Technical Review Committee (TRC) General Information
The TRC is a staff-level group of local government officials that reviews projects for compliance with
the local regulations administered by each respective review agency. Voluntarily participating state
agencies may also provide comments. And general information and non-binding recommendations
about the site may also be provided by government agencies.
The TRC meetings are considered staff meetings and are not public hearings. The TRC meeting is an
opportunity for applicants to speak with county staff and any voluntarily participating state or federal
agencies about the review comments they have been provided.
No voting is involved in the TRC process, and no final approvals or denials are made at the TRC
meetings. Following the TRC meeting, applicants are responsible for updating their plans to address
review comments. Those revised plans need to be resubmitted to the assigned case planner. The case
planner will facilitate additional reviews until all comments have been addressed, and the necessary
departments have stated the plans comply with the applicable minimum requirements for
development.
Following any future TRC approval, the project is required to obtain additional permits to include a
zoning compliance permit for the site. Applicants are also responsible for coordinating with state and
federal agencies for compliance with any additional requirements. Any activity on the property that is
not approved as part of the TRC review and zoning compliance permit will be considered a violation
of the UDO and subject to enforcement action under Article 12 Violations and Enforcement.
The following comments have been received for the August 6, 2025, TRC meeting. Additional
comments may be made upon further review of subsequent revisions.

1. General Comments
a. Zoning district is R-15
b. As stated in the application the intended use is Religious Assembly & Offices for Private
Business and Professional Activities. The Unified Development Ordinance (UDO)
defines the uses as
i. Religious Assembly: A facility or area for people to gather together for public
worship, religious training, or other religious activities including a church,
temple, mosque, synagogue, convent, monastery, or other structure, together
with its accessory structures(s), including a parsonage or rectory. This use does
not include home meetings or other religious activities conducted in and
ancillary to a private occupied residence. Accessory uses may include meeting
rooms and childcare provided for persons while they are attending assembly
functions. Schools and other childcare services are not accessory uses and
shall require approval as separate principal uses.
ii. Offices for Private Business & Professional Activities: Establishments primarily
engaged in the day-to-day administrative or clerical services for businesses or
other organizations that provide professional or other services to the general
public on a walk-in or appointment basis in an office setting.
c. Please confirm whether the offices noted on the site plan are for church use or not.
Offices for Private Business & Professional Activities are not permitted in the R-15
district. These offices would not be permitted unless they are for the exclusive use of
the church on the property.
d. The Planning and Land Use Department’s review of the site is for compliance with the
UDO and use specific requirements of the specified land use. Any other activity that
might occur on the property beyond the definition above should be noted on the
application and site plan for additional review and comment.
2. UDO Section 5.1, Parking and Loading
a. Parking for Religious Assembly is based on 1 parking spot per 5 seats in the largest
assembly area.
i. Site data table shows 430 parking spaces required, which calculates to 2,150
seats in the largest assembly area. Is this correct?
ii. Offices for Private Business and Professional Activities require 2.5 parking
spaces per 1,000 sq ft. Site plan appears to show 38 parking spaces for the

office area. However, with 32,000 sq ft total of offices, 80 parking spaces would
be required.
iii. Are these 38 spaces included in the 450 total number on the site plan?
iv. EV Parking: The UDO requires any use requiring or providing more than 25
spaces to provide EV Capable parking for 20% of the spaces, capping at 15
spaces. This just requires running the conduit with enough capacity to support
an EV Charging Station to the parking space, and does not require the
installation of a charging station. 450 * 20% = 90, however spaces cap at 15 so
only 15 EV Capable Charging spaces required.
3. UDO Section 5.2, Traffic, Access and Connectivity
a. Please note that no building permit for any structure shall be issued which requires
NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval.
Evidence of approval shall accompany the application for building permit.
b. It does not appear that the offices adjacent to the church are connected to the church.
As in, you would have to leave the church campus and get out onto Myrtle Grove Road
to access the parking lot for the offices- is this correct?
c. Has any sort of pedestrian path with a bridge been considered to connect the offices
with the main church building?
d. Per the WMPO, this project would require a TIA. Please coordinate with Caitlin Cerza
(contact information in her comments) on this.
e. What point are you at in your communication with the New Hanover County Sheriff’s
Office in regard to traffic control for services?
4. UDO Section 5.3, Tree Retention
a. Note: Land disturbance permits can be issued by county Engineering before a Tree
Removal Permit is approved by Planning. However, any trees removed before the Tree
Removal Permit is issued may result in enforcement action under Section 5.3.2 of the
Unified Development Ordinance to include prohibiting any development of the site for
3 to 5 years.
b. Please submit for a Tree Removal Permit prior to any construction. This can be done
separate from TRC.
5. UDO Section 5.4, Landscaping and Buffering
a. Landscaping calculations for parking lot landscaping and foundation plantings look
good.

b. Please detail how many trees you are providing in the street yard plantings- square
footage on this looks good.
c. Per Section 5.4.2.B, 15 trees are required to be planted or retained per acre disturbed.
Please detail how this is being achieved.
6. UDO Section 5.5, Lighting
a. Please note that a lighting plan is not required for TRC approval, but will be required
prior to issuance of construction plan approvals.
b. Is any lighting proposed for the site?
7. UDO Section 5.6, Signs
a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of
the UDO for standards.
8. UDO Section 5.7, Conservation Resources
a. The New Hanover County Conservation Resources Map indicates there is Pocosin
Conservation Resource on this property. However, the New Hanover County soils
report (attached with Soil & Water Conservation Comments) indicates there are no
Class IV soils on this property. Thus, the Conservation Resource Standards for Pocosin
do not apply.
9. UDO Article 9, Flood Damage Prevention
a. There are portions of this property in both the .2% and the AE flood zone.
b. FRIS (https://fris.nc.gov/) panel number 3133.
c. Per Christine Bouffard, 910-798-7074. Floodplain Development Permit will be required
for this project.
NHC Fire Services, David Stone 910-798-7458
1. When a bridge or an elevated surface is an element of a fire apparatus access road it must
comply to the design standards of the American Association of State Highway and
Transportation Officials HB-17-2002 Specification for highway bridges and must be have a
load capacity sufficient for all local fire apparatus. (Chapter 5)
2. D105.2 Aerial apparatus access roads must have a minimum unobstructed width of 26 feet,
exclusive of shoulders.

3. Per NCFC 507.1, Provide an Engineered fire flow analysis report in accordance with the fire
code and Appendix B to include pertinent information. A fire flow test shall be conducted in
accordance with NFPA 291 and NCFC 507.4.
4. All new structures larger than 12,000 square feet must comply with Section 510 of the NC
Fire code. An Emergency Responder Radio Coverage (ERRC) survey must be conducted, and
results given to the Building Safety Fire Plan Reviewer. All buildings that are more than one
story, underground, windowless or buildings with a basement must complete an ERRC
survey. (It is highly recommended that a pre-construction survey be conducted, however a
pre-construction survey is not required).
5. Fire apparatus access roads are required at time of construction. They are to be capable of
handling the weight of fire apparatus and be passable in all weather conditions. Fire
apparatus access roads are to be a minimum of 20 feet wide (Chapter 5), unless there are
fire hydrants installed along the roadway then minimum is 26 feet wide (Appendix D). The
fire code official may increase this width as necessary based on potential for fire apparatus
response. Dead end roads greater than 150 feet in length shall require an approved means
for fire apparatus to turn around (Chapter 5 and Appendix D). Fire apparatus access roads
shall provide a clear vertical clearance of 14 feet including trees, canopies, bridges, etc.
(Chapter 5 requirement is 13 feet 6 inches, however AHJ requires 14 feet based on local
apparatus).
6. Street and road signs are required, temporary signs during construction are acceptable as
long as they are legible and weather resistant. (Chapter 5).
7. Key Boxes (KNOX Boxes)
a. Required if structure is required to have a fire alarm system or automatic sprinkler
system.
b. Knox Box required at/adjacent to the front (main) entrance, at an elevation of 5 ft, +/- 6 in.
A KNOX box(es) is(are) required at the exterior access nearest the fire sprinkler riser(s).
Larger facilities may require additional key boxes. All key box locations must be shown on
the building plans. All key boxes are required to be installed prior to final inspection.
c.The customer may order online from Knox.
8. Premises identification is required. Address and or unit numbers are required on the street
side as well as unit identification on rear access doors. Letters and Numbers shall not be less
than 6 inches tall and ¾ inches wide; must be weather resistant and contrasting in color to
their background. (Chapter 5). Buildings constructed under the 2018 code shall require
additional signage per Appendix J.

9. Rooms containing controls for HVAC, fire sprinkler risers, fire alarm control panels, or other
fire detection/protection equipment must be identified with signage (Chapter 5).
10. Fire Hydrants
a. All fire hydrants shall have a 5 ¼ inch barrel, a 5 ¼ inch valve opening, two 2 ½ inch NST
side discharges and a 5-inch pumper nozzle with a 5-inch STORZ connection. Further
information on the technical specifications is available from the fire code official or Cape
Fear Public Utility Authority.
b. All fire hydrants shall be installed so they are visible from the fire apparatus access road
with unobstructed access and a clear space no less than 36 inches in all directions. They
shall be protected from vehicle impact by curbing, guard posts or other means approved by
the fire code official. They shall be oriented with the large discharge facing the nearest
street. All discharges shall meet the NFPA requirements for distance above grade.
11. Fire Department Connections (FDC)
a. Fire Department connections shall utilize 5-inch Storz connections with a 30 degree down
angle. Remote FDC’s are discouraged.
b. A fire hydrant shall be located no less than 50 feet from the structure and no greater than
100 feet from the fire department connection. For buildings with multiple fire department
connections, each one shall have a dedicated fire hydrant.
c. The fire department connection shall be located so that the fire apparatus and the hoses
connecting it to the fire hydrant and to the fire department connection do not obstruct
access to the buildings for other fire apparatus.
d. Fire department connections shall not be obstructed by fences, bushes, dumpsters,
utilities or vehicles.
e. Fire department connections are to be unobstructed with 36 inches clearance to both
sides and 78 inches vertically.
f. An audible/visual device indicating water flow or fire alarm activation shall be located
above the fire department connection.
g. The fire department connection shall be labeled with code compliant signage indicating
the type of connection and where more than one fire department connection exists
additional signage is required to indicate the area protected.
12. Fire Alarm Systems
a. Fire alarm systems monitoring a sprinkler system must be UL certificated.
b. The UL runner service must respond within two hours per NFPA 72 2013 A.7.5.8.
c. A Knox box must be installed on buildings with a fire alarm and/or sprinkler system.

d. A fire alarm documentation box (NFPA 72 7.7.2) must be installed at the FACP, containing
all required documentation.
e. The documentation box key shall be provided to the AHJ only upon the fire alarm system
acceptance test.
f. Electrical drawings with fire alarm devices do not constitute a fire alarm review.
g. Shop drawings, calculations, manufacturer cut sheets, and additional paperwork must be
submitted with engineered drawings for a full fire alarm review per NCFC 105.4.2.1.
13. A separate permit is required for fire alarms, sprinkler systems, and ERRCS if required.

1. A County stormwater and land disturbing permit issued by the County is required for this
project. Please digitally submit the permit applications documentation with requisite review
fees to the COAST online permit portal (https://newhanovercountync-
energovpub.tylerhost.net/apps/selfservice#/home). Applicable forms can be found at

NHC Environmental Health, Dustin Fenske 910-798-6732
1. Site plan reflects connection to public water. Environmental Health has records that reflect
existing properties have private drinking water wells. Existing properties (6342, 6400, 6358
Myrtle Grove Rd.) reflect that a drinking water well was on the property at some point.
Developer must be mindful to evaluate each property and identify well head locations then
identify and protect well head through demolition/clearing. All well heads must be properly
abandoned by a Certified Well Driller.
2. Site plan reflects connection to public sewer. Environmental Health records reflect that all
existing structures have a septic system. Existing properties that have or had a dwelling
must have the septic tanks properly abandoned (6342, 6400, 6358 Myrtle Grove Rd.).
Identify and abandon tanks. Abandonment consists of pumping tanks, crushing and filling.
A permit is not required for proper abandonment. Proposed infrastructure does not violate
setbacks to surrounding properties septic systems.

Creek. The AEC from the waters of Everett Creek ends approximately at the opposite side of
Myrtle Grove Road as to where this site is proposed. However, our office may still review the

I HAVE REVIEWED THIS PLAN AS REQUESTED AND HAVE THESE COMMENTS: The soils are
predominantly Murville flne sand (Mu) and Wakulla sand (Wa).
According to the booklet, “Wilmington/New Hanover Classiflcation of soils for Septic Tank
Suitability”, Wakulla is a Class I soil, and Murville is a Class III soil.
The Soil Survey of New Hanover County lists Wakulla as somewhat excessively drained
and Murville as very poorly drained.
Murville is on the New Hanover County Hydric Soils Ä list which means they are possibly
wetland areas and subject to regulation under the Clean Water Act. It should be noted,
according to the Soil Survey of New Hanover County, the limitation for dwellings with or
without basements and for small commercial buildings is severe for all of the soils on this
site. The limitations are due to fiooding and/or wetness. An adequate drainage and
maintenance plan is needed for suitable housing.
The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the
NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the Clean
Water Act. Before disturbing possible wetland areas, developers should contact these
agencies to stay in compliance with State and Federal regulations.

installations within the NCDOT right-of-way (form 16.6).

Drainage/Stormwater Conveyance:
Additional information is needed on the existing and proposed drainage in the
area.
If the drainage does not naturally flow to the NCDOT right of way the historic
drainage pattern should be maintained.
NCDOT Standard Drawings:
Include/update the NCDOT Standard Drawings (2024) that are applicable to the
development.
Sight Triangles and Sight Distance:
Show and label the 10’ X 70’ NCDOT sight triangles.
o No obstructions shall be placed within the NCDOT sight triangles.
Show and label the stopping sight distance.
o No obstructions shall be placed within the stopping sight distance.
Identification Signing and Landscaping:
Identification signing or landscape vegetation within the median and the sight
distance triangle must not obstruct the driver’s line of sight. No landscaping or
signing will be allowed to exceed 42 inches in height, measured from the Edge of
Pavement (EOP) within the median or sight triangle.
All pylon signs in the median or sight distance triangle must provide a vertical
clear sight zone between 3 feet-6 inches and 10 feet-0 inches measured from the
EOP. Signing located within a clear recovery area shall be of a “breakaway
design.”
Only low growing shrubbery, consistent with the NCDOT’s landscaping policies,
as contained in the publication “Guidelines for Planting Within Highway Right of
Way,” will be allowed within a landscaped median and the sight distance triangle
at the entranceway to a development, whether the street or driveway connection to
the State Highway System is designated as a public facility or not. Landscaping
within the right-of-way and sight distance triangles may require additional
approval by the District Engineer.

DRIVEWAY ACCESS TO NORTH CAROLINA HIGHWAYS AND THIS DOCUMENT. FAILURE TO ADHERE TO THESE POLICIES WILL RESULT IN THE RETURN OF THE

In an effort to save time and resources, we are happy to provide an initial assessment of a driveway permit submittal’s plans via email to
identify any major issues up front. This initial assessment can be followed up with a submittal of one digital copy of the plans along with all

Engineering Studies
The applicant may be required by the District Engineer to submit studies based on, but not limited to, the parameters outlined
herein. If study requirements of the local government agency are more restrictive than the NCDOT requirements, then local
government requirements will govern. However, this does not imply that the NCDOT is obligated to approve entrance designs
that are too constrictive to allow smooth and safe traffic flow. All studies including, but not limited to, Traffic Impact Analyses
(TIA), traffic signal studies, and drainage studies, must be prepared under the direct charge of and sealed by a North Carolina
licensed Professional Engineer.
