HomeMy WebLinkAbout04-17-2018 BOER MINUTESASSEMBLY The 2018 New Hanover County Board of Equalization and Review met on Tuesday, April 17, 2018, at 1:00 p.m. in the Lucie Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to open the 2018 Board of Equalization and Review, in accordance with North Carolina General Statute 105-322(e). Members present for the session were: Hector Ingram (Chairman), Jason Swain, Brad White, Fred Gainey, Wes Turbeville and Brett Keeler. Staff members present were: Tax Administrator Allison Snell, Asst. Tax Administrators Lawana Schulze & Scott Saunders, Deputy County Attorney Sharon Huffman, Appraisal Supervisor James Paulk, Appraisers Zack Keeler, Larry Moeller, Gregory Davis, Ron McWatty, Eric Davis, Eileen Haley, Randy Kahl, Chris Horn & Larry Bolick, notary Tina Joyner and, Administrative Support Technicians Michelle Martin & Juanita Wallace. Tax Administrator Allison Snell called the meeting to order at 1:02 p.m. AGENDA ITEM # 1: Introductions Introductions were made by each of the Board members and Tax Administrator Allison Snell introduced all staff members that were present. AGENDA ITEM # 2: NCDOR PowerPoint Presentation John Preston, Tabitha Ashe and, Chelsie Cornelius from Department of Revenue explained the Appeals Handbook and Machinery Act for 2018. Chairman Hector Ingram and, Tax Administrator Allison Snell thanked John Preston, Tabitha Ashe and, Chelsie Cornelius for their presentations. AGENDA ITEM # 3: Presentation of “Members Handbook for Boards of Equalization and Review” Tax Administrator Allison Snell explained the Rules of Conduct. Chairman Hector Ingram signed the Rules of Conduct. Tax Administrator Allison Snell explained the Rules of Procedure for Hearings. Chairman Hector Ingram signed the Rules of Procedure for Hearings. AGENDA ITEM # 4: Administration of the Oath of Office Chairman Hector Ingram, Jason Swain, Brad White, Fred Gainey, Brett Keeler & Wes Turbeville were sworn in for the Oath of Office by Tax Administrator Allison Snell and, notarized by Tina Joyner. AGENDA ITEM # 5: New Business Chairman Hector Ingram asked for a motion to convene 2018 Board of Equalization & Review. Fred Gainey moved; seconded by Jason Swain to convene. Upon vote, the motion carried 6 to 0. Chairman Hector Ingram asked for a nomination for Vice-Chairman. First Vice-Chairman Brad White and, 2nd Vice-Chairman is Fred Gainey. Jason Swain moved; seconded by Brett Keeler. Upon vote, the motion carried 6 to 0. AGENDA ITEM # 6: Upcoming Meetings Tax Administrator Allison Snell stated the adjourn date will be on Friday, May 11, 2018 at 12 p.m. in the Lucie Harrell Conference Room. Next Board of Equalization & Review Meeting scheduled Tuesday, May 22, 2018 from 9am-4:30pm. AGENDA ITEM # 6: Recess There being no further business to consider, Chairman Hector Ingram asked for a motion to recess.
