Subject: Sea Lilly – Major Subdivision Site Plan – TRC Review
The following comments have been received for the July 3rd, 2024, TRC meeting. Additional comments
may be made upon further review of subsequent revisions.
Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items
must be resubmitted prior to receiving preliminary plan approval.

1. General Comments –
a. Please note that prior to final plat of this development or phasing, the HOA Covenants
must be on record with the New Hanover County Register of Deeds. Will this development
be part of an existing HOA?
b. Please provide a total acreage for the 5 lots, common area, and wetlands along with
calculations for required open space and density.
c. Please note zoning and required setbacks.
2. UDO Section 5.1 Parking and Loading
a. Please detail all parking and loading areas for all community centers, amenities, and or
open space areas.
b. Please detail any traffic calming devices.
3. UDO Section 5.2. Traffic, Access, & Connectivity
a. Please supply a title opinion illustrating that there is legal access to Sea Lilly Lane.
b. Please confirm Sea Lilly Lane adheres to the County’s Private Roadway Specifications,

c. No building permit for any structure shall be issued which requires NCDOT approval for a
Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall
accompany the application for the building permit.
d. Please make note of all sight triangle dimensions.

4. UDO Section 5.3 Tree Retention
a. Please submit a Tree Removal Permit to the COAST permitting portal if trees are to be
removed.
5. UDO Section 5.4 Landscaping and Buffering
a. Please provide a detailed landscape plan detailing the requirements in accordance with
UDO Section 5.4.
b. Landscaping is only required for the amenity center.
c. If there is a pump station please include a street yard to meet the standards per Section
5.4.6.B of the UDO.
6. UDO Section 5.5 Exterior Lighting
a. Is any lighting proposed for the development?
b. Please note that with the latest update to the UDO, a lighting plan is not required at time
of TRC approval. See below excerpt from Section 5.5.3:
i. Information about the exterior lighting for the site that demonstrates compliance
with the standards in this section shall be submitted in conjunction with an
application for site plan approval (Section 10.3.6, Site Plan) or zoning compliance
approval (Section 10.3.8, Zoning Compliance Approval), whichever comes first,
approved no later than at time of construction plan approval.
c. When the lighting plan is submitted, please ensure that the foot candles from the street
lights at the lot lines do not exceed 0.5, as the adjacent land is residential.
7. UDO Section 5.6 Signs
a. Are any signs proposed? Please note that all signs are subject to Section 5.6 of the UDO.
8. UDO Section 5.7 Conservation Resources.
a. New Hanover GIS records indicate a Swamp Forest and Pocosin Conservation however
there are no Class IV soils on the site. Thus, COD standards do not apply.
9. UDO Section 5.8 Open Space Requirements
a. Please provide a note with required and proposed open space for total development.
b. Please reference Section 5.8.4 Design Standards regarding accessibility and configuration.
10. UDO Section 6 Subdivision Design and Improvements
a. Please note that residential blocks are not to exceed 1,000 feet in length per Section
6.2.2.A.2.b.
b. Section 6.2.2.A.15. – Cluster style mailboxes are required with paved ingress/egress.

1. A land disturbing and a stormwater permit issued by the County are required for this project.
Please digitally submit the permit applications documentation with requisite review fees for
County issued permit directly to gjamison@nhcgov.com. Application and forms can be found at

2. The subdivision is encouraged to use the City/County LID Manual to the maximum extent

intent of the LID manual be meet, the storm attenuation requirements of the County would be
waived.
3. Please contact the State for the stormwater permit modification requirements.

CAMA jurisdiction extends 75’ from Normal High Water or Mean High Water in this area and
encompasses the Coastal Wetland boundary. It looked like from the site plan that they were
proposing to subdivide but not conduct any development. If any development falls within CAMA
jurisdiction, DCM will need to review plans to determine if a CAMA permit would be required.
To determine that, plans should have Normal High Water (either verified by New Hanover
County or DCM) or Mean High Water (done via survey in reference to a tidal datum/elevation)
and the coastal wetland boundary in order for DCM to make that determination.
