Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving site plan approval. Planning, Ryan Beil 910-798-7444 1. General Comments a. Zoned I-1. b. There are Duke Energy Transmission Lines/Easement on the Property but they do not impact the site plan. 2. UDO Section 5.1, Parking and Loading a. Use requires 1.5 parking spaces for every 1,000 square feet of building area. Project proposes 11,083 square feet. Required parking is 11,083 / 1,000 = 11 x 1.5 = 17 required parking spaces, while 18 are provided, including 2 ADA compliant spaces where only 1 is required. 3. UDO Section 5.2, Traffic, Access and Connectivity a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. 4. UDO Section 5.3, Tree Retention a. Please submit a Tree Removal Permit for the trees being removed. McKay Electric Warehouse Expansion –6719 Amsterdam Way – TRC Review Page | 2 b. Note: Land disturbance permits can be issued by county Engineering before a Tree Removal Permit is approved by Planning. However, any trees removed before the Tree Removal Permit is issued may result in enforcement action under Section 5.3.2 of the Unified Development Ordinance to include prohibiting any development of the site for 3 to 5 years. 5. UDO Section 5.4, Landscaping and Buffering a. 15 trees per acre disturbed, trees must be at least two inches diameter at breast height (DBH). Site plan shows .5 acre disturbed, requiring 8 trees b. For street yard; 25 square feet for every linear foot of street yard frontage, with a minimum of 12.5 feet. Please include a schematic of what is currently planted and spaced. c. Interior parking lot landscaping requires no less than 4 percent, 8 percent is provided. i. Landscaping islands, either separate or protruding from perimeter landscaping strips, shall be a minimum of 12 feet in width measured from the back of curb to back of curb. ii. A minimum of one evergreen or deciduous tree for every 20 linear feet of planting strip on average, rounded to the highest whole number, shall be planted within the planting strip. iii. No parking space shall be located more than 120 feet from a landscaped island iv. One plant or existing tree shall be required for every 144 square feet, rounded to the next lowest whole number of total interior landscaped area, with a minimum of one tree in each island 6. UDO Section 5.5, Lighting a. Please note that a lighting plan is not required for TRC approval, but will be required prior to issuance of construction plan approvals. b. Is any new lighting proposed for the addition? 7. UDO Section 5.6, Signs a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. 8. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Map there are no Conservation Resources present on this property. 9. UDO Article 9, Flood Damage Prevention a. No part of the property is in the floodplain. Comments attached. NHC Engineering, Galen Jamison 910-798-7072 1. Should redevelopment result in more than 1 acre of disturbance, a land disturbance permit will be required. 2. Should redevelopment result in more than 10,000 SF of additional impervious, County storm attenuation requirements will be required. A stormwater permit will be required for the conveyance system. Note, the minimum size pipe is 15” per Section 4.4.2 of the NHC stormwater design manual. 3. Please contact the State Department of Environmental Quality for State stormwater requirements. NHC Environmental Health, Dustin Fenske 910-798-6732 1. Site plan reflects current connections to public water and sewer. Proposed improvements do not violate setbacks to any surrounding properties well or septic systems. NHC Addressing, McCabe Watson 910-798-7068 1. Existing address is acceptable. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA TRC Comments provided are preliminary comments only. 2. CFPUA water and sewer are available; property currently connected to CFPUA water and sewer. 3. If additional plumbing fixtures are being added, a CFPUA Meter Sizing Form will need to be completed to determine if the existing services are sufficient. 4. CFPUA is moving toward becoming paperless. When ready to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-3/Engineering-Plan- Review-103. 5. Capacity is dependent on the analysis of the pipe collection system (gravity and force mains). 6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE Application Form and a Preliminary Plan, this determination does not guarantee capacity. McKay Electric Warehouse Expansion –6719 Amsterdam Way – TRC Review Page | 4 7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority. The maps do not show the small areas of contrasting soils that could have been shown at a more detailed scale. Please rely on the bar scale on each map sheet for map measurements. Source of Map: Natural Resources Conservation Service Web Soil Survey URL: Coordinate System: Web Mercator (EPSG:3857) Maps from the Web Soil Survey are based on the Web Mercator projection, which preserves direction and shape but distorts distance and area. A projection that preserves area, such as the Albers equal-area conic projection, should be used if more accurate calculations of distance or area are required. This product is generated from the USDA-NRCS certified data as of the version date(s) listed below. Soil Survey Area: New Hanover County, North Carolina Survey Area Data: Version 26, Sep 9, 2024 Soil map units are labeled (as space allows) for map scales 1:50,000 or larger. Date(s) aerial images were photographed: Nov 8, 2022—Dec 1, 2022 The orthophoto or other base map on which the soil lines were compiled and digitized probably differs from the background imagery displayed on these maps. As a result, some minor shifting of map unit boundaries may be evident. TO: New Hanover County Planning Department, New Hanover SWCD, June 11th, 2025 FROM: Dru Harrison, Director RE: I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE COMMENTS: The soils are predominantly Leon sand (Le). According to the booklet, “Wilmington/New Hanover Classification of soils for Septic Tank Suitability, Leon is a Class III soil. The Soil Survey of New Hanover County lists Leon as poorly drained. Leon is on the New Hanover County Hydric Soils Ä list which means they are possibly wetland areas and subject to regulation under the Clean Water Act. It should be noted, according to the Soil Survey of New Hanover County, the limitation for dwellings with or without basements and for small commercial buildings is severe for all of the soils on this site. The limitations are due to flooding and/or wetness. An adequate drainage and maintenance plan is needed for suitable housing. The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the Clean Water Act. Before disturbing possible wetland areas, developers should contact these agencies to stay in compliance with State and Federal regulations.
