Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving site plan approval. Planning, Katherine May 910-798-7443 1. General Comments a. Zoning: AC, Airport Commerce b. Use: Parking 2. UDO Section 5.1, Parking and Loading a. Dimensional standards meet the requirements. b. Please note that the UDO requires all commercial development that exceeds 25 parking spaces to provide conduit for future Electric Vehicle Parking- EV Capable Spaces. i. The number of EV-Capable spaces is calculated based on 20% of the parking provided. ii. This caps at a maximum of 15 EV-Capable spaces per project. iii. Please indicate on the site plan which spaces will be EV-capable and where the conduit will be run. 3. UDO Section 5.2, Traffic, Access and Connectivity a. In accordance with G.S. 153A-123h the County cannot require the enforcement of landscape requirements involving trees. b. It appears no trees will be removed for this project, please confirm. 5. UDO Section 5.4, Landscaping and Buffering a. Section 5.4.5.C of the UDO requires landscaped areas in the interior of parking lots shall be equal to eight percent of the total area. Please confirm total square footage of the new parking area. b. Section 5.4.5.C of the UDO requires that no parking space shall be located more than 120 feet from an island. Please confirm that all parking spaces meet this requirement. c. Section 5.4.6.B of the UDO requires 25 square feet for every linear foot of street yard frontage. Street yard will need to be added to the sections abutting Airport Blvd. Please show the calculations. d. Admin building: foundation plantings are required per Section 5.4.7 of the UDO 6. UDO Section 5.5, Lighting a. FAA lighting standards preempt local regulations and therefore are not required. 7. UDO Section 5.6, Signs a. Section 5.6.2.E of the UDO states that the sign regulations do not apply if they are not visible from the perimeter of the property. 8. UDO Section 5.7, Conservation Resources a. This section of the UDO is not applicable to this project. NHC Fire Services, Ray Griswold 910-798-7448 1. Fire finals required 2. We requested a fire hydrant be added just inside the parking area on one of the islands just inside the actual entry way. 3. A KNOX Key override system is required at an entry gate as well as an EXIT gate. NHC Soil & Water, Dru Harrison 1. The soils are predominantly Leon sand (Le), Pantego loam (Pn), and Stallings fine sand (St). 2. According to the booklet “Wilmington/New Hanover Classification of soils for Septic Tank Suitability,” Stallings is Class II soils, and Leon and Pantego are Class III soils. The Soil Survey of New Hanover County lists Stallings as somewhat poorly drained, Leon and Lynn Haven and as poorly drained, and Pantego as very poorly drained. 4. Leon and Pantego, soils are on the New Hanover County Hydric Soils Ä list which means they are possibly wetland areas and subject to regulation under the Clean Water Act. Stallings is on the Hydric Soils “B” list, which means it may contain areas of wetland. It should be noted, according to the Soil Survey of New Hanover County, the limitation for dwellings with or without basements and for small commercial buildings is severe for all the soils on this site. The limitations are due to flooding and/or wetness. An adequate drainage and maintenance plan is needed for suitable housing. 5. The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NC Department of Environmental Quality, Water Quality Division, has state jurisdiction over 401 Permits under the Clean Water Act. Before disturbing possible wetland areas, developers should contact these agencies to stay in compliance with State and Federal regulations. NHC Engineering, Galen Jamison 910-798-7072 1. If funding for this project comes from the Airport, an erosion control permit issued by NC DEQ will be required. Should the funding be private, then erosion control permitting will be issued by New Hanover County (NHC) Engineering. Please submit for permit as the design is completed. 2. Please contact the State for the stormwater permit modification requirements. 3. Is the entire drainage area covered in the State stormwater? If so, then pre-post storm attenuation requirements of NHC will not be required. It appears a portion of the emergency access road is not within a State stormwater boundary. 4. All stormwater conveyance (inlets, pipes, culverts, ditches, etc) measures outside the DOT ROW are subject to the NHC stormwater ordinance. Please submit the NHC Engineering for a stormwater permit for storm conveyance measures as the design is completed. NHC Environmental Health, Dustin Fenske 910-798-6732 1. Environmental Health review for a parking lot expansion is not needed. NHC Addressing, Katherine May 910-798-7443 1. New address not required unless requested by permitting.
