Meeting Minutes
March 20, 2025
I. Call to order
Chair Angela Barr. called to order the regular meeting of the New Hanover County
Alcoholic Beverage Control Board at 9:00 am on March 20, 2025 at the General Office,
6009 Market Street, Wilmington, NC.
II. Chairman confirms quorum
The following Members of the Board were present_

Others in attendance were:
Charles Hill, General Manager
James Casteen, Assistant General Manager
Kathy Clark, Finance Officer/Board Secretary
Kemp Burpeau, Legal Counsel
Lt. Josh Cortes, NHC Sheriff Department
Sgt, Daniel Gaither, Wrightsville Beach Police Department
III. Conflict of Interest Reminder
Ms. Barr verbally confirmed that the Board members had read the following ethics
reminder:
"In accordance with General Statute 18B-201, it is the duty of every Board member to
avoid both conflicts of interest and appearances of conflicts. Does any member have
any known conflict of interest or appearance of conflict with respect to any matters
coming before the Board today? If so, please identify the conflict or appearance of
conflict and refrainfrom any undueparticipation in theparticular matter involved. "
Let it be recorded that no conflicts were identified by any Board member regarding this
Board meeting.
IV. Consent Agenda Items of Business
Ms. Barr presented the minutes from the Regular Meeting of February 20, 2025. Mr. Burney
made the motion to approve the minutes as written. Mr. Shell seconded the motion, all
approved.

agenda as written. Mr. Burney seconded the motion, all approved.
V. Administrative Reports
ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for February was
presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE
Monthly Reporting Numbers ftom the North Carolina ABC Commission website
(Attachment "A"). Sgt. Daniel Gaither of the Wrightsville Beach Police Department
presented stats for the Wrightsville Beach Police Department.
Lt. Josh Cortes presented a proposal for the New Hanover County ABC Board to help
fund Challenge Coins for our ABC Law Enforcement Unit with the New Hanover County
Sheriff Office. The Challenge Coins are in the design prase. He advised on how these
Challenge Coins are given to individuals and help to show unity. After Board discussion,
Mr. Burney made a motion to fund $1,000 toward the Challenge Coins for the ABC Law
Enforcement Unit with the New Hanover County Sheriff Office. Mr. Dickerson seconded
the motion, all approved.
Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board
Financial Statements for February, 2025. The Financial Statement showed, the
Actual -to -Actual comparison Gross Sales less than the prior February by $327k
(6.48%), Operating Expenses more than prior February by $50k (9.51 %), and Income
from Operations less than prior February by $127k.
• Outreach & communications Update Ms. Iammatteo provided updates on the Grants
and Scholarship cycles.
General Manager Updates
• 4840 Carolina Beach Road Store #111— Mr. Hill provided a update on the
Building Permit Application. He advised that the permit was resubmitted on
March 19, 2025.
• Warehouse Liahtin — Mr. Hill advised that Board that 24 lights are needing
to be replaced. The current quote that has been received to replace the lights
is $9,200. Mr. Hill is going to reach out to other vendors for quotes.
VI. Closed Session
Mr. Burney made the motion to go into Closed Session pursuant to NC GS 143-318.11 (a)
(b) to discuss a personnel issue. Mr. Shell seconded the motion, and all approved.
V11. Return to Open Session
Mr. Dickerson made the motion to return to Open Session. Mr. Burney seconded the
motion, and all approved.

VIII. Action coming out of Closed Session
Mr. Dickerson made a motion to increase Mr. Hill's salary by 3%, effective March 2,
2025, with a one-time bonus of $8,000. Mr. Hill will be eligible for any market
adjustments that maybe given in the coming year. Mr. Burney seconded the motion, and
all approved.
IX. Adiournment
Ms. Barr advised the Board the next regular Board Meeting is scheduled for Thursday, April
17, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
Mr. Burney made the motion to adjourn the meeting; Mr. Dickerson seconded the motion,
and all approved.
