Thank you for reaching out about the Rural Garbage Service.
The same concerns still apply.
Until a thorough remedial investigation is performed, the risks associated with the old landfill are
unknown. In addition to physical waste, other media can be impacted and extend outside the waste
disposal area (groundwater, surface water, soil, sediment, surface vapor, subsurface landfill gas, and
soil gas).
The Division of Waste Management - Pre Regulatory Landfill Unit has not yet performed an investigation
on this site, so we do not have the waste disposal area delineated. The suspect location, as shown
below, is based on interviews, aerial photos, and historic information and IS in the area marked as
developed.

If the developer encounters waste during construction of the townhomes, they should contact DEQ and
hire a consultant that can assist with waste characterization and disposal. If waste is encountered, the
developer will be responsible to document what was done in response to disturbing the old landfill and
how the new receptors will be protected.

We received an application for this project last week. The initial information was related to a community
information meeting, based on the feedback they received, the applicant revised their plan and have submitted

The North Carolina Department of Environmental Quality, Division of Waste Management (DWM), Pre-
Regulatory Landfill (PRLF) Unit is making you aware of a PRLF located adjacent to a planned
development (The Woods at Galen) for which you are the contact (from this article).

A PRLF is defined as any land area, whether publicly or privately owned, on which municipal solid waste
disposal occurred prior to January 1, 1983, but not thereafter.
This link will open the DWM Site Locator Tool where you find all DWM sites in North Carolina. You can
use the search tool to zoom in on "Rural Garbage Service" to locate this specific PRLF.
Certain hazards can be present at these old landfill sites in the soil, groundwater, and soil gas - and it is
important that you are award of the potential risks. This site has not yet been assessed by the PRLF Unit,
so the area of waste and associated contamination is not defined at this time. Also, please note that the
PRLF Unit does not allow for redevelopment of these old landfills. Redevelopment would need to go
through the DWM - Brownsfields Redevelopment Section.
