Call to order Chair Angela Barr. called to order the regular meeting of the New Hanover County Alcoholic Beverage Control Board at 9:00 am on July 17, 2025 at the General Office, 6009 Market Street, Wilmington, NC. II. Chairman confirms quorum The following Members of the Board were present: Angela Barr, Chair Louis Burney, Jr., V i c e Chair Bruce Shell, Member William Rivenbark, Member Others in attendance were: Charles Hill, General Manager James Casteen, Assistant General Manager Kathy Clark, Finance Officer/Board Secretary Lauren lammatteo, Outreach & Communications Specialist Kemp Burpeau, Legal Counsel Sgt. Angus Trott, NBC Sheriff Department Sgt. Daniel Gaither, Wrightsville Beach Police Department Captain Hettinger, Carolina Beach Police Department Sonya Stephenson, Police Grant Coordinator Wilmington Police Department III. Conflict of Interest Reminder Ms. Barr verbally confirmed that the Board members had read the following ethics reminder: "In accordance with General Statute 18B-201, it is the duty of every Board member to avoid both conflicts of interest and appearances of conflicts. Does any member have any known conflict of interest or appearance of conflict with respect to any matters coming before the Board today? If so, please identify the conflict or appearance of conflict and refrainfrom any undueparticipation in theparticular matter involved. " Let it be recorded that no conflicts were identified by any Board member regarding this Board meeting. I I P a g e IV. Consent Agenda Items of Business Ms. Barr presented the minutes from the Regular Meeting of June 19, 2025. Mr. Burney made the motion to approve the minutes as written. Mr. Rivenbark seconded the motion, all approved. Ms. Barr presented the proposed meeting agenda. Mr. Shell made the motion to approve the agenda as written. Mr. Rivenbark seconded the motion, all approved. V. Regular Agenda Items of Interest • FY 2025 Law Enforcement Grant Update • Carolina Beach Police Department — Captain Hettinger updated the Board on the $35,000 grant. He reported that the funds were used for 4WD Vehicle, gaining the most effective coverage of targeted areas at which the majority of alcohol -related offenses occur. • Wilminjzton Police Department — Sonya Stephenson, Police Grant Coordinator, updated the Board on the $50,000 grant. This grant funded the Downtown/Riverwalk Ebike program and 3 Soundpro DL-2 Datalogging Sound Level Meter & Calibrators. • Wrightsville Beach Police Department — Sgt. Daniel Gaither updated the Board on the $15,000 grant. This grant funded the 2 high -quality video surveillance New Hanover County Sheriff Department — Sgt. Angus Trott updated the Board on the $50,000 grant. He reported that the funds purchased a new vehicle for the Sheriff's ABC Unit. This is in an effort to contain Alcohol related violations and promote the safety of the citizens by spending more time investigating Alcohol and Beverage Control matters. VI. Administrative Reports ABC Law Enforcement Officers' Unit Monthly — (ALE) Report for June was presented by Sgt. Trott, NHC Sheriff's Department. Please see the attached LE Monthly Reporting Numbers from the North Carolina ABC Commission website (Attachment "A"), Sgt. Daniel Gaither of the Wrightsville Beach Police Department presented stats for the Wrightsville Beach Police Department. • Financial Statements — Mr. Casteen and Ms. Clark presented a copy of the Board Financial Statements for June, 2025. The Financial Statement showed, the Actual -to - Actual comparison Gross Sales more than the prior June by $6k (0.10%), Operating Expenses more than prior June by $16k (2.17%), and Income from Operations more than prior June by $44k. • Outreach & communications Update Ms. lammatteo provided updates on the 2 1 Pa ge upcoming event on Wednesday, July 23, 2025 at Store 4111, 4840 Carolina Beach Road. Reviewing the agenda for the event. VII. Adjournment Ms. Barr advised the Board the next regular Board Meeting is scheduled for Thursday, August 21, 2025 at 9:00 am at the General Office, 6009 Market Street, Wilmington, NC.
