Mr. Beil,
In response to the Comment Letter dated April 2nd, 2025, regarding review of the above referenced project, we offer
the following responses in italicized text.
Planning, Ryan Beil 910-798-7444
1. General Comments
a. Zoning is I2
- Response: Acknowledged and understood.
2. UDO Section 5.1, Parking and Loading
a. There is only 1 parking space required due to the square footage of the building, and there are 17
parking spaces provided.
- Response: Acknowledged and understood.
3. UDO Section 5.2, Traffic, Access, and Connectivity
a. Please note that no building permit for any structure shall be issued which requires NCDOT
approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of
approval shall accompany the application for building permit.
- Response: No structures are being proposed. Only the removal of the existing guard hut which
sits in the middle of Thomas Edison Ave.
4. UDO Section 5.3, Tree Retention
a. There appears to be two trees being removed, an 18” Magnolia and a 24” Sycamore, please
confirm, and submit a Tree Removal Permit if you have no already done so.
- Response: Correct. Two trees (18” Magnolia and 24” Sycamore) are proposed to be removed.
Tree Removal Permit was previously uploaded (02/26/2025) to COAST under TR-25-000061.
b. There is 84” of mitigation required, which you have met.
- Response: Acknowledged and understood.

c. Note: Land disturbance permits can be issued by county Engineering before a Tree Removal
Permit is approved by Planning. However, any trees removed before the Tree Removal Permit is
issued may result in enforcement action under Section 5.3.2 of the Unified Development
Ordinance to include prohibiting any development of the site for 3 to 5 years.
- Response: Acknowledged and understood. Land Disturbing permit package is in review under
COAST Number LNDP-25-00239.
5. UDO Section 5.4, Landscaping and Buffering
a. Landscaping looks good, except for the required parking lot landscaping which is not provided.
- Response: Please see revised site plan which includes parking lot landscaping (addition of 2
canopy trees).
6. UDO Section 5.5, Lighting
a. Please note that a lighting plan is not required for TRC approval but will be required prior to
issuance of construction plan approvals.
- Response: Acknowledged and understood.
b. There appears to be three light poles proposed for the site, please confirm.
- Response: Two existing light poles are being removed and will not be reused due to age. Three
light poles are proposed for this project.
7. UDO Section 5.6, Signs
a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for
standards.
- Response: Acknowledged and understood.
8. UDO Section 5.7, Conservation Resources
a. There are no Conservation Resources on the site, and the site is predominantly Urban and
Developed Land with also some Pine Forest present.
- Response: Acknowledged and understood.
9. UDO Article 9, Flood Damage Prevention
a. The property is not located in a floodplain.
- Response: Acknowledged and understood.

1. Fire Finals required
- Response: Acknowledged and understood.
2. Portable Fire extinguishers required per NFPA 10

3. Follow Chapter 33 – Safety During Construction & Demolition

1. A request for additional information has been provided to the applicant for County stormwater permit and
land disturbing permit. The stormwater and land disturbing review fees must be paid prior to permit
issuance.

2. Please contact the State for their stormwater permit requirements.

1. Rebuild of Guard House must reconnect to public sewer system.
- Response: Existing Guard House will remain in place and is not proposed to be rebuilt.

1. If an additional address is requested by the permitting department or utilities, please contact me for an

Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. CFPUA TRC Comments provided are preliminary comments only.
- Response: Acknowledged and understood.
2. Utility Plan review will be required by CFPUA. CFPUA is moving toward becoming paperless. When ready
to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-
3/Engineering-Plan-Review-103.
- Response: No utilities, aside from Electrical and Stormwater are being proposed.
3. CFPUA water available; there is no CFPUA sewer available.
- Response: Acknowledged and understood.
NCDOT, Nick Drees 910-343-3915
1. Comments are attached.
- Response: Driveway permit will be uploaded to NCDOT Portal.
WMPO, Greer Templer 910-341-0107
1. We have no comments as they are redeveloping their north gate where one already exists, no new
buildings are being constructed, and no new traffic will be generated directly due to this project. While
there will be roadway improvements, the implications are to GE’s internal operations and there does not
seem be to impacts on the existing Thomas Edison Avenue connection to Castle Hayne Road per the site
plan. If you have any thoughts or concerns, don’t hesitate to reach out and we could talk through this
more in depth if you require any further information from us.

1. A jurisdictional determination has been completed by GE but this gate improvement appears to fall just
outside the waters of the US limits, no comment.
- Response: Acknowledged and understood.
