April 17, 2025
Minutes
Assembly:
The Library Advisory Board met in the Regular Session on Thursday, April 17th at 1:30 pm at the
Main Library (3rd fl. Board Room).

Patricia Lawler convened the meeting at 1:35 pm.

Agenda Review
Approved
Approval of Previous Minutes
The minutes from the last board meetings on March 20, 2025, were sent to the board prior to
the meeting for review.
The corrections requested were as follows:
• Scott Dodd was listed as Present – Change to Excused
• Correct spelling of last name Smith under Adjournment.

Motion: Liz Colin MOVED, SECONDED by Harriet Smith, to accept the minutes of the 03/20/25
with corrections listed. Upon voting, the MOTION WAS CARRIED UNANIMOUSLY.
Correspondence

Friends of the Library
Monica Petcovic reported the following:
• LEAD Grants (Leadership, Experimentation, Advocacy, Development): The FOL
budgeted $6,000 for LEAD grants focused on library staff projects and professional
development. Six applications have been received. These will be awarded by the FOL at
their May meeting.
Library Foundation
No Report
Director’s Report
Project Grace
• Construction is still on time. The Certificate of Occupancy should be received in July. In
August we will begin moving in. Opening is scheduled for October.
• The County Commissioners have recently awarded additional funds to the project.
These funds were for the Museum, furniture and public art.
Northchase
• The steel framing is going up.
• Opens in February 2026.
• Once the budget is approved, we will begin hiring the branch manager and assistant
manager. Other staff will be hired closer to the opening date.
Staff
• We are going over application for the Monday courier. Interviews will begin next week.

Programs
• Summer Reading for kids will be through the Collaborative Summer Library program.
“Summer @ Your Library: Read, Learn, Discover”. Beanstack is an online tool to track
reading hours.
• Read Across the County will be on hiatus this year. Instead, summer reading for adults
will focus on True Crime. The book selected is “The Devil at his Elbow” Alex Murdaugh
and the fall of a Southern dynasty by Valarie Bauerlein. This will include a presentation
from the author.
Database Spotlight
Jimi Rider, MN Branch Manager, spotlighted Value Line.
Value Line provides investment research and financial publishing services, particularly known
for its stock analysis newsletter. It offers a wide range of investment research, including
analysis of stocks, mutual funds, options, and other securities.
New Business
LAB By-Laws
The LAB By-laws were updated in 2020 but were not forwarded to the NHC County
Commissioners for approval. The last approved by-laws were from 2011.
Dana presented the board with the 2011 approved by laws and highlighted suggested wording
and changes. These recommendations were presented and discussed by the board.
There was a change In Article VI of the bylaws, order of business. Instead of Friend’s, it should
be Friends of Public Library.
Please forward any additional changes to Dana and Patricia Lawler. We will vote on the new
by-laws at our next meeting.
Policy Changes
Dana presented the following policies to the board. Each policy was reviewed by the board and
a vote was taken for each.
• 3.3 Interlibrary Loan: Motion: Liz Carbone MOVED, SECONDED by Paul Niggl, to approve
the recommended version of Policy 3.3. Upon voting, the MOTION WAS CARRIED
UNANIMOUSLY.
• 3.4 Outreach: Motion: Liz Carbone MOVED, SECONDED by Scott Dodd, to approved
Policy 3.4 with changing Adult daycare to Adult day. Upon voting, the MOTION WAS
CARRIED UNANIMOUSLY.

• 4.1 General Reference: Motion: Patricia Lawler MOVED, SECONDED by Lynn Kozik, to
retire this policy. Upon voting, the MOTION WAS CARRIED UNANIMOUSLY.
• 5.0 Programs: Motion: Lynn Kozik MOVED, SECONDED by Liz Carbone, to retire this
policy. Upon voting, the MOTION WAS CARRIED UNANIMOUSLY.
• 10.0 Partnerships, Collaborations and Program Support: Motion: Paul Niggl MOVED,
SECONDED by Liz Carbone, to approve the recommended version of Policy 10.0. Upon
voting, the MOTION WAS CARRIED UNANIMOUSLY.
• 11.0 Volunteers: Motion: Lynn Kozik MOVED, SECONDED by Harriet Smith, to approved
Policy 11.0 with changes to #9 (add NHC Personnel Policy). Upon voting, the MOTION
WAS CARRIED UNANIMOUSLY.
• 12.0 Measurements: Motion: Paul Niggl MOVED, SECONDED by Patricia Lawler, to retire
this policy. Upon voting, the MOTION WAS CARRIED UNANIMOUSLY.
Q & A with Director
Q: Is there a role the LAB should have in the Library’s Strategic Plan?
A: Each year, the Director presents a report to the County Commissioners. The Board can
present yearly to the Commissioners in a formal agenda.
Q: How does the library report progress?
A: The Director submits yearly KPI (Key Performance Indicators) to the County Manager
and Assistant County Manager.

Motion: Liz Carbon MOVED, SECONDED by Scott Dodd, to adjourn the meeting. Upon voting,
the MOTION WAS CARRIED UNANIMOUSLY.
The board adjourned the meeting at 3:12 p.m.
