HomeMy WebLinkAbout10-11-23 BOER MINUTESASSEMBLY The 2023 New Hanover County Board of Equalization and Review met on Wednesday, October 11, 2023 at 10:00 a.m. Conference Room 136 of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their Business Personal Property bills. Members present for the session were: Clayton Hamerski (Chairman), John Weaver, Chris Stewart, Brad White, Fred Gainey, and Hector Ingram. Staff members present were: Asst.Tax Administrator Scott Saunders, Listing Supervisor Courtney Parker, Deputy County Attorney Karen Richards, Tax Management Associates Auditor Donna Skidmore, and Fiscal Support Specialist Michelle Martin. Chris Stewart acting as Stand in Chair called the meeting to order at 10:11 a.m. Agenda item #1: Approval of Minutes  N/A   Agenda Item #2: Old Business None Agenda item #3: Hearings from Appellants 10 AM / / Brad White MOVED, SECONDED by Fred Gainey to uphold Late Listing Penalties of $6,112.07 for Business Personal Property listed after filing deadline the motion carried 5 to 0. Hector Ingram was recused. 10:26 a.m. Chris Stewart Stand in Chair called for a recess. 10:32 a.m. Chair Clayton Hamerski resumed the meeting. Listing Supervisor Courtney Parker and Donna Skidmore from Tax Management Associates presented Tab #1 on behalf of New Hanover County / John Weaver Moved, Seconded by Brad White to accept Appellant opinion that loaner program vehicles should not be listed as Personal Property and assessed value on those should be released. Motion failed 2 in favor 4 opposed. Chris Stewart MOVED, SECOND by Hector Ingram to reverse initial motion and reopen Agenda Item Tab #1. Motion carried 6-0. After a short break from 11:45-11:52 the discussion continued. At this time the Appellant provided additional information on the loaner vehicle program. Fred Gainey made a motion in favor of the Appellant to release the discovery value $7,286,675 on loaner vehicles for tax years 2017-2021, there was a SECOND by Brad White. The motion carried 6-0. Agenda item #10: New Business None Agenda item #11: Recess There being no further business to consider, Chairman Clayton Hamerski asked for a motion to recess. MOTION was made and SECONDED the meeting recessed at 12:30 pm. The motion carried 6 to 0. . Respectfully submitted, Michelle Martin
