EROSION CONTROL DESIGN NARRATIVE
BACKGROUND INFORMATION
As part of the land separation between GE Aerospace and GE Vernova, GE Aerospace plans to
redevelop the existing north gate entrance of their facility to enhance traffic flow and comply
with the requirements as part of the separation. The redevelopment will include the creation of
a dedicated truck lane, a new visitor parking lot, and the relocation of the existing key card
reader closer to the guard house.
The project is located at 3905 Castle Hayne Road in New Hanover County, North Carolina. It is
located 0.32 miles north of the Castle Hayne Road and Interstate I-140 overpass. Access to the
site will be via the existing site entrance from Castle Hayne Road. The proposed improvements
as shown in these drawings will further support the compliance requirements between GE
Aerospace and GE Vernova.
The limits of disturbance for the project area falls entirely within Industrial District (I-2) zoning
according to New Hanover County Geographical Information Systems (GIS).
A copy of the United States Geological Survey (USGS) map is attached (Appendix B) indicating
the project vicinity and general drainage patterns in the area. The United States Department of
Agriculture (USDA) soil survey map (Appendix C) indicates the underlying soils within the project
area are predominantly Onslow Loamy Fine Sand (On) and Urban Land (Ur). The Hydraulic Soil
Group Classification of Onslow Loamy Fine Sand is A.
Stormwater runoff from the site discharges to an existing NPDES permitted outfall 15 (NPDES
Permit NCS000617) prior to discharging to Prince George Creek (Stream Index: 18-74-53, water
surface classification C, Sw), which is located within the Cape Fear River Basin.
PROJECT DESCRIPTION
The intent of this project is to redevelop the existing north gate entrance, parking lot and add a
dedicated truck lane to improve the traffic conditions entering and exiting the site. The project
is located at GE Aerospace in New Hanover County, North Carolina.
Total Proposed Limits of Disturbance: 1.29 acres

EROSION AND SEDIMENTATION CONTROL NARRATIVE
The E&SC measures for this project involve the placement of a variety of erosion and sediment
control devices at strategic locations throughout the area. These measures include:
1) Construction Entrance
2) Temporary Silt Fence
3) Rock Pipe Inlet Protection
4) Wattle/ Check Dam
5) Rip Rap Apron
6) Sediment Tube Inlet Protection
7) Seedbed and Seeding Specifications
8) Tree Protection Signage
9) Tree Protection Fencing
These measures are to be installed and maintained prior to any disturbance. Additional control
devices may be required during work in order to control erosion and/or offsite sedimentation.
All temporary control measures shall be removed once construction is complete and the site
is stabilized.
EROSION CONTROL DEVICES NOTES
1) Placement of the erosion and sediment control measures shall be as indicated on the
plans and in accordance with the details.
2) Erosion and sediment control measures shall be constructed and maintained per the
details and NCDEQ Regulations.
GENERAL NOTES
1) All work and materials shall comply with all GE Aerospace, New Hanover County
standards, state and federal regulations and codes, and O.S.H.A. standards.
2) The contractor shall assume sole and complete responsibility for job site conditions
during the course of construction of this project, including safety of all persons and
property; this requirement shall apply continuously and is not limited to normal working
hours.
3) Contractor is responsible for placing barricades, using flagmen, etc. as necessary to
ensure safety to the public.
4) The contractor shall maintain an ongoing dust control program, including watering of
disturbed areas as needed, in order to conform with the latest state and federal air
pollution regulations.
5) Contractor shall schedule work and material deliveries so that stored material quantities
on the job site shall be minimized.
6) All trenches shall be properly backfilled at the end of each workday. The contractor shall
be responsible for the daily removal of all construction materials spilled on paved streets,
onsite, and offsite.

7) The contractor shall at all times during construction, protect from damaging existing
improvements on and around the site, including, but not limited to, asphalt pavements,
overhead power lines and other utilities within the project area.
8) All erosion control measures shall be constructed in accordance with North Carolina
Department of Environmental Quality (NCDEQ) regulations.
9) Contractor to verify the location of all existing utilities prior to beginning construction.
Any utilities damaged during construction shall be repaired immediately with no
additional cost to the owner. Contractor to call NC 811 or their successors at 1-800-632-
4949 prior to excavation. Contractor shall notify GE Aerospace and engineer immediately
in the event any underground obstacle requiring deviation from the plan is encountered.
10) Contractor shall exercise caution in working around overhead lines, as lines may be
energized during construction.
11) Contractor shall provide proper secondary containment for any fuel stored on-site.
Construction equipment shall be placed on proper and adequate containment when
not in use.
12) Surplus excavated soil material to be removed from site and disposed of by contractor in
accordance with applicable rules and regulatory requirements.
13) Temporary storage of contaminated soil shall be on 10-mil thick plastic and bermed to
prevent runoff. A plastic cover of at least 10-mil shall be used to eliminate the generation
of leachate.
14) All disturbed areas shall be smoothly graded to promote positive drainage and stabilized
with topsoil, seed, and mulch. If settlement occurs, topsoil, seeding, and mulch shall be
repeated until settlement subsides. (See erosion and sediment control details and
specifications.)
15) The contractor shall verify horizontal and vertical survey control prior to staking out
construction. Any discrepancies shall be brought to the attention of the engineer and GE
Aerospace prior to proceeding with work.
16) Any property line monumentation disturbed during construction shall be replaced solely
at the contractor's expense.
17) There are no known wetlands present within the project LOD and no wetland impacts
are proposed.
STANDARDS
Erosion and sedimentation control measures shall be in accordance with the North Carolina
Sedimentation Pollution Control Act of 1973. Construction details and specification within this
plan were derived from the erosion and sediment control planning and design manual dated
May 2013, prepared by the North Carolina Sedimentation Control Commission, North Carolina
Department of Environmental Quality (NCDEQ) And North Carolina Agricultural Extension
Service (NCAES).
SEEDING
1) See seeding details and specifications on Plan Sheet C11.0.
2) Temporary and permanent seeding shall be performed as per NCDEQ requirements
within 14 calendar days of completion of grading. Areas that fall under more stringent
criteria shall be stabilized within seven calendar days.

CONSTRUCTION/EROSION CONTROL SEQUENCE
CONSTRUCTION AND EROSION CONTROL STAGE 1:
1) Obtain all necessary permit approvals prior to any land disturbance activity.
2) Schedule a pre-construction meeting at least 48 hours prior to the start of any
construction activities with New Hanover County erosion control inspector, GE
Aerospace, and engineer of record prior to the commencement of land disturbing
activity.
3) The contractor shall clearly demarcate the limits of disturbance with stakes, ribbons, or
other appropriate visual marking devices. The limits of disturbance shall be maintained
for the duration of the project. No land disturbance shall occur outside the limits of
disturbance indicated on the drawings.
4) Install temporary construction entrances, silt fence, tree protection fencing and inlet
protection as shown in the drawings.
5) Commence demolition. Any fence noted as demolition must have the new fence
installed during the same working day. In no case will the site be left unsecured without
the new fencing installed.
6) Commence grading operations for dedicated truck lane.
7) Upon completion of grading operations, contractor shall pave the truck lane.
CONSTRUCTION AND EROSION CONTROL STAGE 2:
1) Maintain erosion control measures from stage 1 into stage 2 as shown.
2) Install 12" RCP pipe collar and extend storm as shown in the drawings.
3) Commence grading operations of the parking lot and install proposed pavement,
striping, and wheel stops.
4) Remove existing guard shack, and relocate existing key card reader.
5) Perform a mill and overlay on Thomas Edison as shown in the drawings.
6) Establish permanent ground cover and stabilize disturbed areas.
CONSTRUCTION AND EROSION CONTROL STAGE 3:
1) After site is permanently stabilized, contact the erosion control inspector prior to removal
or modification of erosion control devices.
2) Remove all temporary erosion control measures and provide permanent seeding where
temporary measures have been removed and ground cover is not adequate.
3) Contact DEMLR for a close out inspection once all erosion control measures have been
removed and the site has been permanently stabilized. Contractor demobilizes from site.
4) When the project is complete, the permittees shall contact DEMLR to close out the E&SC
plan. After the DEMLR informs the permittee of the project close out, via inspection
report, the permittee shall visit deq.nc.gov/NCG01to submit an electronic Notice of
Termination (E-NOT). A $120 annual general permit fee will be charged until the E-NOT
has been filled out.
