RE: 1700 Hall Dr, Wilmington NC 28405 – Expansion of the existing 84 Lumber Storage
Facility – TRC Review Comments
In response to the TRC Planning Comments, we offer the following responses:
1. General Comments
a. Zoning is AC
b. Use is Warehousing
Response: Understood. Plans have been updated to indicate warehousing as use.
2. UDO Section 5.1, Parking and Loading
a. Warehousing use requires 1.5 parking spaces per 1000 sq ft.
b. 50,000 sq ft requires 75 parking spaces
c. Site plan appears to show 16 spaces
d. You have the option to provide a parking demand study to reduce parking spaces. An
example parking demand study has been attached to the comments email.
Response: Parking demand study is enclosed for review.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please note that no building permit for any structure shall be issued which requires
NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval.
Evidence of approval shall accompany the application for building permit.
Response: Understood.
4. UDO Section 5.3, Tree Retention
a. Note: Land disturbance permits can be issued by county Engineering before a Tree
Removal Permit is approved by Planning. However, any trees removed before the Tree
Removal Permit is issued may result in enforcement action under Section 5.3.2 of
the Unified Development Ordinance to include prohibiting any development of the site
for 3 to 5 years.
b. Based on aerial imagery it looks like the site is currently wooded and tree removal will
be required for this development
c. Please apply for a tree removal permit

Response: Per email correspondence with you dated 2/4/25, it is our understanding that NHC Planning will
defer to the state statute in this circumstance and that no tree removal permit is required.
5. UDO Section 5.4, Landscaping and Buffering
a. Please note that historically the county has not required new trees to be planted on

airport property, and has allowed airport landscaping requirements to be met with
shrubs.
b. The landscape plan shows tree plantings-this is perfectly fine
c. Parking lot interior landscaping:
i. Once final parking is calculated we can revisit this
d. Street yard landscaping looks fine
i. Please note that the street yard plantings cannot double count for interior
parking lot landscaping
ii. It does not appear that this is the case on this site, but something to be
aware of since the parking lot may change
e. Foundation planting calculations look fine
Response: Please see revised landscaping plan per our TRC Meeting on 2/5/25.
6. UDO Section 5.5, Lighting
a. Please note that a lighting plan is not required for TRC approval, but will be required
prior to issuance of construction plan approvals.
b. Is any lighting proposed for the site?
Response: Please see plan sheet C8.1 for proposed lighting.
7. UDO Section 5.6, Signs
a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of
the UDO for standards.
Response: Acknowledged.
8. UDO Section 5.7, Conservation Resources
a. Per the New Hanover County conservation resource map there are no conservation
resources on this property.
Response: Acknowledged.
