Meeting Minutes
February 20, 2025
I. Call to order
Vice Chair Louis Burney, Jr. called to order the regular meeting of the New Hanover
County Alcoholic Beverage Control Board at 9:00 am on February 20, 2025 at the
General Office, 6009 Market Street, Wilmington, NC.
II. Chairman confirms citiorum

III. Conflict of Interest Reminder
Mr. Burney verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undue participation in theparticular hatter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent A enda Items of Business
Mr. Burney presented the minutes from the Regular Meeting of January 16, 2025. Mr.
Dickerson made the motion to approve the minutes as written. Mr. Shell seconded the
motion, all approved.

approve the agenda as written. Mr. Shell seconded the motion, all approved.
V. Administrative Reports
ABC Law Enforcement Officers' Unit Monthly — ( ALE) Report for January was
presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers from the North Carolina ABC Commission website
(Attachment "A"). Sgt. Daniel Gaither of the Wrightsville Beach Police Department
presented stats for the Wrightsville Beach Police Department.
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for January, 2025. The Financial Statement showed, the Actual -
to -Actual comparison Gross Sales less than the prior January by $165k (3.55%),
Operating Expenses more than prior January by $295k (7.25%), and Income from
Operations less than prior January by $148k.
Capital Ordinance Restriction — Ms. Clark requested for the Board to go before the
New Hanover County Commissioners to request a Capital Ordinance Restriction,
in the amount of $4,000,000. This will be for the purchase of property and
construction of a new store, location to be determined at a later date. Mr.
Dickerson made a motion to request from the New Hanover County
Commissioners for a restriction for Capital Ordinance in the amount of
$4,000,000. Mr. Rivenbark seconded the motion, and all approved.
Internal Processing of Accounts Payable — Ms. Clark presented the process for
approving accounts payable. One with Board Members signing and approving accounts
payable, and the other with Upper Management signing and approving. Discussion was
made of the difference in the two processes. Ms. Barr, Mr. Shell and Staff met with the
Auditors, after they reviewed the two processes independently. The Auditors agreed
changing the approval of Account Payable to Upper Management would keep the internal
controls in place, with separation of duties of the process. Mr. Shell made motion to
approve the Process for Approving Accounts Payable with Upper Management signing
checks and approving. Mr. Dickerson seconded the motion, all approved.
Outreach & communications Update — Ms. Iammatteo provided updates on the Grants
and Scholarship cycles. ^
• General ManaLyer Updates
• 4840 Carolina Beach Road Store #111 — Mr. Hill provided three quotes for
the remodel of the store. Sameo General Contractors provided a quote of
$152, I 90. The Real Estate Committee had already reviewed the three quotes
and agreed to accept the quote from Samco General Contractors for
$152,900. With this motion corning from the Real Estate Committee, no need

for a second, all approved,

Mr. Burney advised the Board the next regular Board Meeting is scheduled for Thursday,
March 20, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC,
Mr. Shell made the motion to adjourn the meetirio; Mr. Dickerson seconded the motion, and
all approved.
