HomeMy WebLinkAbout04-22-2015 BOER MeetingASSEMBLY The 2015 New Hanover County Board of Equalization and Review met on Wednesday, April 22, 2015, at 9:00 a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2015 tax value assessments. Members present for the session were: James Brumit (Chairman), Nancy Pritchett, Robert Glasgow, Hector Ingram, Charles Davis and Campbell Dodd. Staff members present were: Tax Administrator Roger Kelley, Assistant Tax Administrator Allison Snell, Appraisal Supervisor James Paulk, Revaluation Coordinator Scott Saunders, Appraiser Larry Bolick, and Appraisal Administrative Support Technician Juanita Wallace. Chairman James Brumit called the meeting to order at 9:08 a.m. AGENDA ITEM # 1: Introductions Introductions were made by each of the Board members and Roger Kelley introduced all staff members that were present. AGENDA ITEM # 2: Administration of the Oath of Office Chairman James Brumit, and members Nancy Pritchett, Robert Glasgow, Hector Ingram, Charles Davis and Campbell Dodd were sworn in for the Oath of Office by Cindy Shoaf. AGENDA ITEM # 3: Presentation of “Members Handbook for Boards of Equalization and Review” Tax Administrator Roger Kelley informed the Board of the, STATEMENT OF AFFIRMATION TESTIMONY BEFORE THE BOARD OF EQUALIZATION AND REVIEW form all appellants would sign before appearing before the Board. Chairman James Brumit put before the Board, and Robert Glasgow made a motion to accept the use of the form seconded by Hector Ingram with all in agreement. AGENDA ITEM # 4: Presentation on “Code of Ethics” AGENDA ITEM # 5: Presentation on “Responsibilities of the Board Members” Tax Administrator Roger Kelley started webinar Best Practices for Boards of Equalization and Review for all present to watch. He informed the Board that he was available to answer any questions they may have about their responsibilities outlined in the handbook/webinar and that they do have the County Attorney available to answer questions, as well. AGENDA ITEM # 6: Hearings from Appellants (12:13PM) The Board heard appeal presentations from the following individuals regarding the 2015 tax assessment of real property. Each appellant was informed that the Board would make decisions following the hearings and they would be notified by mail of the Board’s decision in ten days. 1. Mr. Larry Bolick, representative for property owner of 702 Sloop Pointe Ln, Kure Beach, NC; Parcel ID R09209-006-007-000 (the appellant was represented in absentia). In deliberations after hearing the appeals during the 9AM Session, the Board affirmed the assessed values as follows: Parcel ID Owner Appealed Value Affirmed Value R09209-006-007-000 Kennedy Edward Luann $144,300 $144,300 Motion: Robert Glasgow MOVED, SECONDED by Charles Davis, to uphold the value at $144,300. Upon vote, the motion carried 6 to 0. AGENDA ITEM # 7: New Business There was no new business to discuss. Tax Administrator Roger Kelley reiterated that he is available if the Board has any questions. AGENDA ITEM # 8: Schedule Future Meetings The Board discussed the next meeting which will be held on Wednesday, May 6, 2015 at 9am with all 6 Board members to attend. On Thursday, May 7, 2015 at 9am Chairman James Brumit, Robert Glasgow, Hector Ingram and Campbell Dodd will be attending the meeting. AGENDA ITEM # 9: Adjournment There being no further business to consider, Chairman James Brumit recessed the 2015 Board of Equalization and Review at 12:38 p.m. until the next hearing date scheduled for May 6, 2015.
