Call to order Chair Angela Barr. called to order the regular meeting of the New Hanover County AIcoholic Beverage Control Board at 9:00 am on April 17, 2025 at the General Office, 6009 Market Street, Wilmington, NC. II. Chairman confirms quorum The following Members of the Board were present: Angela Barr, Chair Louis Burney, Jr., Vice Chair Cedric Dickerson, Member Bruce Shell, Member William Rivenbark, Member Others in attendance were: James Casteen, Assistant General Manager Kathy Clark, Finance Officer/Board Secretary Kemp Burpeau, Legal Counsel Lt. Josh Cortes, NHC Sheriff Department Sgt. Angus Trott, NHC Sheriff Department Det. Tiesha Grady, NHC Sheriff Department Sgt. Daniel Gaither, Wrightsville Beach Police Department IIL Conflict of Interest Reminder Ms. Barr verbally confirmed that the Board members had read the following ethics reminder: "In accordance with General Statute 18B-201, it is the duty of every Board member to avoid both conflicts of interest and appearances of conflicts. Does any member have any known conflict of interest or appearance of conflict with respect to any matters coming before the Board today? If so, please identify the conflict or appearance of conflict and refrainfrom any undueparticipation in theparticular matter involved. " Let it be recorded that no conflicts were identified by any Board member regarding this Board meeting. IV. Consent Agenda Items of Business Ms. Barr presented the minutes from the Regular Meeting of March 20, 2025. Mr. Burney 1 I Pa ge made the motion to approve the minutes as written. Mr. Dickerson seconded the motion, all approved. Ms. Barr presented the minutes from the Closed Session Meeting of March 20, 2025. Mr. Burney made the motion to approve the minutes as written. Mr. Dickerson seconded the motion, all approved. Ms. Barr presented the proposed meeting agenda. Mr. Dickerson made the motion to approve the agenda as written. Mr. Burney seconded the motion, all approved. V. Regular Agenda Items of Interest Additional Shelving at Wrightsville Beach Store — Mr. Casteen presented a request for approval that was sent by email to the Finance Committee for the allocation of funds in the amount of $5,236.21. These funds are to install additional shelving at the Wrightsville Beach Store, expanding their display space to meet customer demand and maximize sales potential. The Finance Committee approved the request by email for additional shelving to be purchased for the Wrightsville Beach Store. With motion coming from the Finance Committee to purchase and have installed additional shelving at the Wrightsville Beach Store at the price of $5,236.21, no need for a second, all approved. • Recommendations/Reauest to New Hanover Countv Commissioners —Mr. Casteen requested for the Board to discuss recommendation for Board Chair, for the upcoming year. He also requested discussion for the recommendation of reappointment of Board Member. After discussion Mr. Burney made motion for a letter to the New Hanover County Commissioners with the Boards recommendation for Board Chair as Angla Barr and her re -appointment. Mr. Shell seconded the motion, all approved. Warehouse Lighting Repair — Mr. Casteen provided an update for the replacement of 24 LED lighting fixtures in the warehouse. Three quotes were received with the lowest from Laney Electrical Construction for $8,200. Mr. Shell made motion to accept the quote from Lany Electrical Construction to replace 24 LED lighting fixtures in the warehouse in the amount of $8,200. Mr. Rivenbark seconded the motion, all approved. VI. Administrative Reports ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for March was presented by Lt. Josh Cortes, NHC Sheriff's Department. Please see the attached LE Monthly Reporting Numbers from the North Carolina ABC Commission website (Attachment "A"). Sgt. Daniel Gaither of the Wrightsville Beach Police Department presented stats for the Wrightsville Beach Police Department. • Lt. Josh Cortes introduced Detective Tiesha Grady, as the newest member of the Sheriffs Department ABC Unit. 2 1 Pa ge Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board Financial Statements for March, 2025. The Financial Statement showed, the Actual - to -Actual comparison Gross Sales less than the prior March by $503k (8.43%), Operating Expenses more than prior March by $121 k (22.8 1 %), and Income from Operations less than prior March by $193k, Outreach & communications Update — Ms. lammatteo provided updates on the Grants and Scholarship cycles. • General Manner Updates • 4840 Carolina Beach Road Stare #H I — Mr, Casteen provided a update on the ongoing remodel. Flooring and Shelving scheduled in May, 2025. VI 1. Adjournment Ms. Barr advised the Board the next regular Board Meeting is scheduled for Thursday, May 15, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
