Call to order Chair Angela Barr. called to order the regular meeting of the New Hanover County Alcoholic Beverage Control Board at 9:00 am on May 15, 2025 at the General Office, 6009 Market Street, Wilmington, NC. II. Chairman confirms quorum, The following Members of the Board were resent: Angela Barr, Chair Louis Burney, Jr., V i cc Chair Cedric Dickerson, Member Bruce Shell, Member William Rivenbark, Member Others in attendance were: Charles Hill, General Manager James Casteen, Assistant General Manager Kathy Clark, Finance Officer/Board Secretary Kemp Burpeau, Legal Counsel Sgt. Angus Trott, NHC Sheriff Department Sgt. Daniel Gaither, Wrightsville Beach Police Department Lt. Dustin Gentzler, Carolina Beach Police Department Sonya Stephenson, Wilmington Police Department 111. Conflict of Interest Reminder Ms. Barr verbally confirmed that the Board members had read the following ethics reminder: "In accordance with General Statute 18B-201, it is the duty of every Board member to avoid both conflicts of interest and appearances of conflicts. Does any member have any known conflict of interest or appearance of conflict with respect to any matters coming before the Board today? If so, please identify the conflict or appearance of conflict and refrainfrom any undueparticipation in theparticular matter involved. " Let it be recorded that no conflicts were identified by any Board member regarding this Board meeting. IV. Consent Agenda Items of Business 11Page Ms. Barr presented the minutes from the Regular Meeting of April 17, 2025. Mr. Dickerson made the motion to approve the minutes as written. Mr. Rivenbark seconded the motion, all approved. Ms. Barr presented the proposed meeting agenda. Mr. Dickerson made the motion to approve the agenda as written. Mr. Burney seconded the motion, all approved. V. Em,j2loyee Recognition Mr. Hill recognized Mr. Allen Robbins for his 20 years of dedicated and excellent service to the Board. Mr. Robbins started as a Warehouse Assistant working his way up within our organization to his present position as Warehouse Manager. Mr. Hill recognized Ms. Kathy Clark for her 20 years of dedicated and excellent service to the Board. Ms. Clark started as a Sales Associate working her way up within our organization to her present position as Finance Officer. VI. Regular Agenda Items of Interest • Proposed Budget FY 2025/2026 — Ms. Clark presented the Proposed Budget for FY 2025/2026. Any changes will be revised at the meeting held on June 19, 2025, before approval. The Public Hearing will be held prior to the next regular meeting of the Board on June 19, 2025 at 9:00am. Once approved, the Board will adopt the Budget for FY 2025/2026. • FY 2026 Law Enforcement Annual Grant Presentations In the Proposed Budget for FY 2025/2026 Law Enforcement Annual Grant Program in the amount of $150,000. These are available to the five Law Enforcement Agencies in New Hanover County (New Hanover County Sheriff's Department, City of Wilmington Police Department, Carolina Beach Police Department, Wrightsville Beach Police Department and the Kure Beach Police Department). Four of these agencies applied for a grant, they are as follows: Carolina Beach Police Department — Lt. Dustin Gentzler presented the grant proposal to the Board, for $43,575. This request is to fund an unmarked vehicle, Vehicle Infotainment Advanced Data Retrieval Training, Preliminary Breath Testing Devices, IACP Impaired Driving & Traffic Safety Conference for two officers. • Wrightsville Beach Police Department — Sgt. Daniel Gaither presented the grant proposal to the Board, for $47,269. This request is to fund an unmarked patrol vehicle. There department receives request for assistants from other departments with operations within the county. They requested funding for overtime to ensure these joint efforts can continue. Wilmington Police Department — Sonya Stephenson, Police Grant Coordinator presented the grant proposal to the Board, for $50,000. This grant 2 1 Pa ge would purchase printers and radars for the enforcement of alcohol violations as well as video production equipment to produce PSA's for the education and prevention of alcohol abuse. New Hanover County Sheriffs Department -- Sgt. Angus Trott presented the grant proposal to the Board, for $50,000. This grant would fund the purchase of a new, replacement vehicle for the Sheriff's ABC Unit in an effort to contain AIcohol related violations and promote the safety of the citizens by spending more time investigating Alcohol and Beverage Control matters. After hearing all of the proposals, the Board discussed each of them. Mr. Burney made motion to fund Carolina Beach Police Department $35,000 towards a vehicle, Wrightsville Beach Police Department $45,000 for vehicle and overtime, Wilmington Police Department $20,000 and New Hanover County Sheriffs Department $50,000. Mr. Dickerson second the motion, all approved. Community Outreach Committee Grants FY 2025/2026 — Ms. Iammatteo provided to the Board the recommendations from the Community Outreach Evaluation Team and Committee to award the following Grants for the FY 2025/2026. • New Hanover County Health Center, Inc. $15,000 • Lower Cape Fear Lifecare $50,000 • Five 14 Revolution $70,000 • Coastal Horizons $70,000 • Tide, Inc. $70,000 • Boys & Girls Clubs of Southern NC $70,000 • The Centre of Redemption, DBA A Safe Place $70,000 • Leading into New Communities, Inc. $70,000 • First Fruit Ministries $70,000 • The Carousel Center $70,000 Total of Grants $625,000 Mr. Dickerson made a motion to approve the above Grants for FY 2025/2026 in the total amount of $625,000. Mr. Burney seconded the motion, all approved. VII. Administrative Renorts • ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for April was presented by Sgt. Trott, NHC Sheriff's Department. Please see the attached LE Monthly Reporting Numbers from the North Carolina ABC Commission website (Attachment "A"). Sgt. Daniel Gaither of the Wrightsville Beach Police Department presented stats for the Wrightsville Beach Police Department. 3 1 P a g e Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board Financial Statements for April, 2025. The Financial Statement showed, the Actual - to -Actual comparison Gross Sales more than the prior April by $329k (5.59%), Operating Expenses more than prior April by $6k (1.04%), and Income from Operations less than prior April by $14k. 0 General Manner Updates • 4840 Carolina Beach Road Store #1 U — Mr, Hill provided an update on the ongoing remodel. VIII. Adiournment Ms. Barr advised the Board the next regular Board Meeting is scheduled for Thursday, Julie 19, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC. Mr. Dickerson made the motion to adjourn the meeting; Mr. Burney seconded the motion, and all approved.
