LEPC Members present introduced themselves. Review and Approval of November 13, 2024, LEPC Meeting Minutes The minutes of the November 13, 2024 meeting were provided. Mark Venters moved the minutes be approved; Drew Dwyer seconded the motion. The minutes were approved by unanimous consent. Discussion Topics Conference Review – Thanks to a grant from NCEM, we held our second annual conference. Attendance was about the same as last year. Overall, things went well. The hope is to increase attendance and offerings for the next conference. There was representation across several agencies, organizations, and areas. The overall conference ratings and feedback were reviewed, and input from LEPC was solicited for presentations they would like to see at a future conference. Business Continuity Planning – Guest Speaker Jack Holt (MBCP Business Resiliency Consulting Director CNA Insurance) In considering business resilience, partnerships are important to maintain operations. Companies can rely on existing standards and international guidance as base for developing plans. It is recommended to have checklists and open planning for flexibility with risk management/risk assessment and integrated management disciplines. Include considerations for VOAD (volunteer organizations active in disaster) and links to Business EOC to coordinate donation efforts. Subcommittee Reports 1. Executive Committee (Stan Harts) – Initiatives – 4 total: continue to work on membership/attendance, resource inventory/business EOC incorporate and support expanding this for LEPC members, working on membership to reach new individuals, conference/training planning. Anticipate cleaning up bylaws and meeting commitments. 2. Emergency Planning/Response (Rhonda Olson) – We are currently planning next potential training opportunity. Tentatively, the dates will be April 16 – 18. The training will be grant funded and free to attend. More details to come. 3. Community Education/Public Awareness (Phil Misklow) – This committee need additional help moving forward with possible ways to perform more outreach, develop this committee, set up meetings, and grow this capability to other connections. Membership Renewals –LEPC renewal to the state for reauthorize will be submitted. We currently have 50 active organizations within our current roster including members from several backgrounds. The email list currently has over 200 contacts. If you do not feel like you are receiving emails or need to be removed, please contact us. Eplan/Tier II - Updates for Tier II are due on March 1. NCEM is targeting Tier II to fill in gaps on reporting (i.e., bulk propane storage). Be aware, there is a system wide marina change. You must review your submission in order to complete the submit action. The fire department issue should be fixed for everyone, but make sure to verify the correct department listed for your facility. Filings need to go to the state in addition to filing with Eplan. NHC EM does not have a paper requirement. General reminder, call early call often if you need help with this or training/exercise planning. Member Announcements • NHC EM – Has a FULL bridge outage exercise coming up next week working with Wrightsville Beach and other beach municipalities. • GE Hitachi Nuclear – An exercise is coming soon to meet Federal requirements. This exercise combines agency support. The fire on the site was NOT in a nuclear building and was due to an equipment issue. Thanks to NH Fire for their response. • Commissioner LeAnn Pierce – Replaced Commissioner Barfield as LEPC liaison. • Red Cross – Homeless shelters have opened in the county due to the cold weather and Red Cross is able to provide support. Online shelter operation training is available. Red Cross is also opening shelters in California due to wildfires. Red Cross is always looking for volunteers. Training is provided for free. • Coast Guard – Working on evaluating shipping weight for cargo ships carrying explosives in state ports. There have been changes since the 2018 evaluation, particularly for building distance requirements. • LEPC – Looking for presenters for “Why Me at the LEPC” for future meetings. Also looking for lunch sponsors. Next Meeting The next LEPC meeting is scheduled for 11:00 AM on March 12, 2025, in the NHC EOC. Adjournment Mark Venters made a motion to adjourn, which was seconded by Phil Misklow. The meeting adjourned at 12:16 PM.
