NEW HANOVER COUNTY
Non -County Agency Funding Committee
Government Center
GC Meeting Room 155
Friday, April 4, 2025, 9:00 a.m.
Meeting Minutes
1. Introduction of Agencies in attendance
No one was in attendance when the meeting started. Doug Wall from Level -Up
Strategies came in about 30 minutes before the meeting ended.
2. Introduction of New Hanover County staff
David Rice, Gwen Hill and Scott Steinhilber were in attendance, but introductions
were not done since there was no one in the audience.
3. Introduction of Committee Members & Announcement (see other side)
In attendance were Shane Hartley, Gail Eddie, John Hinnant, Clare Kiley, Candy
Robbins and Tyler Braswell. Introductions were not done since there was no one in
the audience.
4. Continue Discussing Ineligible Requests
The committee resumed discussions of the application and eligible funding requests
starting with #46 Historic Wilmington Foundation and ending on #59 Thalian Hall.
Scott was updating the spreadsheet with ineligible funding amounts and Gwen was
recording the reasons something on an application wasn't eligible for funding and
making other notes.
5. Other Discussions
There were some agencies that did not itemize their expenses on the Reporting
Form/Worksheet, which made it very hard for the committee to tell how much was
requested for an expense. Also, there were some that typed in "miscellaneous" for
some expenses. Neither of these is acceptable. Some asked for funds to pay cash
awards or stipends to get people to attend meetings or pay participants to work in a
summer program. These are also not acceptable. The committee feels the public
should not be asked to fund these types of things. There was discussion that the
committee probably would not get through the remaining applications on Friday so it
was decided that they would meet on Monday, April 7 to hopefully complete all
applications and then meet again on Wednesday, April 9 to start looking at the scores
and decide on funding recommendations to get to the $1.6M allotment.
