Date:July 31, 2025 Subject: ARG-ILM East Side Development – Wilmington, NC – Trip Generation Assessment Kimley-Horn has prepared a trip generation assessment for the ARG-ILM East Side Development proposed for construction west of N. Kerr Avenue near John Morris Road at the Wilmington International Airport (ILM) in Wilmington, North Carolina. As currently envisioned, this project proposes to construct approximately 38,000 square feet (SF) of office space and several airplane hangars adjacent on the east side of the airport property. While a portion of the office space is proposed in connection to hangar space, most of the office space is expected to be used for a flight school that will include classroom and training suite space or for flight operations. The primary site access to Kerr Avenue is proposed via a full-movement driveway in the current location of Morris Road connection. A second full-movement driveway is proposed at the northern end of the property to serve 4 hangar buildings and the existing cemetery north of the property. The proposed site plan is attached. The trip generation potential of the project was determined using data published in the ITE Trip Generation Manual (Institute of Transportation Engineers, Eleventh Edition, 2021). As ITE does not provide trip generation data for a flight school or airport office space, trip generation calculations were performed using data for the general office space land use (ITE Land Use Code 710). Further, while there is the potential for some retail space, it is understood that the intent is to provide support uses for the balance of the project rather than destination uses. Therefore, that space was included as office space consistent with LUC 710, which can also include restaurants and service retail. As shown in Table 1, this project is anticipated to generate approximately 500 trips on a typical weekday, with 73 trips during the AM peak hour and 74 trips during the PM peak hour. Building 1, Building 3, and Hangar F are expected to accommodate approximately 85 people, and 1 employee was assumed for each of the 44 additional hangars for a total of 130 employees and students. ITE trip rates for LUC 710 are 0.49 trips per employee in the AM peak hour and 0.45 trips per employee in the PM peak hour, which would result in 64 AM peak hour trips and 58 PM peak hour trips. Therefore, it is anticipated that the trip generation results presented in Table 1 are conservative. 7/31/2025 Page 2 kimley-horn.com 1070 S. Main Street, Suite 230, Holly Springs, NC 27540 919 677 2000 As projected site traffic volumes fall below the thresholds of 1,000 daily or 100 peak hour trips for requiring a traffic impact analysis (TIA) identified by the Wilmington Metropolitan Planning Organization (WMPO) and the 3,000 daily trip TIA threshold for the North Carolina Department of Transportation (NCDOT), no additional traffic analyses or transportation improvements should be required as part of this project.
