HomeMy WebLinkAboutARQ-ILM Stormwater Booklet 061925 TABLE OF CONTENTS___________________________________ Stormwater Management Statement Storm Drainage Calculations Section 1 Pre-Post Development Section 2 Storm Water Run-Off and Routing Extended Dry Detention Basin (EDDB) Calculations Section 3 Treatment Swale Calculations Section 4 Exhibits Appendix ARQ-ILM N Kerr Avenue & Morris Road A Portion of Wilmington International Airport Property New Hanover County, North Carolina Stormwater Management Statement Project Description: This site is located on the western side of property owned by the New Hanover County Airport Authority Wilmington International Airport (ILM) and being ground leased by ARQ Realty, LLC to develop 36.20 acres for the purpose of 1 Flight School/Office building, 6 Corporate Hangars, 1 Maintenance Hangar, 1 Office/Commercial building, 5 Tee Hangars for private lease, and supporting infrastructure including; an entrance drive, parking, aprons, tarmac, and taxilanes. The proposed site is located on the north and south sides of Morris Road and adjacent to the western right-of-way of N. Kerr Avenue. The project site area consists of portions of PID/Parcel Numbers: R04200-001-023-000, R04210-001-006-000, R04210-001- 005-000, R04210-001-004-000, R04210-001-003-000, R04210-001-002-000, R04210-001- 001-000, R04200-001-022-000, R04200-001-021-000, R04200-001-027-000, R04210-001- 007-000, R04210-001-008-000, and R04200-001-025-000. Existing Conditions: The existing site consists of an existing hangar at the terminus of Morris Road, with the remainder being cleared and undeveloped land. The project site is within the Cape Fear River Basin and drains to Smith Creek (Index No. 18-74-63). The site contains Non-Riparian Wetlands on the north and south side and Non-Wetland Open Waters on the north. Wetland and open water impact permits have been obtained under Permit No. SAW-2023-02065, a copy of which is contained within this report. The site does not drain to SA; ORW designated waters and is not located within one half mile of SA classified waters. A portion of the contributory areas to the proposed SCMs are outside of the Project Area (the proposed development boundary) but are within the area limits of prior permit SW8 040836. Additionally, portions of the area within the Project Area are occupied by existing built-upon area (building, ramp area, and roadway) from which runoff is not currently collected and treated. The total area of such untreated built-upon area within the Project Area is 125,387 S.F. or 2.88 AC. Additionally, 3,986 S.F. or .09 AC. of built-upon area within the drainage area of the Project Area (and associated contributory areas to the proposed SCMs) is currently included as built-upon area in permit SW8 9910003. Proposed Development: This project proposes the addition of 236,380 sf of new building area consisting of a Flight School/office, Commercial/Retail building and multiple airplane hangars along with supporting infrastructure (asphalt drive, parking, concrete apron/taxi-lanes, and sidewalks). Of the total proposed Built Upon Area (BUA), 99.03% will be collected via Drop Inlets, Trench Grates, concrete flumes, and directed to 3 proposed Extended Dry Detention Basins. Flow from the dry basins will be discharged through SCM riser/outlet pipes to corresponding Vegetated Swales designed for the 10 year storm event. EDDB East-1A and Swale East-1A, and EDDB East-1C and Swale East-1C will discharge into existing Non-Riparian Wetlands and EDDB East-1B and Swale East-1B will discharge just west of N Kerr Ave, into an existing tributary of Smith Creek. The small area of proposed built-upon area that will not (and cannot practically be) intercepted and treated via the proposed SCMs totals .23 AC. This area of untreated built-upon area is significantly less (2.65 acres less) than the area of the existing currently untreated built-upon area that will be eliminated or intercepted by implementation of the proposed plan. As such, the proposed stormwater management plan will achieve treatment of a greater area of built-upon area than the net increase in built-upon area that will be created by implementation of the proposed development plan. Applicable Stormwater Rules: This project has been designed to conform to 2017 Rules and MDC with certain modifications imposed by restrictions in the 2004 Master Plan for ILM. The most significant of these restrictions relate to a prohibition against standing water—thereby limiting the SCMs to EDDBs and grassed swales, and modification of forebay design criteria to prevent retention of standing water. Also, the proposed plan places the grassed swales below the EDDBs. Per NCDEQ Stormwater Design Manual, required swale volume is "the volume of runoff from a .75"/hr storm that result in a flow depth of 6" or less and a hydraulic retention time of 4 minutes or greater in a trapezoidal swale with side slopes no steeper than 3:1." Due to the placement of the grassed swales below the EDDBs in this project, the swales will be subjected to the routed flows through the EDDBs. Therefore, the discharges into the swales from a 7.5"/hr storm were calculated and the required swale lengths were determined based on providing a minimum of 4 minutes of hydraulic retention time is the swales. For purposes of maximizing the pollutant removal function of the proposed stormwater management system, the length of the proposed swales were made as long as site conditions allow. Additionally, the plan proposes horizontal baffles within the swales to further enhance the pollution removal function of the swales and achieve the cited effective swale slopes. Peak Stormwater Runoff Note: This project will be permitted as High Density and will utilize 3 Dry Detention Basins and 3 Vegetated Swales for stormwater detention and treatment. Based on NCDEQ most recent MDC’s, the Dry Detention Basins are sized to capture and treat the first 1.5” of runoff from their corresponding contributory drainage areas. The Dry Detention Basins will discharge into corresponding Vegetated Swales sized to convey the 10 year storm event. See calculations and charts within this report. Post development discharges at the two main analysis points, Point #1 located on the north side of the project, at the existing tributary of Smith Creek on the west side of N Kerr Avenue and Point #5 located on the south side of the project, at the existing tributary of Smith Creek on the west side of N Kerr Avenue, are less than Pre-Development peak discharge at these locations. All three Dry Detention basins will utilize a gravel lined forebay for velocity dissipation and to deter wildlife per Airport standards. This project was modeled using Hydraflow Hydrographs, NOAA Atlas 14 rainfall data for the 1, 2, 10, 25, and 100 year storm events.
