Comments that did not require a response were omitted. Please don’t hesitate to reach out directly with any additional questions or clarifications. Planning, Katherine May 910-798-7443 1.c. I do not see the square footage of the new building, please add that information inside the of the building or in the notes. Response: The building is approximately 3,710 sf. Please see revised Site Plan (sheet C201) for the building’s square footage in plan view. 2.a. Parking requirements for religious assembly requires 1 parking space per 5 seats in the largest assembly area. Please list the number of seats on the site plan, so a parking calculation can be made. Response: Please see the revised Site Plan (sheet C201), Site Data 9 for parking calculation. The building’s maximum occupancy is 400 people therefore the required total parking spaces is 80 spaces. 2.b. Provided parking exceeds 25 spaces which will require EV capable spaces. Response: Please see Site Plan (sheet C201) for the marked EV spaces. 2.c. Please note that the UDO requires all commercial development that exceeds 25 parking spaces to provide conduit for future electric vehicle parking – EV- Capable spaces. Response: Please see Site Plan (sheet C201) for the marked EV spaces. 3.a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for building permit. Response: Noted. It is understood that no building permit will be issued without NCDOT driveway approval. 5.a. I don’t see HVAC on the plans. If it can be seen from residential property it will need to be screened with a 100% opaque solid wall. Response: Please see the revised Site Plan (sheet C201) for location of HVAC unit. Page | 2 5.c.i. The landscaping plan shows “N/A” for the street yard requirement. Per section 5.4.6.A: Street yard would be required since this is an expansion to the existing structures. 12 square feet for every linear foot of street yard frontage for site improvements is required. Add as much street yard as possible along Castle Hayne Road, in front of the new building. Given the existing parking lot in the right of way, additional plantings may be added next to the parking lot along Castle Hayne Road. Response: Please see the revised Landscape Plan (sheet C600) for the street yard landscaping. The proposed building has 50 LF of street frontage which is 600 SF of street yard landscaping. We have provided 715 SF of landscaping with 2 canopy trees, 6 understory trees, and 9 shrubs. 6.a. Please note that a lighting plan is not required for TRC approval, but will be required prior to issuance of construction plan approvals. Response: There is no new lighting proposed for the site. 6.b. Is any lighting proposed for the site? Response: There is no new lighting proposed for the site. 7.a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. Response: There are no new signs proposed for this development. 9.a. Part of this parcel is in the AE floodzone. However, that area will remain undisturbed. Response: Please see Existing Conditions and Demolition Plan (sheet C100), General Site Notes 5 and 6 for these revisions. 9.b. The FRIS panel is 3221 and the flood source is Prince George Creek. Response: Please see Existing Conditions and Demolition Plan (sheet C100), General Site Notes 5 for this revision. NHC Fire Services, Ray Griswold 910-798-7448 1. Fire Finals require. Response: Noted. 2. All previous comments to be followed. Response: Comments received were as followed; add portable fire extinguisher per NFPA 10 guidelines and fire alarm permits will be required. Both comments have been noted. NHC Engineering, Galen Jamison 910-798-7072 1. A request for additional information has been provided to the applicant for County stormwater permit and land disturbing permit. The stormwater and land disturbing review fees must be paid prior to permit issuance. Response: Stormwater and Land Disturbance comments are being addressed and will be submitted through the COAST portal when complete. 2. Please contact the State for their stormwater permit requirements. Response: An NCDEQ Stormwater Management Permit has been issued for this project. A copy of this permit will be provided. An NCDEQ Stormwater Management Permit will be obtained for this project and a copy will be provided upon approval. Page | 3 NHC Environmental Health, Dustin Fenske 910-798-6732 1. New addition to Church shall be classrooms for parishioners only. No daycare or K-12 School activities. Do not exceed 400 parishioners. Keep foundation 5 feet from existing LPP lines and septic/pump tank. Site is subject to a once every 3 year routine inspection by this Department. Comments regarding this site have also been made on the building permit and by the designer on C201 Response: Please see Site Plan (sheet C201), Utility Notes for these additional comments. We are in the process of applying to the Environmental Health Septic and Well Application with New Hanover County. NHC Addressing, McCabe Watson 910-798-7068 1. One additional address is required for the new building. Response: Noted. The applicant will apply for a new address for the new building. NCDOT, Nick Drees 910-343-3915 1. An NCDOT Driveway Permit is required. Submit plans in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State Road. Submit to the local NCDOT District Engineer’s Office. Response: Noted. An NCDOT Driveway Permit Application will be submitted. WMPO, Caitlin Cerza 910-473-5130 1. Please provide estimated number of trips to show how the proposed building will be used and when it will be used to determine if a TIA is required. Response: The proposed building is to be used as ancillary to the existing sanctuary and will not increase the total number of parishioners. The proposed building is a classroom for children therefore will not increase the current trips to the site.
