LEPC Members present introduced themselves. Review and Approval of March 12, 2025, LEPC Meeting Minutes The minutes of the March 12, 2025 meeting were provided. Mike Thompson moved the minutes be approved; Jason Fuller seconded the motion. The minutes were approved by unanimous consent. Discussion Topics “Why Me” LEPC Spotlight – The City of Wilmington office of Emergency Management & Resiliency (Craig Harris) supports Emergency Management, collaboration, and resiliency efforts throughout the city and in cooperation with the County. The city co-locates with the county in full activation. The city works with the county incident management team to support the rest of the state. The city is working with grant funding to explore and employ natural solutions to flood issues and improve resiliency. Grant Spending Plan Review – Tier II Funding is flexible, but must focus on hazmat. Hazardous Materials Emergency Preparedness (HMEP) grants are narrow scope and must include transportation of hazmat. The award period/county fiscal year/paperwork completion dates create pinch points in processing. Grants applied for at the state level also require approval from commissioners. Health and Human Services Tabletop – This will be coming up on June 16, 2025. The plan is to have yearly tabletops building to a full-scale exercise. The upcoming exercise will be a Chemical Incident Tabletop. It is a virtual exercise but will have an in-person meeting space at the county EOC. The Public Health Education Program receives credit based on attendees. Subcommittee Reports 1. Executive Committee (Phil Misklow) – No report at this time. 2. Emergency Planning/Response (Rhonda Olson) – The training will be offered October 1-3. Each day is the same – classroom presentation in the morning, practical option in the afternoon. Practical training spots are limited. Training will be at CFCC north campus. 3. Community Education/Public Awareness (Phil Misklow) – Informational fliers are put together and should come in at the next meeting.
