIALS DELIVERED, TRANSPORTED, OR REMOVED IN UNCOVERED TRUCKS WILL BE
INCORPORATED INTO THE PROJECT OR REMOVED FROM THE SITE WITH NO ADDITIONAL PAYMENT TO THE
CONTRACTOR FOR FURNISHING, REMOVING, OR PLACING THE MATERIALS INVOLVED.
7.DEWATERING: THE CONTRACTOR SHALL AT ALL TIMES PROVIDE AND MAINTAIN AMPLE MEANS AND
EQUIPMENT WITH WHICH TO REMOVE AND PROPERLY DISPOSE OF ANY AND ALL WATER ENTERING THE
EXCAVATION OR OTHER PARTS OF THE WORK AND KEEP ALL EXCAVATIONS DRY UNTIL SUCH TIME AS PIPE
LAYING AND GRADING IS COMPLETED. NO WATER SHALL BE ALLOWED TO RISE AROUND THE PIPE IN
UNBACKFILLED TRENCHES NOR SHALL IT BE ALLOWED TO RISE OVER MASONRY UNTIL THE CONCRETE OR
MORTAR HAS SET (MINIMUM 24 HOURS). ALL WATER PUMPED OR DRAINED FROM THE WORK SHALL BE
DISPOSED OF IN SUCH A MANNER AS TO PREVENT SILTATION AND EROSION TO ADJACENT PROPERTY OR
OTHER CONSTRUCTION.
EXCAVATION, GRADING, DRAINAGE AND BACKFILLING:
1.ANY UNDERCUTTING IN GOOD SOIL SHALL BE REPLACED AND THE REPLACEMENT MATERIAL SHALL BE
COMPACTED TO NINETY-FIVE (95) PERCENT OF MAXIMUM DENSITY OBTAINED AT OPTIMUM MOISTURE
CONTENT, AS DETERMINED BY THE ASTM D 698 STANDARD PROCTOR TEST METHOD. IN THE EVENT THAT
MATERIAL ENCOUNTERED AT PIPE GRADE, AND SUBGRADE OF PARKING OR ROADWAYS IS FOUND TO BE
SOFT, SPONGY, OR IN ANY OTHER WAY UNSUITABLE, THE CONTRACTOR SHALL NOTIFY THE ENGINEER
IMMEDIATELY. SUCH UNSUITABLE MATERIAL SHALL BE REMOVED TO A DEPTH AS SPECIFIED BY THE
ENGINEER AND REPLACED WITH A MINIMUM OF SIX (6) INCHES OF ABC STONE, OR AS DIRECTED BY THE
ENGINEER.
2.BEFORE BACKFILLING IS COMMENCED OVER PIPES AND OTHER INSTALLATIONS, EARTH FILL SHALL BE
SOLIDLY TAMPED AROUND AND ABOVE THE PIPE TO A DEPTH OF ONE (1) FOOT ABOVE THE TOP OF THE PIPE.
CARE SHALL BE TAKEN TO PREVENT ANY DISTURBANCE TO THE PIPE OR DAMAGE TO NEWLY MADE JOINTS.
THE FILLING OF THE TRENCH SHALL BE CARRIED OUT SIMULTANEOUSLY ON BOTH SIDES OF THE PIPES IN
SUCH A MANNER THAT INJURIOUS SIDE PRESSURES DO NOT OCCUR.
3.THE MATERIAL FOR BACKFILLING SHALL BE FREE FROM ALL PERISHABLE AND OBJECTIONABLE MATERIALS.
BEFORE PLACING ANY BACKFILL, ALL RUBBISH, FORM, BLOCKS, WIRES OR OTHER UNSUITABLE MATERIAL
SHALL BE REMOVED FROM EXCAVATION. THE BACK-FILLING OVER PIPES SHALL BE PLACED IN LAYERS NOT
OVER SIX (6) INCHES THICK AND COMPACTED TO A MINIMUM DENSITY OF NINETY-FIVE (95) PERCENT OF THE
MAXIMUM DRY DENSITY AS DETERMINED BY THE MODIFIED PROCTOR COMPACTION TEST TO A DEPTH OF 12
INCHES BELOW FINISHED GRADE. THE LAST 12 INCHES OF BACKFILL SHALL BE PLACED IN LAYERS NOT OVER
SIX (6) INCHES THICK AND COMPACTED TO A MINIMUM DENSITY OF NINETY-EIGHT (98) PERCENT OF THE
MAXIMUM DRY DENSITY AS DETERMINED BY THE MODIFIED PROCTOR COMPACTION TEST.
4.CONTRACTOR SHALL BLEND NEW EARTHWORK SMOOTHLY TO TRANSITION TO EXISTING GRADE.
5.DEWATERING: CONTRACTOR SHALL AT ALL TIMES PROVIDE AND MAINTAIN AMPLE MEANS AND EQUIPMENT
WITH WHICH TO REMOVE AND PROPERLY DISPOSE OF ANY AND ALL WATER ENTERING THE WORK AREA.
KEEP ALL ELEVATIONS DRY UNTIL SUCH TIME AS PIPE LAYING AND GRADING IS COMPLETE. NO WATER
SHALL BE ALLOWED TO RISE AROUND THE PIPE IN UNBACKFILLED TRENCHES NOR SHALL IT BE ALLOW TO

CONSTRUCTION SPECIFICATIONS:
1.ENSURE THAT THE SUBGRADE FOR THE FILTER AND RIP-RAP FOLLOWS THE REQUIRED LINES
AND GRADES SHOWN IN THE PLAN. COMPACT ANY FILL REQUIRED IN THE SUBGRADE TO THE
DENSITY OF THE SURROUNDING UNDISTURBED MATERIAL. LOW AREAS IN THE SUBGRADE ON
UNDISTURBED SOIL MAY ALSO BE FILLED BY INCREASING THE RIP-RAP THICKNESS.
2.RIP RAP SHALL BE FREE OF ORGANIC DEBRIS, TRASH OR OTHER DELETERIOUS MATERIALS.
3.SOIL CONTENT SHOULD NOT BE SUCH THAT CONTACT BETWEEN RIP RAP FRAGMENTS IS
PREVENTED WHEN PLACED.
4.THE RIP-RAP AND GRAVEL FILTER MUST CONFORM TO THE SPECIFIED GRADING LIMITS
SHOWN ON THE PLANS.
5.FILTER CLOTH, WHEN USED, MUST MEET DESIGN REQUIREMENTS AND BE PROPERLY
PROTECTED FROM PUNCHING OR TEARING DURING INSTALLATION. REPAIR ANY DAMAGE BY
REMOVING THE RIP-RAP AND PLACING ANOTHER PIECE OF FILTER CLOTH OVER THE
DAMAGED AREA. ALL CONNECTING JOINTS SHOULD OVERLAP SO THE TOP LAYER IS ABOVE
THE DOWNSTREAM LAYER A MINIMUM OF 1 FOOT. IF THE DAMAGE IS EXTENSIVE, REPLACE
THE ENTIRE FILTER CLOTH.
6.RIP-RAP MAY BE PLACED BY EQUIPMENT, BUT TAKE CARE TO AVOID DAMAGING THE FILTER
CLOTH.
7.THE MINIMUM THICKNESS OF THE RIP-RAP SHOULD BE 1.5 TIMES THE MAXIMUM STONE
DIAMETER.
8.RIP-RAP MAY BE FIELD STONE OR ROUGH QUARRY STONE. IT SHOULD BE HARD, ANGULAR,
HIGHLY WEATHER-RESISTANT AND WELL GRADED.
9.IMMEDIATELY AFTER CONSTRUCTION, STABILIZE ALL DISTURBED AREAS WITH VEGETATION.
INSTALLATION AND MAINTENANCE NOTES:

4.THE SEDIMENT STORAGE AREA SHOULD BE EXCAVATED AROUND THE OUTSIDE OF THE STONE HORSESHOE 18" BELOW
NATURAL GRADE.
5.WHEN CONTRIBUTING DRAINAGE AREA HAS BEEN STABILIZED, REMOVE THE PIPE AND ROCK, FILL DEPRESSION, ESTABLISH
FINAL GRADING ELEVATIONS, COMPACT THE AREA PROPERLY, AND STABILIZE WITH GROUND COVER.
MAINTENANCE:
1.INSPECT ROCK PIPE INLETS WEEKLY AND WITHIN 24 HOURS AFTER EACH 1" RAINFALL EVENT.
2.REMOVE SEDIMENT AND RESTORE THE SEDIMENT STORAGE AREA TO ITS ORIGINAL DIMENSIONS WHEN THE SEDIMENT HAS
ACCUMULATED TO ONE-HALF (9") THE DEPTH OF THE SEDIMENT TRAP.
3.PLACE THE SEDIMENT THAT IS REMOVED IN THE DESIGNATED DISPOSAL AREA.
4.CHECK THE STRUCTURE FOR DAMAGE. ANY RIP-RAP DISPLACED FROM THE STONE HORSESHOE MUST BE REPLACED
IMMEDIATELY.
