The following comments have been received for the April 16, 2025, TRC meeting. Additional comments
may be made upon further review of subsequent revisions.
Please note: following the TRC meeting, a revised site plan addressing each of the below items must be
resubmitted prior to receiving site plan approval.

1. General Comments
a. B-2 zoning, current use is auto sales.
b. Please log into COAST and pay the $75.00 review fee, INV-00139770.
c. Site plan appears to comply with 3.5.3.D. Shod District Standards.
2. UDO Section 5.1, Parking and Loading
a. Repair Shop use requires 3/1,000 SF of building area. Project proposes 12,000 SF.
Required parking is 36 spaces, 42 provided.
b. Electric Vehicle Capable Parking space requirement of 20% applies to 36 and not the 42
provided. Please note Electric Vehicle Capable Parking spaces do not require installation
of Electric Vehicle Charging Assemblies and may count toward the minimum parking
requirements.
c. Please provide typical parking space dimensions or a detail reflecting the dimensions.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please note that no building permit for any structure shall be issued which requires
NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval.
Evidence of approval shall accompany the application for building permit.

4. UDO Section 5.3, Tree Retention
a. Note: Land disturbance permits can be issued by county Engineering before a Tree
Removal Permit is approved by Planning. However, any trees removed before the Tree
Removal Permit is issued may result in enforcement action under Section 5.3.2 of the
Unified Development Ordinance to include prohibiting any development of the site for 3
to 5 years.
5. UDO Section 5.4, Landscaping and Buffering
a. Please submit a landscape plan to include: a transitional buffer along the portion of the
site adjacent to the R-15 Residential district, parking lot perimeter landscaping, parking
lot interior landscaping, street yard, and foundation plantings. Please include calculations
where necessary.
b. Please consider moving the dumpster location away from the R-15 boundary. The
transitional buffer is required here.
i. Please include a detail of the dumpster screening.
6. UDO Section 5.5, Lighting
a. Please note that a lighting plan is not required for TRC approval but will be required prior
to issuance of construction plan approvals.
b. Is any new lighting proposed for the site?
7. UDO Section 5.6, Signs
a. For any new or updated signs on the site, please submit for a sign permit, referencing
Section 5.6 of the UDO for standards.
8. UDO Section 5.7, Conservation Resources
a. Per New Hanover Conservation Resources map there is a very small area of Pocosin on
the site, however it does not meet the 5-acre minimum requirement.

1. New structures 12,000 sq. ft. and larger must comply with Section 510 of the NC Fire Code.
2. An ERRC survey must be conducted, with results submitted to the Fire Plan Reviewer.
3. Buildings that are more than one story, underground, windowless, or with a basement must
complete an ERRC survey.
4. A pre-construction ERRC survey is highly recommended but not required.
5. Please submit a Hazardous Materials Inventory Statement (HMIS) available (NCFC 5001.5.2)
when plan review documents are submitted.

1. A land disturbing issued by the County is required for this project. Please digitally submit the
permit application documentation with requisite review fees for County issued permit directly
to gjamison@nhcgov.com. Application and forms can be found at

2. A County stormwater permit issued by the County is required for this project. Please indicate in
plan view the anticipated location and size of the stormwater control measure (SCM). Please
digitally submit the permit applications documentation with requisite review fees to the COAST
online permit portal (https://newhanovercountync-
energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at
https://www.nhcgov.com/251/Stormwater however the application form is not required as the
information will be gathered by the COAST portal.
3. Please contact the State DEQ office for the stormwater permit requirements.
4. The offsite stormwater drainage coming from the northwest that is conveyed around the site
will need to be placed in a public drainage easement sized in accordance with NHC Stormwater
Manual. Construction in the offsite drainage conveyance measures that will be maintained by
the county will need to be observed during construction by Stormwater Services and a turnover
meeting scheduled once the system is ready to be conveyed to the county. Please add a plan
note to ensure county construction observation and a turnover meeting occurs. Note, should
the applicant elect to maintain the conveyance measures themselves, the POA covenants shall
indicate the operation and maintenance roles and responsibilities for the conveyance measure.

1. Environmental Health records reflect this site is on a private drinking water well. Must connect
to public water and properly abandon existing well. Existing well must be identified, protected
and abandoned properly (by a Certified Well Driller). If public water cannot be achieved then
the existing well must be protected during all demolition and construction. Must identify the
number of employees in the business if well is kept as water source.
2. Environmental Health records indicate a septic repair in 1991. If an old septic tank is
encountered it must be pumped, crushed and filled. Site plan reflects connection to public
sewer.

Hanover County interested in exploring low-cost, long-term financing options that support

I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE
COMMENTS: The soils are predominantly Leon sand (Le) and Murville fine sand
(Mu).
According to the booklet, “Wilmington/New Hanover Classification of soils for
Septic Tank Suitability, Leon and Murville are Class III soils.
The Soil Survey of New Hanover County lists Leon as poorly drained and Murville
as very poorly drained.
Leon and Murville are on the New Hanover County Hydric Soils A list, which
means they are possibly wetland areas and subject to regulation under the Clean
Water Act. It should be noted, according to the Soil Survey of New Hanover
County, the limitation for dwellings with or without basements and for small
commercial buildings is severe for all of the soils on this site. The limitations are
due to flooding and/or wetness. An adequate drainage and maintenance plan is
needed for suitable housing.
The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and
the NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits
under the Clean Water Act. Before disturbing possible wetland areas, developers
should contact these agencies to stay in compliance with State and Federal
regulations.

x All pylon signs in the median or sight distance triangle must provide a vertical
clear sight zone between 3 feet-6 inches and 10 feet-0 inches measured from the
EOP. Signing located within a clear recovery area shall be of a “breakaway
design.”

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
licensed Professional Engineer.

water inlet/outlet including ditch lines and storm water pipes, if located outside of the 500' distance.

3)All driveway widths (2-way: 20’ minimum, 36’ maximum | 1-way: 12’ minimum, 24’ maximum | with island: 14'ingress, 18' egress) (pages 50 & 77)
4)Driveway Profile - In shoulder sections, maintain minimum 2% fall from edge of travel way for required
