Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Amy Doss 910-798-7571 1. General Comments a. Property was rezoned to (CZD) RMF-M on September 7, 2021. Case number Z21-10, please reference the case on page C200 with note 6. Aside from the approved concept plan, no conditions were placed on the rezoning. b. Performance subdivision. i. Density allowed per rezoning case Z21-10 is 10.7 du/ac or 16 units. Density maximum is met with 16 units shown. c. Staff recommends including the location of traffic calming devices on the preliminary plans. Installation of traffic calming devices are not required, but including potential locations on the plan ensures the future HOA / owners will have the opportunity to install them without conducting a traffic study. 2. UDO Section 5.1, Parking and Loading a. Parking requirements have been met. Two off street spaces are required and have been provided for each dwelling unit. 3. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. 4. UDO Section 5.3, Tree Retention a. Note: Land disturbance permits can be issued by county Engineering before a Tree Removal Permit is approved by Planning. However, any trees removed before the Tree Removal Permit is issued may result in enforcement action under Section 5.3.2 of the Unified Development Ordinance to include prohibiting any development of the site for 3 to 5 years. b. Please submit a tree removal permit application when ready. 5. UDO Section 5.4, Landscaping and Buffering a. Type A opaque buffer required and provided. b. Please identify the location of the dumpster and provide a detail showing screening requirement has been satisfied, UDO Section 5.4.4.B.2. c. Please include a table for street yard standards, UDO Section 5.4.6.B. The landscape plan reflects a buffer yard along Carolina Beach Road. This should be a street yard instead. d. 15 trees per acre retained or planted requirement has been met. 6. UDO Section 5.5, Lighting a. Please note under 5.5.2.A that a lighting plan is not required for single-family residential projects and the county does not require streetlights however a lighting plan is required for any amenity area. 7. UDO Section 5.6, Signs a. Is any sign planned for the entrance for this development? If so, please note a sign easement on the preliminary plan so it can follow to final plat to be recorded. 8. UDO Section 5.8, Open Space Requirements a. Open space required is 0.3 acres (20% of 1.5 acres). Open space provided is 0.46. The open space requirement has been met. 9. It appears that the private streets do not meet the minimum ROW/Travelway requirement. Please see below excerpt from the NCDOT Matrix Table for Private Road ROW Specifications: b. Utility easements are required to be a minimum of 15’. The site plan shows a 5’ public utility easement. Please amend the plan to reflect the requirements of UDO Section 6.2.2.A.5.a.3. c. Subdivision is exempt from the connectivity ratio due to existing adjacent developed property, UDO Section 6.2.2.A.7.g.7. d. Please show the location of mailbox kiosk, UDO Section 6.2.2.A.15. e. Please identify location of sidewalks on the site plan as required by UDO Section 6.3.3.J.1.f. f. Please include draft covenants for the POA with next submittal, if lots are for sale. NHC Fire Services, David Stone 910-798-7458 1. The complete TRC/Site plans comments from New Hanover County Fire staff shall be submitted along with the building plans for review to New Hanover County Building Safety. This shall include the complete set of civil plans. Failure to submit the comments or complete set of civil plans will result in a resubmittal for review for verification of compliance. 2. Fire apparatus access roads are required at time of construction. They are to be capable of handling the weight of fire apparatus and be passable in all weather conditions. Fire apparatus access roads are to be a minimum of 20 feet wide (Chapter 5), unless there are fire hydrants installed along the roadway then minimum is 26 feet wide (Appendix D). The fire code official may increase this width as necessary based on potential for fire apparatus response. Dead end ASMW Quadruplexes – Preliminary Plan – TRC Review Page | 4 roads greater than 150 feet in length shall require an approved means for fire apparatus to turn around (Chapter 5 and Appendix D). Fire apparatus access roads shall provide a clear vertical clearance of 14 feet including trees, canopies, bridges, etc. (Chapter 5 requirement is 13 feet 6 inches, however AHJ requires 14 feet based on local apparatus). 3. Street and road signs are required, temporary signs during construction are acceptable as long as they are legible and weather resistant. (Chapter 5). 4. Parking shall not be allowed on either side of the above-mentioned roadway. If roadside parking is desired the minimum road width shall be increased, contact the fire code official for further information. No Parking signs shall be a minimum of 12 inches wide and 18 inches tall. 5. Traffic calming devices are highly discouraged due to the delay in response. Speed bumps/humps are prohibited. Requests for other traffic calming devices must be evaluated during the Technical Review (TRC). 6. A fire low calculation indicating the available fire flow shall be submitted to the fire Marshal’s office during plans review. 7. All fire hydrants shall have a 5 ¼ inch barrel, a 5 ¼ inch valve opening, two 2 ½ inch NST side discharges and a 5-inch pumper nozzle with a 5-inch STORZ connection. 8. All fire hydrants shall be installed so they are visible from the fire apparatus access road with unobstructed access and a clear space no less than 36 inches in all directions. Please indicate in plan view the anticipated location and size of the stormwater control measure (SCM). Please digitally submit the permit applications documentation with requisite review fees to the COAST online permit portal (https://newhanovercountync- energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at https://www.nhcgov.com/251/Stormwater however the application form is not required as the information will be gathered by the COAST portal. 3. Please contact the State DEQ office for the stormwater permit requirements. 4. The grading and SCM design outfall into the NCDOT ROW with an increased drainage area, as the existing drainage patterns split the parcel drainage to either the west or the ROW. This may result in additional storm attenuation requirements by NCDOT. Please contract NCDOT drainage department prior to submitting for County and State stormwater permits. Should the grading design result in pond outfall to the west and based on the known drainage deficiencies to the west, 100-year storm attenuation will be required. 6. According to the booklet, “Wilmington/New Hanover Classification of soils for Septic Tank Suitability, Wakulla is a Class I soil. The Soil Survey of New Hanover County lists Wakulla as somewhat excessively drained and Borrow pits as moderately well drained. It should be noted, according to the Soil Survey of New Hanover County, the limitation for dwellings with or without basements and for small commercial buildings is severe for all of the soils on this site. The limitations are due to flooding and/or wetness. An adequate drainage and maintenance plan is needed for suitable housing. The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the Clean Water Act. Before disturbing possible wetland areas, developers should contact these agencies to stay in compliance with State and Federal regulations. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs that are too constrictive to allow smooth and safe traffic flow.
