Special Meeting New Hanover County Board of Elections August 6, 2025 Subject: Approval of Agenda Summary: N/A Board Action Required: Staff recommends approval Item # 1c Special Meeting New Hanover County Board of Elections August 6, 2025 Subject: Public Comment Period Summary: This is an opportunity for members of the public to provide comments on elections-related matters. Each commenter will be limited to two minutes. There is a limit of 20 minutes total for the public comment period. Board Action Required: Discuss as necessary Item # 2 Item # 2 Special Meeting New Hanover County Board of Elections August 6, 2025 Subject: 2025 Municipal Elections Early Voting Plan Applicable Statutes and/or Rules: N.C. Gen. Stat §§ 163-227.2(b) and 163-227.6(e) Summary: The New Hanover County Board of Elections unanimously approved an early voting plan for the 2025 Municipal Elections on July 22, 2025. The plan includes one early voting site at the Northeast Library, which will serve as an in lieu of site to the county board office. The Board may amend this plan before the August 8, 2025, deadline for submitting early voting plans to the NC State Board of Election. The early voting period for each election begins on the third Thursday before the election and ends on the Saturday before the election. For the 2025 Municipal Elections, the early voting period begins on Thursday, October 16 and ends on Saturday, November 1. At minimum, early voting must be available within the county board of elections office, or at an in lieu of site, from 8:00 am to 5:00 pm on weekdays and 8:00 am to 3:00 pm on last Saturday. The board may choose to use the larger multipurpose room adjacent to the administrative office for the office site or the David E. Paynter Room at the Northeast Library as an in-lieu of office site. The requirements for an in lieu site are 1) in the same city or town as the county board of elections office, and 2) either within 4 miles driving distance of the county board office or within 10 minutes driving time, using Google Maps or similar online calculator. As part of this decision, the board may wish to discuss the space needs for conducting absentee meetings so the board can determine whether our conference room provides enough space to meet the operational needs for conducting the review of absentee applications and completing the preparatory steps for counting the absentee ballots on Election Day. Any other operating schedule for the office site, or the inclusion of additional early voting sites, requires the unanimous approval of an early voting implementation plan by the county board. In odd-numbered elections, the additional sites are not required to be open the same hours and days as the office site. However, there is a requirement that all additional sites be open for the same days and hours. If the county board is unable to reach unanimity regarding an early voting plan, a member or members of the board may petition the NC State Board of Elections to adopt a plan for it. If petitioned, the State Board may also receive and consider an alternative petition from another member or members of the county board. The State Board is not limited to adopting a specific plan submitted by a county board member and can adopt a different plan altogether if they deem it more appropriate for the county.
