Absolutely, we will defer to the state statute in this circumstance, so there is no tree removal permit required, although maintaining a perimeter lined with trees would be beneficial and greatly appreciated. I have also attached the Parking Demand Study, I am not sure how that did not get included the first time around, but I apologize for that as well! Also, one of your comments (2d) mentions a parking demand study was attached to the comments email, but we did not receive. We reference the attached Alternative Parking Study on the plan. A tree removal permit would not be required on airport property however we certainly encourage them to retain perimeter trees along the road and any larger specimen trees they might find. For our information can you send a sketch of the general area they intend to remove trees? We may get questions from the public about it. This will be through a lease from the ILM Airport Authority. I presume the exemption from tree removal still applies here? February 6, 2006 Page 1 of 5 Colonial Materials – Parking Demand Study BACKGROUND • New Hanover County’s Unified Development Ordinance (UDO) allows applicants to demonstrate that the minimum off-street parking requirement is different from the standards listed in the UDO. • The UDO requires that warehousing uses provide a minimum of 1.5 parking spaces per 1,000 square feet. • The applicant is proposing to construct a warehousing use (Colonial Materials) at 3651 & 3701 US-421 consisting of 32,990 square feet. The UDO would require a facility of this size to provide 49 off-street parking spaces. COMPARABLE DEVELOPMENTS • This study examines the following three comparable developments: o Colonial Materials – 570 Belt Blvd, Fayetteville, NC 28301 o Colonial Materials – 10601 Ponderosa Service Rd, Wake Forest, NC 27587 o Colonial Materials – 351 White Road, Jacksonville, NC 28546 • The three comparable developments are of the same business at other locations in North Carolina with defined and marked parking spaces. • The parking space numbers provided in this study reflect only the marked spaces in the parking lot and not any loading areas adjacent to the building or within the laydown yard. TRIP GENERATION • Based on the ITE Trip Generation Manual, the proposed use is estimated to generate the following number of trips: o 28 trips in the AM peak; and o 30 tips in the PM peak. • Trip generation includes both vehicles entering and exiting the site. • Due to the operational characteristics of the business, it is expected that a portion of the trips will not utilize the designated parking spaces but will instead park within the lay down yard to load materials.
