The preliminary validity period will end November 26, 2009. The vote by the TRC was 5-0. Please be advised that all tenns and conditions to the original site plan approval will remain in effect (see November, 2006 approval letter). This extension approval was based on the amount of pennitting and the soft market the nation is in. Please be advised that our office needs 6 full updated preliminary paper copies of the plan for TRC Chainnan signature. Attending the meeting were TRC Chairman Richard Collier (Planking Board), Sam Burgess (Planning staff), Jim Iannucci (County Engineering staff), and David Heath (County Fire Services). Also attending the meeting were Chris O'Keefe, Jane Daughtridge, Shawn Ralston, and Bobby Harris (Planning staff), Sharon Huffman (County Legal), Jermifer Braswell (NHSWCD), Bill Pinnix (CFPUA), Torn Sosebee (County Fire), and Tom Hardaway( member of your development team). Preliminary site plan approvals are valid for a period of two (2) years. The vote by the TRC was 4-0 and comes with the following requirement(s): 1) Clarify on the site plan the location of the sidewalks. 2) Lot 87 appears to be in the 100 year flood way. Every effort should be made to mitigate the flooding potential to the lot or remove it from the plan. 3) Add a note to the plan pertaining to street light installation. 4) The road improvement recommendations endorsed in the TIA study and approved by NCDOT & City/County MPO will be required prior to final plat approval. 5) The County's Conservation Overlay requirements will need to be clarified on the plan. 6) A road stub will be created near lot 24 or 25 and built to minimum NCDOT specs prior to final plat approval. Also attending the meeting were Bobby Harris and Shawn Ralston (Planning staff), Tom Hardaway (developer for the project), and you. Sedgwick Letter 04 Charleston Lakes will be valid as a preliminary site plan for two (2) years. If a final plat for all or a portion of the project is not submitted within a 24 month time frame, the plat must be resubmitted as a preliminary plan in accordance with the Subdivision Regulations. Otherwise, the preliminary approval shall become void. A one year extension to the site plan may be requested through the TRC prior to expiration. In the future, this project may be served by County sewer. However, due to the limited capacity of the County's wastewater treatment facilities, sewer capacity may not exist. DEHNR wastewater sewer construction and operations permits and/or final plat approval of sections may be withheld, if in the opinion of the County Engineer, adequate sewer capacity does not exist. Please also be advised that all other local, State, and Federal regulations will be applicable to Charleston Lakes. As you know, final plat approval for all or a portion of the project can not be obtained until construction plan drawings are submitted and approved by County Engineering staff. Twelve (12) significant trees appeared to be located within the road right of way as noted on your tree survey. A mitigation plan on these trees will be required prior to the issuance of a Sedimentation/Erosion Control Permit. Please share this information with your clients. There may be additional comments and /or requirements for this site. A NCDOT driveway permit is required. Submit a plan in accordance with pages 14 and 15 of the NCDOT driveway Manual to include access locations within 500' of the proposed access on both sides of the State road. Submit to the local NCDOT County Maintenance Office. NCDOT Encroachment Agreement required for utility connections or installation within NCDOT right of way. Exceptions granted for short side taps that will require no pavement cut or excavation within the 1:1 slope as it relates to existing edge of pavement. Roadway Improvements shall be required for the proposed site driveway(s) to State roadways to include left and right turn lanes. Offsite intersection improvements shall be required. Provide typical section detail for proposed pavement widening within NCDOT right of way. Pursue interconnectivity with adjacent development. Utilize figure 3 on page 41 of the NCDOT Subdivision Roads Minimum Constructions Standards Manual. A minimum of 6" of ABC stone base required for entrance within NCDOT right of way. Provide 10' x 70' sight triangles at the intersection. Provide grades at proposed access and corresponding existing edge of pavement. PROJECT NAME: Charleston Lakes REVIEWED BY: Anthony Law DATE: 10/30/06 APPLICATION REQUIREMENTS Any person or corporation desiring to construct a new subdivision road which is to be dedicated as public, must submit the following information to the District Engineer for proper evaluation in order to obtain a certificate of approval as required by North Carolina General Stature 136-102.6. (See page 29 for Stature). If the new subdivision road (to be dedicated as public or private) will connect to a state system road, a driveway permit/encroachment agreement authorizing construction on State right-of-way must be obtained from the Division of Highways before beginning any construction. Application should be made to the District Engineer having jurisdiction in the area. 1. Four complete site layouts with vicinity map, including any future expansions anticipated. 2. Horizontal alignment indicating general curve data on site layout plan. 3. Vertical alignment indicated by percent grade, P.I. station, vertical curve length, and k-value, on site layout plan. Existing ground profile along centerline should also be included. 4. Typical section indicating the pavement design and width of pavement. All slopes shown in accordance with drawings on pages 39 and 40 of this manual. Include soil analysis and classification to justify pavement design or use Group II pavement design on page 23. 5. Submission of hydraulics plans and drainage calculations are required. A copy of U.S. Geodetic Survey or other contour mappings showing drainage areas are also required. (Note: A sample standard pipe -sizing chart is shown on page 38). 6. Four copies of the recorded plat are to be furnished to the District Engineer after certification or upon application for State Maintenance. 7. Lot lines shall not extend beyond the right-of-way line. See North Carolina Transportation and Highway Laws, chapter 136, article 7, section 136-102.6 for additional information on right-of-way width and lot lines. (See page 29 for statute). 8. Four separate site plans for driveway permits will be required prior to construction within NCDOT Right -of -Way. (See pages 36 and 37 for permit). 9. Copy of erosion control plans and permit, approved by Department of Environment and Natural Resources or local government, may be required by the District Engineer. See page 35. 10.
