Good afternoon. Please find attached our revised site plan with the northern drive aisle removed and sidewalk
added along the southern side of the southern access drive. This sidewalk connects to the proposed 12-foot-wide
pedestrian path running north along Castle Hayne Road. We hope that this provides the pedestrian access to the
site you are looking for.
Please let us know if you need anything else to issue staƯ level approval for the plan revision.

Good morning,
We have discussed the proposed removal of the site access shown on the concept plan and could reasonably
justify a staƯ level approval. One issue we’ll need to address before we can issue that approval is the pedestrian
access to the site.
One of the ordinance requirements is pedestrian access out to Castle Hayne Road. The approved concept plan
showed that pedestrian infrastructure using that alley for the connection, shown as a blue line on the attached
concept plan.
The revised plan showing the removal of that access does not have pedestrian infrastructure out to Castle Hayne.
I’ve attached an image of the plans showing where the sidewalk could be added to the southern site access to
meet that requirement.

Good afternoon,
While that site access was not included in the TIA, it was included in the approved concept plan for the rezoning.
Since the driveway access (and pedestrian access into the site) was part of the concept plan, eliminating the
access means the project will need a modification to the approved rezoning.
That will involve going back through the public hearing process with the Planning Board and Board of
Commissioners for the modification.

Good afternoon. We have recently made a change to the site plan for the Wrightsboro Commons project and
wanted to update you. While working with NCDOT on the Driveway Permit it was determined that the northern
entrance to the site oƯ Castle Hayne Road was not included in the TIA that was originally performed for the
project. The developers do not want to redo the TIA and NCDOT was ok with this, so the developers have asked us
to remove the drive aisle connection and close it oƯ by creating two more parking spaces in between the two
carriage buildings. This will not aƯect the existing businesses on either side of the drive aisle that has been
removed. Please see the attached site plan sheet with the relevant area clouded.

Please let us know if you need anything else from us. We are nearly done with fine grading of the site and hope to
have a ‘final’ set of construction drawings ready in the next week or so. We will be happy to provide you with an
updated set for your files once we feel that there will be no further revisions. The only remaining aspect of the
project to be finalized is the route of the sanitary sewer force main extension. After reaching out to the property
owners along Harnett Ave. and not receiving any promising feedback, we are currently working with CFPUA on a
revised route along the southern right-of-way of N. Kerr Ave. to a point of connection with an existing CFPUA sewer
force main located in the western right-of-way of Blue Clay Road.

Got it, thanks. To make sure we’re on the same page, is it the land disturbance permit that you’re being told has
expired?
I ask because Planning is not going to be able to extend a permit granted by another department. We can issue
extensions on TRC approval, but that’s about as far as we can go.

Zack,
We’re going through our permit directory for the Wrightsboro Common Project and no Ɵced the TRC approval for this
project expires in April of this year. Over the past year we have been diligently working on pursing all the remaining
permits for this project so the owners can begin construcƟon. We have County Stormwater and Erosion Control
remaining to allow construcƟon to begin. NHC Engineering has performed their first review, and we should have
comment responses back to Galen next week. Hopefully, the NHC Stormwater and NHC Erosion Control permits will
follow shortly aŌer submiƩal. The owners plan on starƟng site work ASAP once permits are received.
The project did obtain an Erosion control permit shortly aŌer County Planning approval (GP 34-21 dated 3-9-22), and
they did remove a commercial building onsite that’s within the layout of the new development. Due to the lack of
construcƟon acƟvity onsite NHC Eng. is saying the permit is no longer valid.
We’re curious if these items would grandfather the approval? If they don’t, what do we need to submit to obtain an
extension on this approval?
