ASSEMBLY
The New Hanover County Board of Commissioners met on May 15, 2025, at 4:00 p.m. for Agenda Review
in Conference Rooms 138-139 at the New Hanover County Government Center, 230 Government Center Drive,
Wilmington, North Carolina.
Members present: Chair Bill Rivenbark; Vice-Chair LeAnn Pierce; Commissioner Dane Scalise; Commissioner
Stephanie A.C. Walker; and Commissioner Rob Zapple.
Staff present: County Manager Chris Coudriet; Clerk to the Board Kymberleigh G. Crowell; and County
Attorney K. Jordan Smith.
Chair Rivenbark called the meeting to order, stating that the purpose is to review and discuss agenda items
for the May 19, 2025 Regular Meeting.
Consent Agenda Item #6: New Hanover County Schools - Approval of Reallocation of Capital Fund
Expenditures. New Hanover County Schools (NHCS) Chief Financial Officer Ashley Sutton responded to questions,
stating that several projects had small remaining balances that needed to be reconciled. This action ensures that
NHCS’s books stay coordinated with the County's. County Manager Coudriet added that while these are small
amounts, they fall under the capital side, where the Board has control over fund allocation. Even minor deviations
require Board approval, as small amounts can lead to larger discrepancies. The request is consistent with Board
practice.
ADDITIONAL ITEMS
County Manager Coudriet provided a status report on the forthcoming budget documents, and the Board
was provided the "At a Glance" document. He noted that the full presentation is being finalized and will be sent to
the Board in advance of Monday’s meeting. The “Budget in Brief” document as well as all other associated
documents are public and will be posted online after Monday’s presentation.
County Manager Coudriet asked Chief Communications Officer Josh Smith to present the Department Name
Changes, which will be effective on July 1, 2025:
Department Name Changes: New Hanover County is updating department names to align clearly with
core functions, improve public understanding, and eliminate overlap:
Effective July 1, 2025:
Communications and Outreach will become the Office of Communications:
Organizational messaging, public information, emergency communication
Office of Diversity and Equity will become the Office of Civic Engagement:
Connecting residents facing barriers to County services
911 Communications will become the 911 Center:
Emergency response and dispatch
Mr. Smith noted that logistical updates, such as signage and website signatures, are currently underway
and will be in place before implementation on July 1, 2025.
ADJOURNMENT
There being no further discussion, Chair Rivenbark adjourned the meeting at 4:06 p.m.
