WHEREAS, Leadership Wilmington is committed to providing a continuous, diverse supply of
creative leaders to the community by developing their knowledge of the region and providing
them the opportunity for meaningful action.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
recognizes the Leadership Wilmington Class of 2025 and the Greater Wilmington Chamber
Foundation for their commitment and dedication for contributing to the quality of life in New
Hanover County and surrounding areas.

BE IT ORDAINED by the Board of County Commissioners of New Hanover County, North Carolina, that the following

Section 2: Explanation
BA 25-042 amends the budget for a $17,769 payment due to the IRS related to excess investment earnings while the county
held the proceeds from the 2020 General Obligation bonds. Also called "arbitrage earnings," this payment is due because the
county borrowed when interest rates were at historic lows following Covid-19 and was able to invest a portion of the proceeds,
until they were spent, in investments earning more than the cost of the borrowing. Earnings in excess of the borrowing cost
must be remitted to the IRS, which discourages local governments from borrowing, using their tax-exempt status, and earning a
positive spread from the earnings on the proceeds.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North Carolina,
that the Ordinance for Budget Amendment(s) 25-042 amending the annual budget ordinance for the fiscal year ending June 30,
2025, is adopted.

AMENDMENT TO THE ARTICLES OF INCORPORATION
CAPE FEAR PUBLIC UTILITY AUTHORITY
The Articles of Incorporation of the Cape Fear Public Utility Authority adopted June 21, 2007
are hereby amended as follows:
1. Section 3.2 is modified to remove term limitations to now read:
Each member shall be appointed to a three-year initial term, or until the completion of
any expiring term to which they are being appointed to complete. After the initial term,
each member of the Authority may be reappointed to additional three-year terms, at the
discretion of the appointing agency. The term of any elected official shall expire
immediately when the elected official no longer occupies the elected office.
2. Except as specifically amended above, the Articles of Incorporation adopted June 21,
2007 shall remain affixed and in full force and effect.
IN WITNESS THEREOF, the City of Wilmington, North Carolina has caused this
Amendment to the Articles of Incorporation to be executed by Mayor Bill Saffo and its corporate
seal to be affixed hereto and attested by the City Clerk as of this day of
2025; and
New Hanover County, North Carolina has caused this Amendment of the Articles of
Incorporation to be executed by its Chair William E. Rivenbark and its corporate seal to be
affixed hereto and attested by the Clerk to the Board as of this4ay of
2025; and
Cape Fear Public Utility Authority has caused this Amendment of the Articles of Incorporation

RESOLUTION SUPPORTING AN UPDATE TO
mechanisms, and strategies for the comprehensive management of the state's ocean and inlet
shorelines; and
WHEREAS, the BIMP provided essential socioeconomic values of N.C. beaches and recommended
management strategies; and
WHEREAS, in 2016, an updated BIMP incorporated new coastal and socioeconomic data anii.--,
reflected policy changes implemented since the original plan, including the latest beach
nourishment and dredging activities completed over the previous seven (7) years; and
WHEREAS, the 2016 updated BIMP also projected the necessary funding required to maintain thit
state's coastline while offering several potential revenue options; and
WHEREAS, due to continued growth in N.C. coastal communities, a regularly updated BIMP
necessary to effectively guide state and local management resources in complex planning effor
that support 326 miles of ocean shoreline, barrier islands, and 19 active inlet complexes th a]
collectively generate over $4 billion in annual revenue.
NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board of Commissioners
supports the efforts of the North Carolina Beach, Inlet, and Waterway Association encouraging the
North Carolina General Assembly to fund the update to the 2016 North Carolina Beach and Inlet
Management Plan.

been awarded to more than 3,500 people since 1863; and
WHEREAS, in 1991, Congress established Medal of Honor Clay to "foster public appreciation and
recognition` of Medal of Honor recipients; and
died in service of their country and were awarded the Medal of Honor posthumously; and
WHEREAS, today the Board of Commissioners recognizes the service of local Medal of Honor recipients
Edwin A. Anderson, Charles Patrick Murray, Jr., William D. H lyburton, Jr., and Eugene Ashley, Jr.; and
WHEREAS, Rear Admiral Edwin A. Anderson was the first New Hanover County man to be awarded the
,;
and serving until 1924. He was awarded his Medal of Honor for service in in 1882, and became a career Navy officer, fighting in the Spanish-American War, the First World War, Cruz, Mexico in 1914.
showed him to be fearless and courageous in battle." Anderson died in 1933 and is buried in Arlington
National Cemetery; and
WHEREAS, Colonel Charles Patrick Murray, Jr. was the second New Hanover County man to be awarded
the Medal of Honor. Murray was born in Maryland but grew up in Wilmington and graduated from New
Hanover High School in 1938. A career military man who served in World War 11, Korea, and Vietnam,
Murray earned his Medal of Honor when he was a I't Lieutenant in France in December 1944. Putting
many more. Murray was wounded and continued to lead his men. According to his citation, he "stopped
a counterattack, established an advance position against formidable odds, and provided an inspiring
example for the men of his command." Colonel Murray died in 2011 and is buried in Arlington National
Cemetery; and
killed in action on Maoj, 10 1945 in Okinawa, Ja*,an. Halimburton graduated
from New Hanover High School in 1943, served as a pharmacist's mate 2nd class, and died saving a
of the Pacific, and
WHEREAS, the fourth New Hanover County man awarded the medal of honor, Sergeant Eugene Ashley,
Jr. died in combat during the Vietnam War. Ashley was born in Wilmington and lived in the city as a child.
He joined the US Army in 1951. He earned his Medal of Honor in the action that led to his death in 1968.
According to the citation, "The resolute valor with which he led five gallant charges placed critical
diversionary pressure on the attacking enemy.... Ashley's bravery at the cost of his life was in the highest
traditions of the military service, and reflects great credit upon himself, his unit, and the U.S. Army."
Sergeant Ashley is buried at Rockfish Memorial Park, Fayetteville North Carolina; and
WHEREAS, the Board of Commissioners urges the community to learn more about each of these men,
and to recognize the valor of these local service members, and their contributions to this nation.
NOW, THEREFORE, BE IT PROCLAIMED by the New Hanover County Board of Commissioners that March
25, 2025 will be recognized as Medal of Honor Day in New Hanover County.

WHEREAS, the Medal of Honor is the nation's highest military decoration, awarded to fewer than 3,600
individuals in U.S. history for acts of extraordinary valor, unwavering courage, and selfless service
beyonA the call of duty; and
WHEREAS, Retired Major James Capers, Jr., a distinguished United States Marine Corps veteran,
displayed exceptional heroism and unwavering leadership during the Vietnam War, particularly from,
March 31 to April 3, 1967, in Quang Tri Province, where he courageously led his Force Reconnaissance
team against an entrenched and numerically superior enemy force; and
WHEREAS, during this engagement, Major Capers and his team were ambushed by a numerically
superior enemy force, sustaining devastating casualties. Despite his own severe injuries, he refused to
yield, maintaining command, orchestrating life-saving air and artillery strikes with pinpoint accuracy,
and relentlessly engaging the enemy to ensure his fellow Marines' survival; and

survival until the last of his men were evacuated; and
on the battlefield far exceed the criteria for that distinction. Military leaders, fellow service members,
and congressional representatives have continuously advocated for the Medal of Honor to properly
reflect the magnitude of his heroism; and
WHEREAS, a growing coalition of national veterans' organizations, including the Fleet Reserve
Association The American Legion, The Navy League, Veterans of Foreign Wars, Soci6t6 La Quarante et
Huit, and the Vietnam Veterans Association, along with local governments such as the City of
Wilmington, NC; Onslow County, NC; the City of Bishopville, SC; and Lee County, SC, have formally

WHEREAS, since 1972, the National Senior Nutrition Program has funded local agencies and
organizations to serve home -delivered and congregate meals that help ensure older adults have
opportunities to stay healthy, independent, and connected; and
WHEREAS, more than 10 million older Americans face hunger each year, and food insecurity
disproportionately impacts older adults with limited ability to obtain food or prepare meals; and
WHEREAS, the Nutrition Services Programs at the Senior Resource Center are an integral part of New
Hanover County by providing sustenance, connections, education, and so much more to our older
community members, especially those most vulnerable to chronic health conditions and social isolation;
and
WHEREAS, the Nutrition Services Program is having a positive impact on our community and its senior
members, as demonstrated by:
0 115.7% increase in home -delivered meal clients over the last 10 years; and
® 342.3% increase in congregate nutrition clients over the last 10 years; and
0 75% of congregate nutrition clients who agree the Senior Resource Center increases their ability
to access food; and
0 89% of home -delivered meal clients report that the nutrition program has improved social
connectivity to people and services; and
® 95% of congregate clients report that the nutrition program has improved social connectivity to
people and services.
