HomeMy WebLinkAbout20250730_McNaughton McKay_TRC Comment Responses July 30, 2025 Technical Review Committee New Hanover County RE: 6719 Amsterdam Way – McKay Electric Warehouse Expansion Egov#: SITECN-25-000082 PID#: R04135-006-041-000 Riverview Engineering Project No: 1026.01 New Hanover County TRC Review Committee, In response to your letter regarding Planning, NHC Fire Services, NHC Soil & Water Conservation, NHC Engineering, NHC Environmental Health, NHC Addressing, Cape Fear Public Utility Authority, NCDOT, WMPO, and Army Corps of Engineers Comments for the 6719 Amsterdam Way – McKay Electric Warehouse Expansion project, we offer the following responses: Planning – Ryan Beil 910-798-7444 1. General Comments a. Zoning: I-1 Response: Noted b. There are Duke Energy Transmission Lines/Easement on the Property but they do not impact the site plan. Response: Noted 2. UDO Section 5.1, Parking and Loading a. Use requires 1.5 parking spaces for every 1,000 square feet of building area. Project proposes 11,083 square feet. Required parking is 11,083 / 1,000 = 11 x 1.5 = 17 required parking spaces, while 18 are provided, including 2 ADA compliant spaces where only 1 is required. Response: Noted 3. UDO Section 5.2, Traffic, Access and Connectivity a. Please note that no building permit for any structure shall be issued which requires NCDOT approval for a Driveway Permit until NCDOT has issued the permit approval. Evidence of approval shall accompany the application for the building permit. Response: Noted 4. UDO Section 5.3, Tree Retention a. Please submit a Tree Removal Permit for the trees being removed. Response: No trees are proposed to be removed. 2 b. Note: Land disturbance permits can be issued by county Engineering before a Tree Removal Permit is approved by Planning. However, any trees removed before the Tree Removal Permit is issued may result in enforcement action under Section 5.3.2 of the Unified Development Ordinance to include prohibiting any development of the site for 3 to 5 years. Response: Noted 5. UDO Section 5.4, Landscaping and Buffering a. 15 trees per acre disturbed, trees must be at least two inches diameter at breast height (DBH). Site plan shows .5 acre disturbed, requiring 8 trees. Response: See sheet CS101. b. For street yard; 25 square feet for every linear foot of street yard frontage, with a minimum of 12.5 feet. Please include a schematic of what is currently planted and spaced. Response: See sheet CS101. c. Interior parking lot landscaping requires no less than 4 percent, 8 percent is provided. i. Landscaping islands, either separate or protruding from perimeter landscaping strips, shall be a minimum of 12 feet in width measured from the back of curb to back of curb. Response: See sheet CS101. ii. A minimum of one evergreen or deciduous tree for every 20 linear feet of planting strip on average, rounded to the highest whole number, shall be planted within the planting strip. Response: See sheet CS101. iii. No parking space shall be located more than 120 feet from a landscaped island. Response: See sheet CS101. iv. One plant or existing tree shall be required for every 144 square feet, rounded to the next lowest whole number of total interior landscaped area, with a minimum of one tree in each island. Response: See sheet CS101. 6. UDO Section 5.5, Lighting a. Please note that a lighting plan is not required for TRC approval but will be required prior to issuance of construction plan approvals. Response: Noted b. Is any lighting proposed for the site? Response: No new lighting is proposed for this site. 7. UDO Section 5.6, Signs a. For any signs on the site, please submit for a sign permit, referencing Section 5.6 of the UDO for standards. 3 Response: Noted 8. UDO Section 5.7, Conservation Resources a. Per the New Hanover County Conservation Resource Map there are no Conservation Resources present on this property. Response: Noted 9. UDO Article 9, Flood Damage Prevention a. No part of the property is in the floodplain. Response: Noted NHC Fire Services, David Stone 910-798-7458 1. No Comments Response: Noted NHC Soil & Water Conservation, Dru Harrison 910-798-7135 · According to the booklet, “Wilmington/New Hanover Classification of soils for Septic Tank Suitability, Leon is a Class III soil. Response: Noted · The Soil Survey of New Hanover County lists Leon as poorly drained. Response: Noted · Leon is on the New Hanover County Hydric Soils Ä list which means they are possibly wetland areas and subject to regulation under the Clean Water Act. It should be noted, according to the Soil Survey of New Hanover County, the limitation for dwellings with or without basements and for small commercial buildings is severe for all of the soils on this site. The limitations are due to flooding and/or wetness. An adequate drainage and maintenance plan is needed for suitable housing. Response: Noted · The U.S. Army Corps of Engineers has federal jurisdiction over 404 Permits and the NCDEHNR, Dept. of Water Quality, has state jurisdiction over 401 Permits under the Clean Water Act. Before disturbing possible wetland areas, developers should contact these agencies to stay in compliance with State and Federal regulations. Response: Noted NHC Engineering, Galen Jamison 910-798-7072 1. Should redevelopment result in more than 1 acre of disturbance, a land disturbance permit will be required. Response: Site does not disturb more than 1 acre. 2. Should redevelopment result in more than 10,000 SF of additional impervious, County storm 4 attenuation requirements will be required. A stormwater permit will be required for the conveyance system. Note, the minimum size pipe is 15” per Section 4.4.2 of the NHC stormwater design manual. Response: Noted 3.
