GRADING AND STORMWATER MANAGEMENT NOTES
1.ALL SITE WORK SHALL BE DONE IN ACCORDANCE WITH THE PLANS
PREPARED BY TIMMONS GROUP, THE CURRENT REQUIREMENTS OF
THE NEW HANOVER COUNTY, THE APPLICABLE SECTIONS OF THE
NCDOT STANDARD SPECIFICATIONS FOR ROADWAY CONSTRUCTION,
AND ALL OTHER PERTINENT FEDERAL AND STATE LAWS.
2.THE CONTRACTOR SHALL COMPLY AT ALL TIMES WITH APPLICABLE
FEDERAL, STATE AND LOCAL LAWS, PROVISIONS, AND POLICIES
GOVERNING SAFETY AND HEALTH.
3.THE CONTRACTOR SHALL BE RESPONSIBLE FOR EXAMINING THE
AREAS AND CONDITIONS UNDER WHICH THE PROJECT IS TO BE
CONSTRUCTED PRIOR TO THE SUBMISSION OF A BID. SUBMISSION OF A
BID SHALL BE CONSTRUED TO MEAN THE CONTRACTOR HAS REVIEWED
THE SITE AND IS FAMILIAR WITH CONDITIONS AND CONSTRAINTS OF
THE SITE. IF DISCREPANCIES BETWEEN FIELD CONDITIONS AND DESIGN
PLANS ARE DISCOVERED, CONTRACTOR SHALL NOTIFY OWNER AND
ENGINEER IMMEDIATELY.
4.BEFORE EXCAVATION, ALL UNDERGROUND UTILITIES SHALL BE
LOCATED IN THE FIELD BY THE PROPER AUTHORITIES. THE
CONTRACTOR SHALL NOTIFY NC 811. THE LOCATION OF ALL UTILITIES
AND UNDERGROUND STRUCTURES ARE APPROXIMATE AND MAY NOT
ALL BE SHOWN. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO
DETERMINE THE EXISTENCE AND EXACT LOCATION OF ALL UTILITIES
AND UNDERGROUND STRUCTURES.
5.ALL EXISTING TREES, VEGETATION, PAVEMENTS, CONCRETE
FOUNDATIONS, STRUCTURES AND ORGANIC TOPSOIL SHALL BE
STRIPPED AND REMOVED FROM NEW CONSTRUCTION AREAS UNLESS
NOTED OTHERWISE.
6.ALL SLOPES SHALL BE 3:1 (HORIZONTAL: VERTICAL) MAXIMUM UNLESS
NOTED OTHERWISE. ALL SLOPES 3:1 OR GREATER SHALL BE
PERMANENTLY STABILIZED WITH VEGETATION.
7.AN AS-BUILT DRAWING OF NEW UTILITY SERVICES MUST BE PREPARED
BY THE CONTRACTOR AND SUBMITTED TO THE OWNER UPON
COMPLETION OF THE PROJECT.
8.ALL AREAS NOT PAVED SHALL BE TOP SOILED, SEEDED, SODDED,
MULCHED AND/OR LANDSCAPE UNLESS OTHERWISE NOTED IN THE
CONSTRUCTION DRAWINGS, SITE SPECIFICATIONS OR INSTRUCTED BY
THE OWNER.
9.ALL ELEVATIONS SHOWN ARE REFERENCED TO BENCHMARKS ON THE
PROJECT SURVEY AND SHALL BE FIELD VERIFIED BY THE CONTRACTOR
AT GROUNDBREAKING.
10.ALL SPOT ELEVATIONS ARE REFERENCED TO THE FINISHED GROUND
SURFACE UNLESS NOTED OTHERWISE.
11.CONTRACTOR SHALL REFERENCE DETAILED BUILDING PLANS FOR
EXACT BUILDING DIMENSIONS, ELEVATIONS, AND UTILITY CONNECTION
POINTS.
12.CONTRACTOR SHALL COORDINATE FUEL ISLAND CANOPY DRAINS
CONNECTION TO THE MAIN COLLECTOR PIPE WITH THE SHEETZ
CONSTRUCTION MANAGER AND PROVIDE ALL NECESSARY FITTINGS TO
MAKE THE CONNECTION TO THE MAIN COLLECTOR PIPE.
13.CONTRACTOR TO PROVIDE SHOP DRAWINGS ON ALL STORM SEWER
PIPE, MANHOLES, AND INLETS TO THE SHEETZ CONSTRUCTION
MANAGER FOR APPROVAL.
14.AN AS-BUILT DRAWING OF NEW UTILITY SERVICES SHALL BE PROVIDED
BY THE CONTRACTOR AND SUBMITTED TO THE OWNER UPON
COMPLETION OF THE PROJECT.
15.ALL STORM PIPE SHALL BE AS SPECIFIED. ALL JOINTS SHALL BE
WATERTIGHT.
16.ALL STORM STRUCTURES ADJACENT TO CURBS SHALL BE NCDOT
STANDARD.
17.ALL STORM STRUCTURES DIRECTLY DOWN GRADIENT OF THE FUEL
PUMP PAD OR UNDERGROUND STORAGE TANKS SHALL HAVE A SUMP
AND BMP FEATURE (FOR EXAMPLE 'SNOUT') INSTALLED ON THE
OUTFLOW PIPE.
18.CONTRACTOR SHALL REFER TO OTHER PLANS WITHIN THIS
CONSTRUCTION SET FOR OTHER PERTINENT INFORMATION.

STOCKPILES MUST BE AN UPLAND AREA. IF AN OFFSITE BORROW OR SPOIL SITE
IS UTILIZED, THEN THE DISTURBED AREA FOR THE BORROW/SPOIL SITE MUST BE
INCLUDED IN THE LAND DISTURBANCE PERMIT. THE CONTRACTOR WILL PROVIDE
THE LOCATION OF ALL EXCAVATED SOILS USED FOR THIS PROJECT TO NEW
HANOVER COUNTY. THIS AREA MUST ALSO BE AN UPLAND AREA.
11.CONCRETE WASHOUT TO BE LOCATED A MINIMUM OF 50' FROM ANY DRAINAGE
STRUCTURE.
12.THE EROSION CONTROL MEASURES INDICATED ON THE PLANS ARE THE MINIMUM
REQUIREMENTS.
13.ADDITIONAL MEASURES MAY BE REQUIRED, AS DIRECTED BY THE ENGINEER,
ENFORCEMENT OFFICER, OR OTHER GOVERNING AGENCY.

PHASE I EROSION CONTROL CONSTRUCTION
SEQUENCE:
1.OWNER/DEVELOPER/CONTRACTOR SHALL OBTAIN A COPY OF THE
APPROVED EROSION CONTROL PLAN AND MAINTAIN A COPY OF THE
PLAN ON SITE THROUGHOUT DURATION OF CONSTRUCTION.
2.ONLY CLEAR/GRADE ENOUGH TO INSTALL SEDIMENT CONTROL DEVICES
AS SHOWN IN PHASE I.
3.INSTALL CONSTRUCTION ENTRANCE AS INDICATED ON PLAN. INSTALL
SILT FENCE, SILT FENCE OUTLETS AROUND THE PERIMETER OF THE
SITE. DISTURB ONLY THE AREAS NECESSARY FOR INSTALLATION.
4.ADJUST EROSION AND SEDIMENT CONTROL MEASURES AS NECESSARY
FOR PROPER OPERATION. INSTALL ADDITIONAL EROSION CONTROL
MEASURES IF DETERMINED NECESSARY BY INSPECTOR.

PHASE II EROSION CONTROL CONSTRUCTION SEQUENCE:
1.MAINTAIN ALL EXISTING EROSION CONTROL FEATURES PREVIOUSLY
CONSTRUCTED AND ASSOCIATED WITH PHASE 2 EROSION CONTROL.
2.CONTINUE BRINGING FILL INTO THE SITE. IMPORTED MATERIAL WILL
REQUIRE A PERMITTED SITE APPROVAL BEFORE THIS PROCESS BEGINS.
ALL FILL SHALL BE BROUGHT INTO THE SITE AND EVENLY SPREAD OUT
THROUGH THE SITE AS SHOWN IN LIFTS OF NO MORE THAT 1.0' AT A TIME.
FILL SHALL BE ROLL COMPACTED BY A DOZER OR EQUIVALENT AS IT IS
PLACED.
3.INSTALL STORM DRAINAGE SYSTEM FROM OUTLET POINT (LOW END) AND
WORK UPSTREAM. PIPE INLET PROTECTION SHALL BE UTILIZED AT THE
END OF EACH WORK DAY TO ASSURE PIPE NETWORK IS NOT INUNDATED
WITH SEDIMENT.
4.INSTALL SITE IMPROVEMENTS, STORMWATER DRAINAGE SYSTEM, UTILITY
SERVICES, SIDEWALKS AND DRIVES AS SHOWN ON THE APPROVED PLANS.
ALL OPEN TRENCHES FOR UTILITY AND STORMWATER INSTALLATION
SHALL BE PROTECTED FROM SEDIMENTATION BY PILING EXCAVATED
MATERIAL ON THE UPHILL SIDE OF EXCAVATION.
5.INSTALL ADEQUATE EROSION AND SEDIMENT CONTROL MEASURES
AND/OR INCREASE MAINTENANCE FREQUENCY WHERE APPROVED
MEASURES FAIL TO PREVENT ACCELERATED EROSION, OFF-SITE
SEDIMENTATION, OR REPETITIVE NON-COMPLIANCE ISSUES. ALL
MEASURES MUST BE INSTALLED PER PLAN DETAIL. ENSURE
CONSTRUCTION TRAFFIC IS LIMITED TO THE CONSTRUCTION ENTRANCE
ONLY.
6.GROUND COVER SHALL BE PROVIDED AS FOLLOWS:
·FOR ALL AREAS OF MODERATE AND/OR STEEP SLOPES, PROVIDE
TEMPORARY GROUND COVER IF THE SLOPE HAS NOT BEEN
DISTURBED FOR A PERIOD OF FOURTEEN (14) DAYS. SLOPES
GREATER THAN 3:1 REQUIRE GROUND COVER IN 7 DAYS.
·PROVIDE GROUND COVER SUFFICIENT TO RESTRAIN EROSION ON
ANY PORTION OF THE SITE UPON WHICH FURTHER
LAND-DISTURBING ACTIVITY IS NOT BEING UNDERTAKEN WITHIN
FOURTEEN (14) CALENDAR DAYS OF TEMPORARILY OR
PERMANENTLY SUSPENDING LAND DISTURBING ACTIVITY.
·ESTABLISH PERMANENT GROUND COVER SUFFICIENT TO RESTRAIN
EROSION WITHIN FOURTEEN (14) CALENDAR DAYS FOLLOWING
COMPLETION OF CONSTRUCTION OR DEVELOPMENT AND/OR
PRIOR TO FINAL INSPECTION.
8.INSTALL CURB & GUTTER AND GRAVEL BASE.
9.MODIFICATIONS TO THE APPROVED AND PERMITTED PLANS SHALL BE
APPROVED BY EROSION CONTROL INSPECTIONS PRIOR TO REMOVAL OR
INSTALLATION. CONTACT THE EROSION CONTROL INSPECTOR TO OBTAIN
SIGN-OFF ON THE PLANS.
10.MAINTAIN ALL EROSION AND SEDIMENT CONTROL MEASURES IN GOOD
WORKING ORDER. SILT FENCE, INLET PROTECTION, AND OTHER SIMILAR
MEASURES MUST BE CLEANED OUT BEFORE THEY ARE HALF FULL.
CLOGGED STONE FILTERS MUST BE REFRESHED/REPLACED. SILT FENCE
CAN NOT HAVE HOLES OR TEARS.
11.AT A MINIMUM OF SEVEN (7) DAYS PRIOR TO SCHEDULING THE

USED TO STORE EXCAVATED SOIL FROM THE SITE. THE LOCATION OF OFFSITE
STOCKPILES MUST BE AN UPLAND AREA. IF AN OFFSITE BORROW OR SPOIL SITE
IS UTILIZED, THEN THE DISTURBED AREA FOR THE BORROW/SPOIL SITE MUST BE
INCLUDED IN THE LAND DISTURBANCE PERMIT. THE CONTRACTOR WILL PROVIDE
THE LOCATION OF ALL EXCAVATED SOILS USED FOR THIS PROJECT TO NEW
HANOVER COUNTY. THIS AREA MUST ALSO BE AN UPLAND AREA.
11.CONCRETE WASHOUT TO BE LOCATED A MINIMUM OF 50' FROM ANY DRAINAGE
STRUCTURE.
12.THE EROSION CONTROL MEASURES INDICATED ON THE PLANS ARE THE MINIMUM

UTILITY NOTES
1.ALL SITE WORK SHALL BE DONE IN ACCORDANCE WITH THE PLANS PREPARED
BY TIMMONS GROUP, THE CURRENT REQUIREMENTS OF NEW HANOVER
COUNTY/ NCDEQ/ AQUA, THE APPLICABLE SECTIONS OF THE NCDOT STANDARD
SPECIFICATIONS FOR ROADWAY CONSTRUCTION, AND ALL OTHER PERTINENT
FEDERAL AND STATE LAWS.
2.THE CONTRACTOR SHALL COMPLY AT ALL TIMES WITH APPLICABLE FEDERAL,
STATE AND LOCAL LAWS, PROVISIONS, AND POLICIES GOVERNING SAFETY AND
HEALTH.
3.THE CONTRACTOR SHALL BE RESPONSIBLE FOR EXAMINING THE AREAS AND
CONDITIONS UNDER WHICH THE PROJECT IS TO BE CONSTRUCTED PRIOR TO
THE SUBMISSION OF A BID. SUBMISSION OF A BID SHALL BE CONSTRUED TO
MEAN THE CONTRACTOR HAS REVIEWED THE SITE AND IS FAMILIAR WITH
CONDITIONS AND CONSTRAINTS OF THE SITE. IF DISCREPANCIES BETWEEN
FIELD CONDITIONS AND DESIGN PLANS ARE DISCOVERED, CONTRACTOR SHALL
NOTIFY OWNER AND ENGINEER IMMEDIATELY.
4.BEFORE EXCAVATION, ALL UNDERGROUND UTILITIES SHALL BE LOCATED IN
THE FIELD BY THE PROPER AUTHORITIES. THE CONTRACTOR SHALL NOTIFY
NORTH CAROLINA 811 AT 1-800-632-4949. THE LOCATION OF ALL UTILITIES AND
UNDERGROUND STRUCTURES ARE APPROXIMATE AND MAY NOT ALL BE
SHOWN. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO DETERMINE THE
EXISTENCE AND EXACT LOCATION OF ALL UTILITIES AND UNDERGROUND
STRUCTURES.
5.IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO BID AND PERFORM ALL
UTILITY WORK IN COMPLIANCE TO ALL APPLICABLE LOCAL AND STATE CODES
AND REGULATIONS.
6.THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL FEES ASSOCIATED WITH
THE INSTALLATION, INSPECTING, TESTING AND FINAL ACCEPTANCE OF ALL
PROPOSED UTILITY CONSTRUCTION UNLESS OTHERWISE COORDINATED
BEFOREHAND WITH SHEETZ.
7.CONTRACTOR SHALL COORDINATE WITH THE APPROPRIATE UTILITY COMPANY
ON THE ADDITION, REMOVAL AND/OR RELOCATION OF UTILITIES AND UTILITY
POLES AND THE EXTENSION OF ALL PROPOSED UTILITIES TO THE SHEETZ
PROJECT STRUCTURES.
8.ALL UTILITIES SHALL BE INSTALLED IN ACCORDANCE WITH THE
SPECIFICATIONS OF THE RESPECTIVE UTILITY COMPANY. IT IS THE
RESPONSIBILITY OF THE CONTRACTOR TO ENSURE ALL UTILITIES ARE
INSTALLED CORRECTLY TO MEET PROJECT REQUIREMENTS WHETHER
PERFORMED BY THE CONTRACTOR OR NOT.
9.AN AS-BUILD DRAWING OF NEW UTILITY SERVICES SHALL BE PREPARED BY THE
CONTRACTOR AND SUBMITTED TO THE OWNER UPON COMPLETION OF THE
PROJECT.
10.UTILITY COMPANIES AND CONTACTS ARE LISTED ON SHEET C0.0.
11.CONDUIT LOCATIONS TO FREESTANDING SIGNS AND SITE LIGHT POLES TO BE
COORDINATED WITH SHEETZ CONSTRUCTION MANAGER.
12.CONTRACTOR SHALL COORDINATE AND VERIFY WITH SHEETZ CONSTRUCTION
MANAGER ON LOCATION AND SIZE OF THE STORE GREASE TRAP. GREASE
TRAP SHALL BE PROVIDED WITH "T" PIPE IN OUTFLOW CHAMBER. ALL SANITARY
SEWER PIPE SHALL BE THE SDR-35 PVC UNLESS OTHERWISE NOTED.
13.CONTRACTOR SHALL COORDINATE WITH SHEETZ CONSTRUCTION MANAGER
AND SHEETZ IT DEPARTMENT ON THE CONDUIT ROUTE TO STORE FOR
TELE/COMMUNICATION SERVICES.
14.CONTRACTOR SHALL REFER TO OTHER PLANS WITHIN THIS CONSTRUCTION

CONSIDERATIONS FOR CONSTRUCTION SCHEDULING
CONSTRUCTION ACTIVITY SCHEDULE CONSIDERATION
CONSTRUCTION ACCESS: Construction entrance, construction
routes, equipment parking areas.
First land-disturbing activity- Stabilize bare areas immediately with gravel and
temporary vegetation as construction takes place.
SEDIMENT TRAPS AND BARRIERS: Basin traps, sediment fences,
and outlet protection.
Install principal basins after construction site is accessed. Install additional traps and barriers
as needed during grading.
RUNOFF CONTROL: Diversions, perimeter dikes, water bars, and
outlet protection.
Install key practices after principal sediment traps and before land grading. Install additional
runoff-control measures during grading.
RUNOFF CONVEYANCE SYSTEM: Stabilize streambanks, storm
drains, channels, inlet and outlet protection, and slope drains.
Where necessary, stabilize streambanks as early as possible. Install principal runoff
conveyance system with runoff-control measures. Install remainder of system after grading.
LANDING CLEARING AND GRADING: Site preparation- cutting, filling
and grading, sediment traps, barriers, diversions, drains, and surface
roughening.
Begin major clearing and grading AFTER principal sediment and key runoff-control measures
are installed. Clear borrow and disposal areas only as needed. Install additional control
measures as grading progresses. Mark trees and buffer areas for preservation.
SURFACE STABILIZATION: Temporary and permanent seeding,
mulching, sodding and riprap.
Apply temporary or permanent stabilization measures immediately on all disturbed areas
where work is delayed or complete.
BUILDING CONSTRUCTION: Buildings, utilities, and paving.Install necessary additional erosion and sedimentation control practices as work takes place.
LANDSCAPE AND FINAL STABILIZATION: Topsoiling, trees and
shrubs, permanent seeding, mulching, sodding, and riprap.
Last construction phase: Stabilize all open areas, including borrow and spoil areas. Remove
and stabilize all temporary control areas.
NOTE: The above are the main aspects of a typical construction sequence in general terms. A detailed Construction Sequence should be site specific based
on your project and site needs. As a minimum, the construction sequence schedule should show the following:
·The erosion and sedimentation control practices to be installed,
·Principal development activities,
·What measures should be in place before other activities are begun, and
·Compatibility with the general construction schedule of the contract.
Many timely construction techniques can reduce the erosion potential of a site, such as (1) shaping earthen fills daily to prevent overflows and (2)
constructing temporary diversions ahead of anticipated storms. These types of activities cannot be put on the construction sequence schedule, but should be
used whenever possible.

3.Sediment on roadways is to be removed immediately by broom and shovel, either by
manual or mechanical means, and not to be washed off where it has the potential to
enter a stream, drainage way or storm drain system.

TEMPORARY GRAVEL CONSTRUCTION ENTRANCE/EXIT
NOTES:
1.Permanent seeding, sodding or other means of stabilization are required when all construction work is completed according to the NPDES timeframes table.
2.A North Carolina Department of Agriculture soils test (or equal) is highly recommended to be obtained for all areas to be seeded, sprigged, sodded or planted.
3.Use a seeding mix that will produce fast0growing nurse crops and includes non-invasive species that will eventually provide a permanent groundcover. Soil blankets may be used in lieu of nurse crops.
Mat, tack or crimp mulch, as needed to stabilize seeded areas until root establishment. Mulch must cover at leaser 80% of the soil surface.
4.Ground cover shall be maintained until permanent vegetation is established and stable against accelerated erosion.
SEED BED PREPARATION:
LIMING- Apply lime according to soil test recommendations. If the pH (acidity) of the soil is not known, an application of ground agricultural limestone at the rate of 1 to 1 12 tons/acre on coarse0textured soils
and 2-3 tons/acre on fine-textured soils is usually sufficient. Apply limestone uniformly and incorporate into the top 4-6 inches of soil. Soils with a pH of 6 or higher need not be limed.
FERTILIZER- Base application rates on soil tests. When these are not possible, apply a 10-10-10 grade fertilizer at 700-1,000 lb/acre. Both fertilizer and lime should be incorporated into the top 4-6 inches of
soil. If a hydraulic seeder is used, do not mix seed and fertilizer more than 30 minutes before application.
SURFACE ROUGHENING- If recent tillage operations have resulted in a loose surface additional roughening may not be required, except to break up large clods. If rainfall causes the surface to become
sealed or crusted, loosen it just prior to seeding by raking, harrowing, or other suitable methods for fine grading. the finished grade shall be a smooth even soil surface with a loosen uniformly fine texture.

side in the bottom row to allow pool drainage. The
foundation should be excavated at least 2 inches
below the crest of the storm drain. Place the
bottom row of blocks against the edge of the storm
drain for lateral support and to avoid washouts
when overflow occurs. If needed, give lateral
support to subsequent rows by placing 2 inch x 4
inch wood studs through block openings.
2.Carefully fit hardware cloth or comparable wire
mesh with 1/2-inch openings over all block
openings to hold gravel in place.
3.Use clean gravel 1/2 to 3/4 inch in diameter, placed
2 inches below the top of the block on a 2:1 slope
or flatter and smooth it to an even grade. NCDOT
#57 washed stone is recommended.
MAINTENANCE:
1.Inspect all measures at least weekly and after every
rainfall of 1.0 inch or greater; repair immediately.
2.Remove sediment as necessary to provide
adequate storage volume for subsequent rains.
3.When the contributing drainage area has been
adequately stabilized, remove all materials and any
unstable soil, and either salvage or dispose of it

then smooth and compact before stabilizing.

Notes:
1.Construct the sediment barrier of standard strength or extra strength synthetic filter fabrics.
2.Ensure that the height of the sediment fence does not exceed 24 inches above the ground. (Higher fences may
impound volumes of water sufficient to cause failure of the structure)
3.Construct the filter fabric from a continuous roll cut to the length of the barrier to avoid joints. When joints are
necessary, securely fasten the filter cloth only at a support post with 4 feet minimum overlap to the next post.
4.Support standard strength filter fabric by wire mesh fastened securely to the upslope side of the posts. Extend the
wire mesh support to the bottom of the trench. Fasten the wire reinforcement, then fabric on the upslope side of the
fence post. Wire or plastic zip ties should have a minimum 50 pound tensile strength.
5.When a wire mesh support fence is used, space posts a maximum of 8 feet apart. Supports should be driven securely
into the ground a minimum of 24 inches. Wire mesh should be a minimum 14-gauge with 6 inch mesh spacing.
6.Extra strength filter fabric with 6 foot post spacing does not require a wire mesh support fence. Securely fasten the
filter fabric directly to posts. Wire or plastic zip ties should have a minimum of 50 pound tensile strength.
7.Excavate the trench approximately 4 inches wide and 8 inches deep along the proposed line of the posts and upslope
from the barrier.
8.Place 12 inches of fabric along the bottom and side of the trench.
9.Backfill the trench with soil placed over the filter fabric and compact. Thorough compaction of the backfill is critical to
silt fence performance.
10.Do not attach filter fabric to existing trees.
11.Do not place across ditches, streams, or any other areas of concentrated flow.
Maintenance:
1.Inspect all measures at least weekly and after each rainfall of 1.0
inch or greater. Make any required repairs immediately.
2.Should the fabric of a sediment fence collapse, tear, decompose,
or become ineffective, replace it promptly.
3.Remove sediment deposits as necessary to provide adequate
storage volume for the next rain and reduce pressure on the
fence. Take care to avoid undermining the fence during cleanouts.
4.Remove all fencing materials and unstable sediment deposits and
bring the area to grade and stabilize it after the contributing
drainage area has been properly stabilized.
