HomeMy WebLinkAbout07-09-2015 BOER MeetingASSEMBLY The 2015 New Hanover County Board of Equalization and Review met on Thursday, July 09, 2015 at 9 a.m. in the Lucie F. Harrell Conference Room of the New Hanover County Government Center, 230 Government Center Drive, Wilmington, North Carolina. The purpose of the meeting was to hear appeals by property owners regarding their 2015 tax value assessments. Members present for the session were: James G. Brumit (Chairman), Nancy Pritchett, Campbell Dodd, Hector Ingram and Robert Glasgow. Staff members present were: Tax Administrator Roger Kelley, Appraisal Supervisor James Paulk, Appraiser’s Tom Davis, Ron McWatty, & Eric Davis, Appraisal Administrative Support Technician Juanita Wallace. Chairman James Brumit called the meeting to order at 9:04 a.m. AGENDA ITEM # 1: Approval of Minutes The minutes from all prior meetings had been approved. Chairman James Brumit asked for acceptance of the agenda Campbell Dodd Moved, Seconded by Nancy Pritchett vote, the motion carried 5 to 0. Chairman James Brumit also, asked for the excusal of Chuck Davis from today’s meeting, Campbell Dodd Moved, Seconded by Hector Ingram vote, the motion carried 5 to 0. AGENDA ITEM # 2: Old Business There was no discussion by the Board on this agenda item. AGENDA ITEM # 3: New Business There was no discussion by the Board on this agenda item. AGENDA ITEM # 4: Affirmation of the Following Signed and Agreed Values Chairman James Brumit presented a list of appellants who, in writing, have agreed to the value recommended by the appraisers and agreed to withdraw their appeals. Motion: Hector Ingram MOVED, SECONDED by Campbell Dodd, to affirm the assessed values of the appeals listed below as withdrawn or agreed upon by appellants. Each appellant was informed that the Board would make decisions following the hearings and they would be notified by mail of the Board’s decision in ten days. Michael & Barbara Caropolo, property owner of 5416 Aventuras Dr, Wilmington, NC; Parcel ID R06709-005-011-000 Ms. Svetlana A Adler, property owner of 2608 Coulter Pl, Wilmington, NC; Parcel ID R06100-001-150-000 Mrs. Samantha T Fasul, property owner of 312 Lumina Ave, Wrightsville Beach, NC; Parcel ID R06311-001-003-000 In deliberations after hearing the appeals during the 9 AM Session, the Board affirmed the assessed values as follows: Parcel ID Owner Appealed Value Affirmed Value R06709-005-011-000 Michael & Barbara Caropolo $576,100 $550,100 Motion: Campbell Dodd MOVED, SECONDED by Robert Glasgow, to reduce the value to $550,100. Upon vote, the motion carried 4 to 1. R06100-001-150-000 Svetlana A Adler $280,600 $280,600 Motion: Robert Glasgow MOVED, SECONDED by Hector Ingram, to uphold the value to $280,600 and no prior years refunded. Upon vote, the motion carried 5 to 0. R06709-005-011-000 Samantha T Fasul $1,335,400 $1,280,000 Motion: Hector Ingram MOVED, SECONDED by Nancy Pritchett, to reduce the value to $1,280,000. Upon vote, the motion carried 3 to1. Robert Glasgow was excused from hearing/voting on this case. AGENDA ITEM # 6: Affirmation of Recommended Values for Scheduled Hearings for Appellants Who Failed to Appear It was reported that all appellants that were scheduled to appear had their hearings before the Board and that there were no other appellants present. The Board considered the following parcels under this agenda item. R02800-001-183-000 ACPR Leasehold LLC $8,211,800 $7,699,300 Motion: Robert Glasgow MOVED, SECONDED by Hector Ingram, to reduce the value to $7,699,300. Upon vote, the motion carried 5 to 0. R07100-003-038-000 Lowes Home Centers INC $9,577,200 $9,577,200 Motion: Hector Ingram MOVED, SECONDED by Campbell Dodd, to uphold the value to $9,577,200. Upon vote, the motion carried 5 to 0. R04919-004-026-000 GS II University Centre LLC $9,857,500 $9,857,500 Motion: Nancy Pritchett MOVED, SECONDED by Hector Ingram, to uphold the value to $9,857,500. Upon vote, the motion carried 5 to 0. AGENDA ITEM # 6: New Business Chairman James Brumit discussed the use of computers and if members want one for the meetings please let Juanita know a few days prior to meeting. AGENDA ITEM # 7: Schedule Future Meetings Tax Administrator Roger Kelley informed the Board that was all of the Real Property Appeals however, there may be some Personal Property Appeals. If, there are Personal Property Appeals the Board will be notified by Juanita for a meeting date.
