Raleigh, NC 27612 RE: Approved Scope for the Traffic Impact Analysis (TIA) associated with the proposed Hilton Bluffs Development in New Hanover County, NC
Dear Ms. Govea: Based on the information provided, and conversations held to date, it is our understanding that the proposed Hilton Bluffs Development, to be located in New Hanover County, will be built in three (3) phases and consist of:
Phase 1 (Build Year 2026)
• ITE LUC 210 Single-Family Detached Housing – 98 DU
Phase 2 (Build Year 2029)
• ITE LUC 210 Single-Family Detached Housing – 490 DU
• ITE LUC 251 Senior Adult Housing-Single Family – 210 DU
Phase 3 (Build Year 2034)
• ITE LUC 210 Single-Family Detached Housing – 1,470 DU
• ITE LUC 251 Senior Adult Housing-Single Family – 630 DU
Full Build (Build Year 2044)
• ITE LUC 210 Single-Family Detached Housing – 2,860 DU
• ITE LUC 251 Senior Adult Housing-Single Family – 1,225 DU Below please find the scope to be used for the Traffic Impact Analysis: 1. Data Collection - Analysis Parameters:
a. Study Intersections
i. I-140 Eastbound Ramps at NC 133 (Castle Hayne Road)
ii. I-140 Westbound Ramps/Centennial Drive at NC 133 (Castle Hayne Road)

iv. NC 133 (Castle Hayne Road) at SR 1002 (Holly Shelter Road)
v. NC 133 (Castle Hayne Road) at SR 2106 (McDougald Drive)
vi. NC 133 (Castle Hayne Road) at Sledge Road/Site Access 1
vii. NC 133 (Castle Hayne Road) at SR 1337 (Marathon Ave)/Site Access 2
viii. NC 133 (Castle Hayne Road) at SR 1175 (Kerr Avenue)/Riverside Drive
b. Traffic counts
i. May 2024 traffic counts, collected by Davenport, to be used. For existing intersections without May 2024 traffic counts, provide turning movement counts for weekday AM (7:00am-9:00am) and PM (4:00 pm - 6:00pm) peak periods, signal timing (if applicable), and lane geometry.
ii. Collect 13-hour counts at the intersections of NC 133 (Castle Hayne Road) at SR
2106 (McDougald Drive) and NC 133 (Castle Hayne Road) at SR 1337 (Marathon
Ave)/Site Access 2 and any other study intersections where signal warrant analyses are anticipated.
c. Site Trip Generation, Site Trip Distribution and Background Traffic Assumptions
i. Site Trip Generation Estimate
• Approved as submitted in scoping request (by Davenport, dated 11/12/24).
ii. Site Trip Distribution
• To be submitted for approval and approved prior to use in the TIA.
iii. Adjacent Development (approved (but as of yet to be built)) development including but limited to;

a. This scope shall remain valid for three months from the date of this letter.
b. Please note that if any changes occur (including but not limited to; land use, intensity, phasing, and/or site access) additional analysis may be required.
