RE: Class IV Soils and Conservation Overlay District Evaluation
1320, 1330 Rock Hill Road, New Hanover, North Carolina
Dear Mr. Yopp,
This correspondence is in reference to 2 parcels of land, totaling 53.79-acres, located at 1320 and 1330 Rock
Hill Road, with the parcel IDs R02400-002-017-000and R02400-002-013-000, in Wilmington, New Hanover
County, North Carolina.
Our firm was contacted to assess the accuracy of the location of Class IV soils (Johnston, Dorovan, Croatan series)
and New Hanover County Conservation Overlay District (COD) boundaries within the limits of the parcels. Our
firm has conducted 404 wetland and coastal wetland delineations on these tracts, and both have been confirmed
by the appropriate regulatory agencies.
The soils mapped within the project area include the Dorovan soil series, along the wetland edge. There is an
average 70’ wide area of Dorovan that extends into the upland area of the project area. The soils in this area are
not accurately depicted. The soils are likely Kureb sand, an excessively drained, non-hydric soil. Our
firms opinion is that the extent of Dorovan soils lies waterward of the 404 wetland boundary, which is shown
on the attached COD Sketch.
The county COD overlay shows an area of Brackish Marsh (WBM) encroaching upon an area of uplands
adjacent to I-140 (see COD Sketch attached). The NC Division of Coastal Management (DCM) delineated the
limits of Brackish Marsh, also referred to as coastal wetlands, as shown on attached Draft Site Plan. The
pertinent setbacks and buffers are shown.
