Subject: The Pinnacle – Major Site Plan – TRC Review
The following comments have been received for the resubmittal received June 18, 2021. Additional
comments may be made upon further review of subsequent revisions.
Please note: A revised preliminary plan addressing each of the below items must be resubmitted
prior to receiving plan approval.
Planning, Nicole Smith 910-798-7164
Civil Plan:
1. Please delineate the passive and active recreation space within the open space area. Repeat
comment.
2. Clarify the proposed fence line. Differences noted between the civil and landscape plans.
Landscape Plan:
3. Please update the foundation planting requirements to include the multifamily buildings and
the NE façade of the commercial building per Section 5.4.7.
4. Provide fence detail to ensure buffer compliance with Type A per Sec. 5.4.3.2.
5. The landscape plan does not match the Commissioner’s approved conceptual plan. The buffer
shown on the approved concept plan shows 20 feet of vegetation.
6. Please provide the additional trees required to reduce the SHOD setbacks per Sec.
3.5.3.D.1.c. Repeat comment.
7. Provide the perimeter parking screening calculations, if required. If not required, provide the
distance between parking lots to ensure compliance with Sec. 5.4.5.B.
8. Verify compliance with Sec. 5.4.5.C for the parking parallel to the McIntyre property.
9. Clarify the disturbed acreage or update the 15 trees/acre calculation per Sec. 5.4.2.B.
10. Provide details of required tree planting located along the road frontage per Sec. 3.5.3.D.C.
Repeat comment.
Tree Removal Plan:
11. A tree removal permit is required. Repeat comment.
12. Clarify the species of trees. Concern some of the significant trees are not captured on the
tree removal plan. Reference Table 5.3.4.A.

13. Add the bufferyards and streetyard areas to the tree removal plan to ensure no trees
located within these areas are removed.
14. Provide the tree mitigation plan. As a reminder tree credits can be utilized to offset required
mitigation per Sec. 5.3.8.A.
Lighting Plan:
15. Concern with the McIntyre, Nixon, and Reddick properties light trespass. Reference Table
5.5.4.B.
Fire Services, Ray Griswold 910-798-7448
1. I conducted a site visit last week and reviewed the comments sent back by the applicant.
The comments are approved. The existing fire hydrant that meets David Stone’s 400-foot
requirement will be verified by this. My suggestion is that a fire hydrant be installed at the
entrance to the project, that will also bring the intent of the fire code and county regulations
into a better understanding.
NHC Engineering, Galen Jamison 910-798-7072
1. NHC Engineering has not received the updated documents for the land disturbing permit.
Please re-submit for this permit as the design is completed.
2. A request for additional information related to the Stormwater System Authorization to
Construct (ATC) application was provided on June 23, 2021. Please provide responses
and updated documentation as indicated in the request letter.
Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. Utility Plan Review required by CFPUA. Please include the landscape plan with this
submittal.
2. CFPUA water and sewer available
3. At this time capacity is available.
4. DWQ permit application will require a Planning FTSE; as we are working towards
incremental capacity upgrades at the downstream pump stations.
5. Capacity is also dependent on the analysis of the pipe collection system (gravity and
force mains).
6. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE
Application Form and a Preliminary Plan, this determination does not guarantee capacity.
7. Capacity is issued to projects on a first come, first serve basis, when capacity is available,
the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by
the Authority.
